This is too high for the surrounding area, 3 levels should be the highest. It is a huge development and covers large area on already busy roads of Ocean Street and Lagoon Street.

I disagree with the proposal of the development. The bulk and scale does not adhere to surrounding development controls. The height is way above anything in the area and not permitted currently within the R3 Zoning of medium density. The bulk of the development is way beyond what is currently allowed from other developers. I currently own 3 properties in this immediate area of R3 medium density and currently applying to council to build, I am not allowed to be over 8.5m and having to reduce the bulk of the project and we have 50% landscaped areas as required.

As someone who has lived 1 block from this development for over 40 years I dont object to this aged care development happening BUT I do object to the fact that it be 6 stories high. This will be way to high for anything in Ocean or Lagoon Streets and is way higher than anything that is there currently. It will also allow future developments of this height to be allowed.
Please reconsider this proposal and keep it at the height of any current buildings in the immediate area

This is not in keeping with the area, will increase traffic to unmanageable levels on an already dangerous road, and will be built on sand - have council not learnt from the buildings next to the fire station and in Collaroy which are constantly needing work due to being built on sand?

I strongly object to the Indigo by Moran Seniors Living proposal as it stands. The 5–6 storey height is far too tall for our low-rise neighbourhood and will negatively impact traffic, parking, and the local character. I urge the Department to reduce the building height to no more than 2–3 storeys and lower the overall density to better fit our community.

To whom it may concern,

I am writing to express my opposition to the proposed six-storey development of apartment buildings on Narrabeen Peninsula. While I understand the need for housing, I believe that this proposal will have a significant detrimental impact to the amenity of the area for several reasons:
1. Height and Scale of the Development: The proposed building height of six storeys is inconsistent with the existing low-rise character of Narrabeen. This development would dramatically alter the visual landscape and could set a concerning precedent for future overdevelopment in the area.
2. Impact on Local Infrastructure: Narrabeen is a tightly-knit community with limited infrastructure, including narrow roads, inadequate public transport options, and minimal parking. The influx of additional residents from such a large-scale development would place excessive strain on our already overstretched amenities and services.
3. Parking and Traffic Concerns: With the area already facing significant traffic congestion, the introduction of more residents without addressing parking needs will exacerbate local traffic issues and lead to further overcrowding. For example, on a hot summer’s day, the congestion and overcrowding at the North Narrabeen beach carpark are immediately evident.
4. Environmental and Community Impact: The increased population density could negatively affect the peaceful character of the peninsula, potentially disrupting local wildlife, recreational areas, and the overall quality of life for current residents.

I urge the council to reconsider this proposal and explore alternatives that align better with the character and infrastructure capacity of the Narrabeen Peninsula.

Kind regards,
Tiana

The structure is too tall and too large for the area. Surrounding streets are quiet and won’t cope with the extra traffic. The structure doesn’t suit the area at all.

The proposed 5 or 6 stories above ground is entirely not in keeping with the residential area where the highest existing building is only 4 stories above ground with most of the residences being private homes on more than 2 stories high and this development will be a blot on the landscape. I also am of the opinion that 10 residential care beds is only token and should be at least 25 residential aged care beds to accommodate the growing number of aged persons who will be living in the complex. The car parking is also inadequate and will clog up the already clogged surrounding streets with extra cars.

The suggested build is WAY TOO BIG for the area, parking is already extremely limited along Octavia, lagoon and ocean streets. This is NOT a welcomed build for the location. The wildlife around will be severely impacted and so will the beach sand dunes and marine life with the influx of people.

This madness in the Narrabeen area must stop. I don't mind progress but it must be kept to a size in keeping with the surrounding area. Narrabeen and North Narrabeen don't have the infrastructure to support any more residents than it already has. At the moment we wait around 2 weeks to see a local GP! Traffic and parking in this area is already ridiculous.

The height of the development application ( 5-6 stories ) is completely out of step with development in this area. The site is located on a sand spit right next to the beach. The application should be rejected on all the issues it introduces such as congestion on already congested beach road, shadow effects on existing residents, shear visual impact towering over all other buildings.

Absolutely ridiculous and out of character for the suburb. Will take the area into the wrong direction and ruin the whole vibe. There’s already nowhere to park around there too.

