I own an industrial unit at 3 Grosvenor Place, Brookvale - located closely behind the proposed site.
Between the site and my property is a cement mixing business operating on an industrial scale. The business mixes sand and gravel to create cement - creating dust and particles in the air. For anyone with respiratory problems, it is significant health concern and the area should be avoided.
The cement mixing business also is VERY NOISY - as it grinds gravel to make the cement. The close location of this development would make it impossible to have a peaceful working or health environment.
In addition, the cement mixing site is heavily trafficked by LARGE cement mixer trucks coming and leaving the site from 7 am in the morning to 7 am at night (and often outside of this time). This alone would make it dangerous for traffic frequenting the new development.
My submission is that unless the cement mxing business can be relocated, the development is not in an appropriate location due to the impacts of noise, air pollution and heavy vehicle traffic. All of which adding to risk to health and safety - and definitely not conducive to a community health centre.
I would be pleased to speak about this further.

This centre will be a huge asset to the local community. However, it would be a much greater asset if the Medicare office, currently so inconveniently located (for parking and public transport access) could be moved from its current location to this site, which is so much more easily accessed by anyone who is elderly, or physically disadvantaged.

I object to right hand turn from William Street onto Pittwater Road. Your road and traffic report was carried out in 2012, I believe this is out of date and not an accurate view of what is happening in the area. Warringah Mall is going through a major refurbishment and growth, more cars are on the road. Brookvale Bus Depot has a right hand turn for buses into the depot, I have seen on many occasions buses banked upto the pedestrian crossing in front of Warringah Mall and William Street.
I object to the proposal of a right hand turn from William Street onto Pittwater Road.It does not make sense how this will work when the centre's driveway will be 1metre from the corner how a car/truck/van will be able to turn right out of the driveway onto William Street and then turn right onto Pittwater Road all within 1metre, reminder there is also a dip on the road on William Street, so now everyone will have to deal with vehicles coming out of the driveway and speeding cars driving down William Street trying to get through a green light. By creating this right hand turn it will also give cars the opportunity to use entry into Warringah Mall from William Street, creating more traffic in an already busy street full of cars, trucks, vans daily.
Cars use William Street as a rat run onto Pittwater Road and are not driving to the 50km speed limit. I have been involved in an accident coming out of my driveway because of this. By having a right hand turn this will increase the traffic on this street.
This building will be creating more traffic and more cars onto William Street. As a resident I am constantly asking/arguing with people to not park in our driveway and block the entry into our home. I have rung council numerous times about this matter.
If you want an accurate understanding of traffic on Pittwater Road do your reports now and speak with the residence and businesses of this street, and I do not mean residence and businesses in the first 50metres of William Street.

I am objecting to mental health, drug and alcohol and a methadone clinic being included in the health clinic being built on the site of Pittwater Road.
These issues should be set in an environment where a person has the feeling of safety, peace and tranquillity, and is a bit more discreet. I don't believe a building in the middle of major insection with cars and pedestrians, people waiting for buses including elderly and children) is the location.
My concern includes that as there is a bus interchange infront of this building there will be a higher level of loitering, this interchange already has a problem. your building will have cctv to avoid loitering but what happens when clients are asked to move on? They will go down the street or in the shopping centre, who will move people on then?

I object to the way nsw health have handled this project - you have given residence/businesses 6weeks to put forward their views on these plans, when you have clearly been in discussions for this building over years. Where are your "communication skills" with residence/businesses. This centre has a big impact not just to people working/living in a 100metre radius of the building.When you contacted people did you take into account people who rent in the area/owners of buildings in the area. Notices in the Manly Daily a letter drop I don't think was sufficient, if you were interested in what people thought a visit to peoples premises would have shown you were interested.
Your report talks about traffic reports from 2012, this is out of date and not a true indication of what is happening in the area,do you take into account that Westfield is expanding and more traffic will be coming?
How much did my tax money pay for your report to tell you the average time to cross the road when using the stairs and pedestrian bridge decreases from 83seconds to 68seconds and is half of max at-grade crossing time (really is this going to have a big impact in crossing a road).
I don't believe these buildings are in keeping with heights of other buildings in Brookvale, A 7storey carpark on the main road is also an eyesore (what are you thinking?)

Please find attached our submission objecting to the proposed community health building and mulit-level car park development in Brookvale.
We support the proposed uses, however we object to the avoidable traffic and parking impact associated with the current proposal. We also object to the current form of the proposed development as we see it as a huge lost opportunity for the community.
