This is a totally unacceptable proposal any where there is a sizable urban population. Why is it that successive GOV bodies feel it is OK to treat the
people of Western Sydney with such disregard ?? would you like a waste dump right where you live ?? The smell around here is REALLY BAD when

I refer to your request for Airservices assessment of a proposed Energy from Waste Facility to be located approx. 14km north-east of the proposed Western Sydney Airport.
Airspace Procedures
With respect to procedures designed by Airservices in accordance with ICAO PANS-OPS and Document 9905, at a height of 186.6m (613ft) AHD, the development will not affect any sector or circling altitude, nor any instrument approach or departure procedure at Sydney, Bankstown, Camden, Westmead Hospital and Richmond Airports.
Note 1: Procedures not designed by Airservices at Sydney, Bankstown, Camden, Westmead Hospital and Richmond Airport were not considered in this assessment.
Note 2: The building stacks and associated plume rise were not considered in this assessment as figures weren't available. If any exhaust / plume is to exceed 4.3m per second (at the OLS level), details must be submitted to Airservices for formal assessment.
CNS Facilities
This proposal will not adversely impact the performance of any Airservices Precision/Non-Precision Nav Aids, Anemometers, HF/VHF/UHF Comms, A-SMGCS, Radar, PRM, ADS-B, WAM or Satellite/Links.

This waste incinerator burning 1.35 million tons of construction, industrial and other waste per year for 30 years in 24 hours operation with non-stop truck movements will generate extreme amounts of noise and toxic pollution (dioxins, air particles, complex hydrocarbons,......) that will devastate peace, health and property values of the dense urban population living right next to this facility.
The report I have attached clearly shows what this waste incinerator (the so called energy from waste) facility will do to the health of the dense population around it. I draw your attention in particular to the section 4 (health impacts) of the report. The report points to ample evidence that even new breeds of incinerators are discharge cancer causing chemicals. Wherever there are incinerators there is more cancer in the medium to long term.
For past five years extremely strong stench from existing waste facilities in the area overs several suburbs (Minchinbury, Erskine Park, Eastern Creek...) in Autumn and Winter. Despite numerous complaints to EPA and odd community meetings with EPA and local waste facility operators, the problem has continued. What to say of stopping it EPA could not even identify the source. EPA has proven itself to be an ineffectual enforcement agency. There is no chance they will be able (wish) to monitor and control pollution from this monstrosity.
This is happening to us because we in the West stuck in our problems are unable to mount the strong community response that people in other parts of the city are able to organize.

I am writing on behalf of myself and my family who reside approximately one kilometre from the proposed Energy from Waste facility. We object to this proposal which we believe should not be constructed in such close proximity to a residential area.
Our primary concern is for our son who is an incomplete quadriplegic and subsequently suffers from reduced lung function, any impact on air quality would be highly detrimental to our health and quality of life. Toxins and any other hazardous materials will naturally settle around Ropes Creek and as our sons condition was caused by an unforeseen side effect of chemotherapy we believe any further exposure to toxins would be detrimental no matter how slight.
We are also concerned that the odours caused by the proposed seven day stockpile of waste and the exhaust stacks would cause a significant reduction in property values and curtail our ability to enjoy outdoor entertainment.
Once again we wish to express our objection and hope that it is decided that this is not the right site for such a facility.