The building is too tall and changes the character of the area. With 3 young children it is already impossible to cross Ocean st due to traffic. The development will attract even more traffic

This is too big a structure for the beautiful, quiet area in which it is being proposed. It will make parking and accessibility on the roads almost impossible for residents and visitors. Not to mention impede on surrounding residents natural sunlight and tree cover in the area

PROJECT: Indigo by Moran (SSD-76220734)
Location: 156 Ocean Street, Narrabeen
To: NSW Planning / Northern Beaches Council

OPENING STATEMENT
Residents of Narrabeen are united in opposing the proposed Indigo by Moran development on the fragile sandbar between the ocean and the lagoon. This quiet coastal neighbourhood is not the right place for a large, high-rise complex that would upset the area’s natural balance, is prone flooding and erosion, and destroy the peaceful character that makes Narrabeen unique.
We urge Council and NSW Planning to protect our coastline and community from inappropriate overdevelopment.

FORMAL OBJECTION
I object to the proposed Indigo by Moran development at 156 Ocean Street, Narrabeen (SSD-76220734) for the following reasons:

1. Exceeds Local Height Limits (Clause 4.3 Height of Buildings)
 - The site is covered by height controls under the Northern Beaches LEP Height of Buildings Map. Development in Narrabeen is generally restricted to around 8.5 to 11 metres to maintain the low-rise coastal character. This proposal appears to exceed that limit and should not be approved without a valid Clause 4.6 variation, which has not been demonstrated.

2. Ecologically Fragile Location -
The land lies between Narrabeen Lagoon and the Pacific Ocean on a narrow sandbar that provides essential natural protection from flooding and coastal erosion. Large-scale excavation and construction will destabilise the dunes, pollute the lagoon, and damage wildlife habitats.

3. Coastal Hazard and Flood Risk
The area is already identified as vulnerable to coastal erosion and sea-level rise. Increasing built density here goes against coastal planning principles and increases risk to both property and public safety.

4. Incompatible with Neighbourhood Character -
Ocean Street and Lagoon Street are defined by low-rise homes, open spaces, and coastal vegetation. A bulky multi-storey complex would dominate the skyline, increase already high traffic and parking pressure, and permanently change the village atmosphere of Narrabeen.

5. Poor Understanding of Local Conditions -
The NSW Government and major developers are making greed based decisions about small neighbourhoods like ours without genuine understanding of local geography, community, or environmental conditions. Planning decisions made from a distance ignore the unique ecological sensitivity of this area and the lived experience of residents who understand the sandbar’s fragility.

6. Misplaced Development Priorities -
Instead of targeting intact, natural, and thriving suburbs such as Narrabeen, the NSW Government should focus on redeveloping and repurposing decaying urban corridors such as Parramatta Road, Canterbury Road, and other underused industrial zones. These areas already have the infrastructure and zoning to accommodate higher density. Destroying pristine coastal environments and established communities undermines what makes Sydney and NSW special - the balance between urban life and natural beauty.

REQUEST
I respectfully ask that the consent authority refuse this application in its current form.
Please uphold local height limits, protect the sandbar environment, and ensure development occurs in areas that genuinely need renewal, not in unspoiled coastal communities.

I strongly object to the Indigo by Moran Seniors Living proposal. The 5 storey + 3 basement level height is far too tall for the low-rise neighbourhood in which it is situated. Additionally the impact it will have on traffic, parking and local character will be immense. Already it is impossible for two cars to pass each other on Octavia Street (which this development borders), causing traffic jams to regularly build up onto the main thoroughfare of Ocean Street. It is also within 50 metres of Lisle Street which regularly floods causing residents in that street to use street parking adjacent to the existing Taylor Village. That will be exacerbated with the quantity of residents/cars increasing by more than double with this development. I urge that the scope of this project be significantly reduced to be aligned to the neighbourhood in which it is located.

The project is completely out of character with existing residences on the Narrabeen Peninsular .
A six story building will be twice the height of the tallest buildings in the area. A building of that scale will permanently alter the nature of buildings in the immediate area, on a sand peninsular that is an iconic part of the Northern Beaches,of worldwide renown and the home of the Narrabeen Surfing Reserve.
The Peninsular is currently barely maintaining an environmental balance between development and sustainability.
The existing Paper Bark grove on the western side of this site is the only grove of that nature remaining on the Peninsular, its removal will affect the amenity of the whole of Lagoon St.
The Peninsular is already bursting with traffic and lack of availability of parking, the Peninsular is simply not capable of meeting the requirements of residences of this density.
I do not understand why this development is allowed to completely alter existing planning limits, if this development is accepted does that mean that all residential blocks in this are can be developed to 6 stories?

The limit is supposed to be 3 storeys!
Need to double the amount of car spaces provided already not enough parking in this area. It will change the whole suburb. Do not build this monstrosity
