We are Dawn and Byron Comninos and we reside at 4001/2D Henrietta St Waverley directly opposite Waverley College. Our apartment is at ground level in a building named “Glenroy”. Its construction was commenced, completed and finalised after the plans were prepared and submitted to the Department for the Waverley College redevelopment. Consequently, the College plans have not considered the impact on our building or our apartment.

We refer to the various plans submitted. It will be seen that in none of them do they show the apartments that have been constructed and occupied since.

Our objections to the proposed development are:

Firstly, the proposed development plans for a car park for college staff that is directly opposite our apartment’s location. The existing car park is one-way and is closer to the corner of Henrietta St and Birrell Streets however what is proposed is a two-way car park. The impact on a narrow one-way one lane Henrietta Street will be substantial. Such impact will include greater congestion, increased dangers to pedestrians and cyclists (in an already busy designated cycle lane) as well as creating bottlenecks at peak hours. Waverley College Junior School is also further down Henrietta Street. The week-day school traffic to this campus along Henrietta is congested and constant. A two-way car park as proposed would further add a dangerous level of traffic along this narrow one-way street.

Secondly, the development proposes a science building ‘Building 1’ that is higher than the apartment buildings forming our own precinct. The science building has a rooftop terrace proposed both in Phase 1 and Phase 2. Both roof top terraces unnecessary and is not germane to the purpose of the building which is teaching and lessons making. The proposed terrace looks over looks the bedrooms, living areas and bathrooms of all of our apartments.

Thirdly, a large and extensive underground storm water and drainage tank is proposed close by to a “significant tree” as designated by Waverley Council – referred to as Number 76. The substantial and deep excavation work (approx. 4 m) for this large underground tank is certain to encroach on the tree root system and damage it irreversibly. The proposal itself admits that this planned development will cause major encroachment into the tree’s roots. The tree is large and is approximately 200 years old. It is a main feature of the whole area. If it is killed as a consequence, it cannot be replaced by like-with-like. The underground tank must be located elsewhere on the land that does not interfere with the ground water flows the mature trees depend on, and is not to be in close proximity to this tree or any other mature tree’s root system. The construction of the ‘temporary’ car-park which is to be removed some time in the future also has the ability to cause significant damage to this tree - This part of the proposal should be deleted. There is little chance of the tree surviving should its extensive root system be damaged by either of the above plans i.e. stormwater tank and carpark.

No consultation has been carried out with us and as mentioned earlier the college plans were drawn up and submitted prior to the construction of our own building. When the plans were drawn up the area which we occupy was a bowling club and greens and not residential at all. Had the plans been drawn up and presented now, with The Langlee complex almost fully occupied, the significant concerns and the impacts on Langlee residents would most definitely need to be taken into consideration. Our apartment is one of fifty-five in our complex, representing a substantial part of the Waverley community and will be significantly impacted by the proposal in its current form.

Our objections to the proposed development are:

I have lived in my apartment for over a year – since the development known as The Langlee was completed. The Langlee is a SEPP 55 development with wonderful amenities and developing into a very nice community.
I do not object to Waverley College increasing and extending its footprint for learning facilities as we need more of this in the eastern suburbs. However, I do object to the eastern precinct proposal which is to increase parking and traffic and congestion which is already extreme. I wish to object to the significant loss of mature trees across the site as I think it is a beautiful to have nature surrounding our urban environment and we need more trees and canopy for limiting noise, providing habitat and giving us a visual amenity and pleasant outlook. Waverley College should be protecting and planting trees to give surrounding residents a visual barrier from the school. The new Building 1 stage 2 comes right onto Henrietta Street and no trees can be planted in front of it. Approval should only be given to stage or phase 1 of Building 1 to protect the mature Fig Tree (Tree 68) and add trees to the Henrietta Street boundary.
I am very concerned by the proposal to have an entry and exit for nearly double the amount of current car parking on Henrietta Street. The proposal is to close the Birrell Street exit, and this will be unsafe for residents, students of the school, and even the pre-school children who walk along Henrietta Street. The proposal should keep the current entry at Henrietta Street and all cars should exit on Birrell with a ‘left-turn’ only to minimize traffic congestion. This would also keep the 2hour street parking which would be otherwise lost on the western side with the addition of an exit onto Henrietta Street. The current proposal will also add extra traffic to an already busy Langlee Avenue – a major thoroughfare at all times of the day and night.
Finally, having an open roof top entertainment area is not in the brief of increasing the number of students and teachers at the College. No open deck or roof top area should be allowed or approved in Building 1.

