significant air and noise pollution, as well as traffic congestion
implications.
Air pollution cumulative impact assessment should consider: Hanson
heavy traffic (1,930 movements/day), WestConnex 4 smoke stacks,
WestConnex traffic (additional 18,000/day Anzac bridge), Multi-use
facility, WestConnex White Bay marshaling area, WestConnex civil
sites, and potential Western Harbour Tunnel construction support
facilities at White Bay (refer to in the RMS leaflet dropped May
2018).
Traffic congestion cumulative impact assessment should consider: At
peak and nonpeak times as WestConnex suspected to have
`peak-spreading' impacts - Hanson traffic (peak 189/hr), 1,930
movements/day), WestConnex (additional 18,000/day Anzac bridge,
7,000/day City West Links), Multi-use facility (1,200), WestConnex
White Bay Marshaling area (786), WestConnex civil sites, potential
Western Harbour Tunnel construction support facilities at White Bay
Traffic congestion cumulative impact assessment should include:
construction and operating noised from all above mentioned sites as
some of the construction will be for multiple years and the
`temporary' staging facilities also set up for a long duration - i.e.
a casting plant for both the Western Harbour Tunnel and the Middle
Harbour Tunnel. Also it is noted in the application that all four main
roads already exceed the daytime and night-time traffic noise
criteria. It is critical that adding the Hanson `additional traffic
noise' is not reviewed in isolation.
Ship specific Noise and Operation: Application for the facility to
operate 24/7, where ships will be permitted to berth at the port 24
hours a day, 7 days a week. There are no bans on ships running
generators while berthed/leaving lights on at night. Ships delivering
concrete and aggregate should be required to cover their product so
that particles do not become airborne at sea or in the bay. Ships
should not be permitted to run their engines 24/7 because of the
negative impact this will have on air quality. At minimum shore to
shop power should be mandatory.
Given the magnitude of these projects and the cumulative impacts I
object to the addition of a concrete batching plant that will add
additional environmental and traffic pressures to the area.
I ask that you refuse the application AND seek to find an alternative
location given the high impact of approved (WestConnex Stage 3),
proposed (Multi-user, WestConnex staging) and Western Harbour tunnel
`potential support areas' neighbouring projects.

My name is Cheng Sun, I am the owner and resident of Unit11F, No.4
Distillery Drive, Pyrmont.
In regards of this new proposal (SSD 8544). I am strongly against the
proposal due to the following reasons.
1. Noise pollution, in foreseeable future excessive amount of noise
and unpleasant sound that causes disruption in the surrounding
residential area. Most of the industries use big machines which are
capable of producing large amount of noise. Apart from that, various
equipments like compressors, generators, exhaust fans, grinding mills
also participate in producing big noise. Sound travels, especially
when its only cross the shore, workers in these factories can wear ear
plugs to minimize the effect of noise. I don't think in reality I can
or I should wear ear plugs when i am standing on my balcony.
2. Health issues, result in hearing problems as of the constant
exposure to noise, or at least reduces in sensitivity to sounds. This
also leads to health issues, excessive noise pollution will result in
aggressive behavior, disturbance of sleep, constant stress, fatigue
and hypertension. These in turn can cause more severe and chronic
health issues later in life. Proposed operation time will certainly
hamper surrounding residences sleeping pattern and may lead to
irritation and uncomfortable situations
3. Cardiovascular Issues, blood pressure levels, cardio-vascular
disease and stress related heart problems are also one of my concern
due to the high intensity noise. As studies suggest that high
intensity noise causes high blood pressure and increases heart beat
rate as it disrupts the normal blood flow.
4. Air Pollution, as its well know that concrete batching facility are
famous for blowing off concrete dust onto neighboring property. The
location of material stockpiles and the provision of dust controls to
those stockpiles are key to ensuring facilities like concrete batching
plants have minimal impact on the environment and the community. On
this occasion, the facility are poorly located, and if there is
insufficient dust control measures in place that meaning the community
was impacted. Also CO2 emissions from the industries are major concern
to the environment.
5. Energy consumption is the biggest environmental concern with cement
and concrete production. Cement production is one of the most energy
intensive of all industrial manufacturing processes. Including direct
fuel use for mining and transporting raw materials. As this should be
the concern of the council in terms of the energy grid. But any
changes or inconsideration may result in suffering for the local
community.
6. Water pollution, another environmental issue. At the batch plant,
wastewater from equipment cleaning is often discharged into settling
ponds where the solids can settle out. Do they have such settling
ponds, and if they do, what's prevent the wastewater leak into the bay
which pollute the water that our community shares.
7. Solid waste, is there procedure implanted for the solid waste that
generated from creat of this new construction and future.
Summing up, the idea of implant this new facility are serious even
catastrophic destruction of the Jackson's landing community as well as
surrounding suburb such as Balmain, Pyromont and Glebe in terms of
environmental as well as well being of the people. Heavy industrial
like such should not be anywhere inner city not to mention so close to
the high density residential area. If such development are approved it
basically opened a door for class action against such development.
Here I urge to whom may concern to revisit the development, put a stop
to this non sense.

This proposal should be rejected. Existing problems with air quality,
traffic and noise need to be addressed before there is any extension
of operations at Glebe Island.
