OVERVIEW

The development application seeks approval for a proposed warehouse/industrial facility on the subject site at Lot 3, Horsley Drive Business Park, Horsley Park. The proposal seeks approval for two warehouses:

Warehouse/Industrial facility 1 includes a 13,690m2 warehouse/industrial facility, 500m2 office mezzanine, and
100 parking spaces.

Warehouse/Industrial facility 2 includes a 8,690m2 warehouse/industrial facility, 500m2 office mezzanine, and
59 parking spaces.

The following comment is provided to the proposal.

STORMWATER DRAINAGE

The Civil Design Report prepared by Costin Roe and advises how the stormwater generated from this development will discharge into the existing drainage system including summarising and explaining the stormwater issues related to the site.

Council's position has always been that stormwater generated from a development should be managed within its boundaries. The Concept approval included an off-lot detention basin and bio-retention basin, which is contrary to Council's stormwater and OSD policy, therefore no comments are provided with regard to discharge of the generated stormwater.

Extract Civil Design Report cites `In terms of stormwater measures, it is proposed to discharge the site drainage to the existing and approved connection point located at the North East corner of the site. The approved subdivision drawings Co11492.05-C41-C48 show this connection point and how the site fits with the overall subdivision stormwater strategy. After the site discharges into the approved and existing connection stub, it will be directed to the existing Detention and Water Quality Basin. This basin has been designed to accommodate this site's water quality and detention requirements. The subdivision report prepared by Costin Roe titled Civil Engineering Report - Horsley Drive Business Park, S96 Application (Rev A December 2014) details the stormwater strategy for Detention and Water Quality.' The internal drainage system has been designed to cater for the 100 Year ARI, with safe overland flow routes in the event of a total system failure. A 300mm freeboard above the overflow spill level has been provided for the proposed FFL which is acceptable. The external catchments will be intercepted and diverted via a swale/channel and 750mm pipe and then directed to the existing overland flow channel to the north of the site. This was a previously approved concept. As such, Council raises no objection in this regard.

ROADS AND TRAFFIC

There will be conflict between B-Doubles servicing warehouse 1 and warehouse 2 at the entry/exit of warehouse 2. Information should be provided on how the conflict will be managed.

The proposed driveway width for cars is 5.5m at the site boundary. As this driveway will be servicing one hundred and fifty nine (159) parking spaces, under the provision of AS/NZS 2890.1:2004, the minimum width of the driveway required is 6m.