I’m writing to formally object to the proposed Waverley College development (SSD-42425537). I visit the area regularly, and I’ve noticed how difficult it already is to get around, especially when it comes to public transport. There’s no train line in the area, and the buses are already overcrowded during peak hours. At school pick-up and drop-off times, it’s a real struggle for people to get on a bus, and many end up waiting for a long time.

The local roads are also often jammed, and adding more buildings or people to the area will only make things worse. There’s just not enough transport infrastructure to support the additional demand. People already find it hard to get in and out of Waverley, and with the development going ahead, it will only add more strain on an already overburdened system.

Waverley is a lovely, quiet area, but this development threatens to change that. More cars on the road, more congestion, and even more pressure on an already limited bus network would harm the quality of life for everyone living in and around the area.

On top of the transport issues, there are concerns about the environment, and the general character of the neighbourhood. It seems unnecessary to push ahead with something that will make life harder for the local community, especially when the infrastructure can’t handle the extra pressure.

I strongly believe the development should not proceed until transport and infrastructure system introduces another option besides roads for the area such as a light rail or metro – roads only being an option will not be enough. Without proper planning to accommodate the increased demand for transport, the development will make things much worse for local residents.

I have lived in the senior’s living development called The Langlee for more than a year. I object to the Waverley College development for these reasons:
1. The Increase in traffic
I walk through Waverley Park at least every other day and I have to cross Henrietta Street to get to the pedestrian crossing on Birrell Street to enter the park. Henrietta Street is a very busy narrow one-way street with a lot of traffic. I object the Waverley College proposal to increase the amount of parking and to put an entry and exit for the cars into Henrietta Street removing the exit on Birrell Street. The proposal will cause all the traffic to come into Langlee Avenue to get onto Birrell Street. Langlee Avenue is a very busy street with many cars queuing in the morning peak period and even on weekends because of the school sport and sporting activities in Waverley Park.
The building called Building 1 will have an entire roof deck – not classrooms or solar panels. I object to this because of noise and privacy issues – night time noise and lights will effect all of us in The Langlee and along Henrietta Street.
I also object to the destruction and encroachment of beautiful mature trees by the development proposal. It is unacceptable to the remove of such a significant number of trees and to encroach on trees within the school grounds.
I object to these impacts and the development should not be approved.

I have lived in the senior’s living development called “The Langlee” for a year and every day I walk my dog to Waverley Park. I must cross Henrietta Street and the pedestrian crossing at Birrell Street to enter the park. I know Henrietta Street to be a busy narrow one-way street that takes a lot of traffic at certain times of the day – from very early in the day.

I object the Waverley College proposal to increase parking and therefore traffic into and out of Henrietta Street. The negative impacts will be safety, noise and air quality. Although Henrietta Street is one-way, the cyclists are travelling in two directions – often on fast e-bikes and Henrietta Street is already a dangerous street.
The development proposal is to increase car parking and to put an entry and exit for the cars into Henrietta Street – no longer having the exit on Birrell Street. This will cause all traffic to feed into Langlee Avenue to get onto Birrell Street. Any addition to the number of cars queuing at peak periods during the week and also on weekends with the school sport in Waverley Park is unacceptable.
Please take my considerations and concerns seriously and do not approve the addition of parking and entry and exit into Henrietta Street.
There are significant, threatened and beautiful mature trees that will be removed or encroached by the development proposal, and this will severely effect an urban leafy environment and the quality of the air. I object to the removal of such a high number of trees and to the significant encroachment on trees as well as the proposal to build a onsite stormwater detention tank - which can only impact negatively on the environment. More hard surfaces, loss of canopy and destruction of nature is extremely damaging to our quality of life. I object to these impacts and the development should not be approved.

