Alterations and Additions to St. Philip's Christian College Campus. 10 Lomas Lane and 210 Wine Country Drive, Nulkaba. NSW 2325.

1. I support the development of the school precinct but I strongly object to the proposed road changes adjacent to the corner of Lomas Lane and Wine Country Drive. My concern is the safe access to the four properties (305,307,309 and 311 Wine Country Dr) on the western side of Wine Country Dr approximately 100 metres south of the Lomas Lane/Wine Country Drive intersection. My neighbours and I had several discussions with Barr Planning regarding the safety aspect when coming from the north and turning right into the access to 305-311 Wine Country Drive. These four lots comprise three commercial vineyards, one with a cellardoor, and the potential for even more commercial activity due to the continued expansion of the region. Obviously, safe access is paramount. It was acknowledged by Barr Planning that all residents strongly supported a turn right lane into the access of 305-311 Wine Country Dr. In the minutes of the meeting of the 2nd of June 2023 under "Next Steps" it was stated:
- (Project team will follow up the queries regarding the Stantec Road Safety Review and will communicate these to the residents.
- Project Team will communicate the final proposed traffic design to be submitted to DPE, prior to submission.
- Project Team will continue to communicate with residents through the project), including beyond any Project Approval issued by the DPE.
Barr Planning did not carry out the undertaking within the bracketed area.
2. The new submission does not include the turning lane that we asked for with the following explanation in 4.1 "Summary of Response to Submissions" Table 3 point 4.1:
- "The preferred signalised intersection would allow for safe turning movements into and out of the access points of the western properties".
On what basis did Barr Planning come to this conclusion?
What investigation was carried out and where is the report?
3. However, it seems that there is a right turning lane proposed into 313 Wine Country Drive which is just to the north of Lomas Lane intersection. I think this is the correct and safest option. But I would like to point out that at present 313 Wine Country Drive is a farm which is not open to the public.
4. The access to 305-311 Wine Country Dr contains three commercial vineyards and a Cellardoor which is opened to the public seven days a week. Why shouldn't the entrance to these properties have the same safe access off Wine Country Drive as 313?
Barr Planning will probably advise (as it was said in one of our meetings) that the road is not wide enough to accommodate a second turning lane. May I suggest that the school resumes some of their land to the east of Wine Country Drive to facilitate the turning lane into 305-311 Wine Country Drive.
5. Arguably, the current proposed upgrade will be the only opportunity to create safe access into the four lots to the west of Wine Country Drive. Who Knows what developments/commercial ventures will occur on these lots into the future. One thing though is for sure, there will be more people requiring access not less.