I object to the same negative approach to ecologically sustainable development being put forward with this proposal as has occurred with many beforehand.
The morally and ecologically deficient notion of destroying extant ecological communities as well as hollow bearing and fauna inhabited trees with some replanting and boxes demonstrates the low level humanity descends to in the rush to make dollars for self.
Replanting exercises are notorious for lacking the structure of what had been in situ prior to removal. This is a net loss.
The NSW Government has been conducting workshops on the importance and lack of hollow bearing trees and yet we have here another government agency contemplating destruction of the same.
There must be some people in the Dept of Planning who have some concern for protection of the ever diminishing flora and fauna of the Cumberland Plain? What merit is there in a life which descends to being an agent for destruction of a unique natural feature of NSW, more specifically on the Cumberland Plain, which other nations in the world are without due to earlier abuses?
This attitude of considering trees as a decoration that can be removed and replaced with a planting is destructive and lacks commonsense. How does a juvenile trees equate to the 100 or more years of ecological function of a mature tree? It doesn't and the 'decoration' attitude sets up for a repeat of the process when another development idea occurs later.
It is my understanding that the subject land is part of an earlier Precinct Plan for the SEPP 55 Employment Lands and that zoning for the Precinct Plan allowed for losses of flora and fauna habitat in some areas and preservation in others. If that is the case and my involvement in the earlier Precinct Plan process tells me it is, then is it fair and just to now be allowing flora and fauna losses when they were offsets for earlier losses? No, it is not and makes a mockery of public affairs while exposing corrupt behaviour.
Maybe some people in the Dept of Planning are not moved by that but I caution that a day will come when all will have to give account.
I further object to the contempt shown by the proponent to the health of Western Sydney residents through the operation of a 24 hour 'incinerator' of large scale. Will the Dept of Planning be consulting, not leaning on, professional respiratory experts in the Dept of Health on this operation?
It is common knowledge that a drift of air flows overnight from South-West Sydney to North-West Sydney and disperses from there. I have attached a document attesting to this.
What right does the proponent have to selfishly seek to fill his/her pocket with dollars at the expense of residents north of the site eg Minchinbury, who will have to inhale the emissions of this proposed large scale 'incinerator' and put up with particulates on washing put on the clothes line overnight?
What a grubby self interested society we have become if we have allowed such contempt for the health of residents of suburbs inhaling filthy emissions 24 hours per day and more so overnight. We used to read about third world countries being exposed to such treatment by industry but now we have Australia producing a proponent, hired consultants and, potentially, government repeating what was abhorred in third world countries previously.
It is annoying that this matter has got so far and with limited community consultation. All this being done under the smother of jobs, jobs, jobs. Well, Bopal in India and many abuses of life and health from the industrial revolution also came with the promise of jobs.
And just who is doing the qualified and objective research into what will be the impact on Western Sydney from what has been previously pastoral or agricultural land being turned into an industrial area commencing with this proposed monstrosity?
As you can tell I oppose this proposal. It is odious and speaks much about the lack of morality within all who support it

I refer to the letter from NSW Planning & Environment of 25 May 2015 regarding Exhibition of State Significant Development Application No SSD 6236 Eastern Creek Energy from Waste Facility Blayney Export Meats Smallstock Abattoirs at Honeycomb Drive, Eastern Creek (Lot and DP Lots 1, 2, 3 and 4 in Deposited Plan 1145808) for `Construction and operation of an energy from waste facility for the thermal treatment of up to 1.35 million tonnes of waste per year, including a boiler house, steam turbines for electricity generation and air emissions stacks.' Submissions need to be made to NSW Planning & Environment by 27 July 2015.
Endeavour Energy's Asset & Network Planning Branch have reviewed the available information and advised the following:
`It looks as if it is 140MW export and connecting directly into TransGrid's 132kV at Sydney West Bulk Supply Point. From a connections and electrical assessment point of view I would think we have minimal involvement in this case'.
However, as shown in the below site plan from Endeavour Energy's G/Net master facility model (please note this is not a `Dial Before You Dig plan') there are easements over the site benefitting Endeavour Energy (indicated by red hatching) as well as significant electrical infrastructure in the vicinity of the site.
Whilst it appears that the electrical network is not directly impacted by the proposed development, Endeavour Energy's recommendations and comments are as follows:
* Network Access
To ensure that supply electricity is available to the community, it is imperative that the access to the existing electrical infrastructure on and adjacent to the site is maintained at all times. If any proposed works are to encroach or affect Endeavour Energy's easements, then prior contact must be made to - Jeffrey Smith, Easement Management Officer on 9853 7139 or alternately

* Public Safety
As the proposed development will involve work near electricity infrastructure, workers run the risk of receiving an electric shock and causing substantial damage to plant and equipment. I have attached Endeavour Energy's public safety training resources, which were developed to help general public / workers to understand why you may be at risk and what you can do to work safely.