I object the proposal to increase traffic – both during construction and by the school into and out of Henrietta Street.
Henrietta Street and a small one-way street and traffic from it and Salisbury Street can only access Birrell Street via my street, Langlee Avenue. Every morning cars must feed into Langlee Avenue to get onto Birrell Street and any addition to the number of cars will cause chaos. Commuter drivers are already banked up along Langlee Avenue. I object to the proposal because I am very concerned that increases in staff parking, and the proposed entry and exit into Henrietta Street , as well as the closure of the Birrell Street exit to this carpark - will only increase noise and traffic on nearby residents, especially those of use that live on Langlee Avenue.

The Waverley College development proposal will see so many mature trees removed from the school. I cannot believe that in 2024 government would allow the destruction of these beautiful old trees. The development will allow cars to park underneath one of Waverley’s listed significant fig trees and this should not be approved. The loss of trees is unacceptable. I implore a review of the proposal so that my issues are addressed.

NOISE, VIBRATION, DUST AND TRAFFIC
The noise, vibration, dust and construction traffic including large trucks over 15 to 20 years will make the cafe unusable when it reopens under new management. Indeed, given the likely impact, it is unlikely that anyone will want to invest in the cafe. Before it closed because of poor management, it was a source of community engagement to the many retirees who bought into the complex and paid handsomely for the amenity. The café was and will be a source of community engagement and information networking when it reopens without noise, vibration, dust and traffic – but is likely to be unused if there is noise, dust vibration and traffic.

TRAFFIC CONGESTIOPN
With the proposal to change the staff car park to enable exit via Henrietta St instead of Birrell Street will lead to additional congestion in the afternoon both at the traffic lights at the corner of Bronte Rd and XXXX and at the intersection of Langlee Avenue and Birrell St.

NOISE AFTER HOURS
After hours use of the carpark by the additional students that the college wants to attract as well as additional use by staff and patrons will lead to additional traffic noise and congestion on Henrietta St. as many residents at Langlee complex are on their way to bed.

Moreover, the proposed outdoor roof terrace in Building 1 is bound to add to noise after hours if it is used for recreational uses by students, old boys and their families - no matter how much the college tries to inch or quiet.

OUT OF KEEPING WITH NEIGHBOURHOOD
Building 1 is higher and bulkier than any other building in Henrietta St and has limited ability for canopy trees to screen it, especially given the removal of tree 68.

I live at unit 1202 in the Palmerston building at The Langlee development which is on Henrietta Street and is across the road from the existing Waverley College.
I have lived here for over a year and moved here to enjoy my retirement.
I object to the Waverley College proposed development on the Henrietta Street end of the school for these reasons.
I suffer from health issues, which means I can only walk short distances. I moved to The Langlee because every day I can take my cavoodle across to Waverley Park. I must cross Henrietta Street and use the pedestrian crossing on Birrell to enter the park. Henrietta Steet is already a very busy one way street. The proposal to add more parking and an entrance and exit of cars onto Henrietta Street will only have negative local impacts. Henrietta Street is too small and narrow to accommodate work and traffic that is proposed during and after construction. The proposal did not provide a Construction Management Plan and should be rejected.
Henrietta Street is the only entrance and exit for the Waverley Bowling Club and I take my dog there for lunches or dinners, and it is very important to me that the Bowling Club is successful and able to operate for the local community and my fellow residents in the Langlee. Construction will affect the club operations. The plans to use Henrietta Street should not approved. I am very concerned because emergency vehicles must be able to access our seniors living apartments. We have already had need for ambulances and fire brigades here.
Council has laws for good reason that stop the cutting down of mature trees, I love trees, and the Waverley College development will see more than 20 mature trees removed, and this should not be allowed. The College has a large site and any upgrades for additional classrooms should not cause the loss of mature and significant trees. Several trees are even listed as threatened species. I cannot support a development that removes trees.

Waverley College Redevelopment

To Whom It May Concern:

My name is Guy Cooper. I am a resident and owner of Apartment 1402/2A Henrietta St. Waverley NSW 2024.

I am writing to express my concerns in regard to the above proposed redevelopment.


Threat to and Loss of existing Trees and Green Space.

As a former President of the National Parks & Wildlife Foundation I find myself appalled by the proposed loss of green space and trees as set out in the present development proposal. This appears contrary to the careful and extensive work and planting Waverley Council has been commendably engaged in over the years. In particular, and in common with many others expressing concern, the work to be undertaken in such close proximity to one of the significant Fig Trees (no 76) carries a serious likelihood of inflicting long-term damage. In regard to the loss of greenspace, the benefit of a further tennis court has to be questioned.


Increased Pedestrian Danger

The proposal as it stands will add significant foot traffic to Henrietta St. which is already a relatively narrow one-way roadway. It is extremely busy at certain times and particularly during the commencement and close of school day. Sporting activities are also a factor. Traffic is further added by school pupils and sporting clubs making use of the Waverley sports ground and utilizing the heavily employed pedestrian crossing on Birrell St. leading to Henrietta St. The present footpaths are very narrow for even this present traffic flow with danger increasingly caused by the approved and frequent use of bikes heading against the traffic and pedestrian flow. Many of these bikes are motorized, are both quiet and speedy and employed for deliveries. Concern has been expressed on the present design and the impact of this increased traffic on already busy pathways.


Detrimental Impact on Present Streetscape

The present cottages on Henrietta street scheduled for removal currently provide reasonable setbacks from the roadway. Such space presently offers valuable area for shrubs and garden and in contrast to the present proposal should certainly be retained and developed. In regard to the Langlee, commendable care and planning was taken by the developing company to provide valuable set-back from the roadway. Excellent use of this space has been made for the significant and very excellent planting and landscaping it currently provides. It is my belief that the Waverley College development should reflect this same care and consideration to aid privacy and to soften the impact of the building. It may be noted that the Western façade of the Langlee building also features excellent living walls - greenery and planting at all levels facing the street and that the present planting will even improve with further growth. I believe Waverley Council should ensure that similar consideration is shown by the developers of the Waverley College building.

Noise

Again, improving set-back from the roadway will also assist in reducing the undoubted increased noise impact and adding privacy for Langlee residents. Concern relating to noise is also felt in regard to the proposed Roof Top Deck and the addition of a further tennis court.


Area Harmony

At present I think it can be said that the endeavours of the Langlee together with the present longstanding trees and green space of the College provide a very beautiful and distinctive feel and look and are very much in harmony with the Waverley Park oval, the Reservoir area and surrounds. I very much hope this commendable balance can be retained by consideration given to the points made by Langlee residents and others.

I am objecting to the above plans for the expansion of Waverley College. I do not object to progression however I do object to the 6 floors on Henrietta Street. This will of course traffic and safety issues for local residents however it will cause overshadowing for local residents, mainly on Henrietta, Langlee and Salisbury Streets.

When I purchased my apartment in the Mirvac building, the initial project was much higher. Due to local residents making obvious issues with this, it is what it is today - a building that has fitted in with the local community, not overshadowing or being an eyesore. Waverley College plans to take it's building to 6 storeys. This is unnecessary and they have not looked at the Langlee as a guide to what works for the locals, the figures, the future of Waverley.

I think this DA requires to be looked at in more detail, to take in the above and hopefully come to a compromise for all involved.

I am a resident at the Langlee complex. My concerns are set out below:
The proposed Waverley College extension is proposed to be constructed in 2 phases, phase 2 stated to occur 10 years after phase 1. Phase 2 adds additional building closer to Henrietta Street with less opportunity for landscaped screening.
The elevations and montages make clear that this building will bring about a major change to the views from The Langlee, Henrietta Street and Salisbury Street and the other houses in those streets.
The building is 6 storeys with a rooftop terrace and part of the justification for such a tall building is said to be the existing Palmerston building of The Langlee.
However, the Palmerston building is 4 full storeys with the top 2 storeys set in in lessen their impact.
Additionally, the building immediately to the south of the Palmerston, known as “Glenroy” (2D Henrietta Street) which is 3 storeys.
The proposed extension building should be reduced in height as it is sitting on a slope. In addition, the rooftop Terrance should not be used as an entertainment/sporting area where noise and light will cause the residents disruption to quiet enjoyment and nuisance. If approved, restrictions should be placed and monitored so that no events take place on the rooftop terrace beyond 6 pm and on weekends.

Traffic flow
With the impending expansion of car park space and the entry and exit points along Henrietta Street, restrictions should be place so that the school, parents and students do not use the car park as a drop off point. There is also a key bicycle lane along Henrietta Street and often the traffic do not stop for pedestrians crossing Henrietta Street. The proposed expansion of the car park and traffic will only increase danger for pedestrians and cyclists using Henrietta Street. In addition to the restrictions, there should be a zebra crossing along Henrietta Street with the expanded car park and entry/exit points along Henrietta Street

My name is Dennis Leight. I am a resident at Unit 4102/2d Henrietta St Waverley NSW 2024.
I am writing regarding the proposed development at Waverley College, a large part of which is
directly opposite our front windows and balcony. I would like to object to certain parts of this project…

Waverley College I’m sure is a great institution and I do support the college in their endeavors to upgrade and adjust to increasing student population as well as adding new teachers to guide and inspire their students.

Having said that, we as neighbors of the college did notice before we submitted our bid to purchase our apartment for our retirement that a good portion of the school days are dedicated to sports and outdoor play. The noise level that goes along with competitive sports is quite loud not to mention the midday moving of students from one school to the other as they move down Henrietta Dr. Having said that the large Port Jackson Fig Tree because of its density and size does provide a noise buffer to mitigate some of this noise. The sounds of kids playing and enjoying life I find to be quite welcoming but with the absence of this noise buffer it might become overwhelming to the retired occupants of The Langlee.

We were told this project is "doing their best to save the tree” but with the underground hole for the Water Retention tank and the “Temporary parking lot”… in my opinion, is NOT the responsible way a college should show the public and especially its close neighbors how to be a good steward of the sensitive ecosystem. Any groundwork in the area of a tree this substantial and of such historic significance is surely tempting fate.

A number of factors concern me .
The height of the building is not in keeping with Henrietta st and will enable viewing into the apartments and balconies of the Langlee These apartments are occupied by over 60year old and mostly are in their 70s
The traffic situation will be much worse. It is very bad at school times now .
Noise will be increased traffic, events , entertainment noise mostly after hours .
The building does not allow for greenery close to Henrietta st . Trees will be lost there are so few on the street now .
The visual dominance is not compatible with the area.
The increase of night use of school will be an issue with the swimming and sports venues used after school finishes.
The height of that sight was to be 9 metres this way more .
It is not set back from the street.
I do hope you will consider the projects negative impact on Salisbury St and Henrietta st .
The Langlee is set down into the block resulting in actual 4 stories. The Glenroy is 3 stories but only 2 Above ground level.
Level 5 and level 6 of the college building will result in noise impact on the retired occupants of Palmerston Building.
In collusion I believe it should be lowered and the entertainment areas cancelled.

I live in a two bedroom + media nook apartment on the third floor of the. development known as ‘The Langlee’ in the building called ‘Palmerston’ on the corner of Henrietta Street and Birrell Street. My bedroom, balcony and bathroom all overlook the south eastern corner of Waverley College and I will be directly impacted by the “east precinct” proposal of Waverley College. I overlook the houses that are to be demolished (5-7 and 9-11 Henrietta Street) and the existing carpark and I object the development of Building 1, the additional car parking and the loss of mature and beautiful trees.
 
I am very concerned by the height of Building 1 to face onto Henrietta Street and the loss of trees and the impact it will have on my apartment and the entire Palmerston building.

Building 1’s bulk, scale, height is not in character with the local street scape. Henrietta Street is very small pedestrian thoroughfare - with lots of children, senior residents, dogs and bikes as well as a one-way street for cars street and Building 1 is proposed to come right onto the street without setback.

Building 1 will overshadow my apartment, remove the trees that give me pleasure and privacy and I will loose my sunlight and pleasant outlook. The 6th storey of the Building 1 development is a rooftop terrace and I object to this being approved as it overlooks my bedroom, bathroom and balcony.  

I am very concerned about the construction traffic on Henrietta Street and Birrell Street, the dust of demolition and excavation and the proposal did not have a Construction Management Plan that I could review. I believe the proposal should not be approved until a plan to manage traffic, noise, dust and safety during construction is presented and addresses all of these issues. The College should have to provide a model of the alterations and additions for us to see.
 
I object to the proposal which will remove 18 trees and will encroach on 13 trees - especially the magnificent fig tree (Tree 76). There are no plans to replace trees and Building 1’s size and the doubling of the number of car parks will only allow for low ground landscaping. The development should not be approved as we wish to preserve the natural beauty of the environment.

The traffic is shocking. The drop off of children and the queue of teacher cars morning and afternoon, makes this location dangerous and an accident waiting to happen. Any increase in the number of cars will only make this worse. The proposal is to nearly double the staff parking and to close the Birrell Street car exit, and instead have an entry and exit thoroughfare in Henrietta Street. This should not be approved because of the number of children walking to and from school and cyclists using Henrietta Street. In addition to this local residents and especially the over 55’s in The Langlee have to walk this way to cross the pedestrian crossing at Birrell Street.

If it is helpful I invite you to come to my apartment and The Langlee to better understand the very negative impacts of the proposal's eastern precinct development.

Waverley College Redevelopment
My name is Barry Shine, and I live at 2101/40b Langlee Ave Waverley 2024 which is on the block near Henrietta Street across the road from the existing Waverley College.
I object to this proposed development for the following reasons.
Our first advice regarding the above was received late October 2024, giving insufficient time for the level of discussion consistent with usual practice. The plans seem to have been proposed some years ago and fail to show a retirement development of 55 residences directly fronting Henrietta St. These residences will be massively impacted by the development.
Construction Impacts
I am concerned about the impacts of construction including noise, vibration, dust and construction traffic including large trucks. There is no Construction Management Plan.
Impact on Trees
It is proposed to remove several mature trees on the site including tree 68 which is a mature fig tree. The College’s tree report indicted that the significant fig tree 76 which is between the tennis courts and Henrietta Street will be retained , but I do not see how this tree will survive the proposed excavation works (including stormwater works) in the root zone of this tree.
Long term noise impacts
I am concerned that there will be additional noise from the additional traffic movements and patrons from after-hours use of the expanded facilities, together with use of the proposed outdoor roof terrace to building 1.
Visual Impact of Building 1
This building is higher and bulkier than any other building in Henrietta Street and has limited ability for canopy trees to screen it, especially given the removal of tree 68 and potential loss of tree 76 and the limited space on the plans.
Long term traffic and parking impacts
Additional students, staff and patrons of the after-hours users will lead to additional traffic congestion and demand for parking in the precinct. This is particularly the case with the proposal to change the staff carpark from entry only from Henrietta Street and exit via Birrell Street to entry and exit via Henrietta Street and close the Birrell Street exit. This carpark is used out of school hours by other patrons).
I am also concerned about the proposal to decrease the number of parking spaces in later stages of the development given that the amount of staff carparking at the moment is insufficient for the number of staff.
