This submission to the New South Wales Government outlines my OPPOSITION to the proposed:

Mingara Recreation Club Senior Housing development at Tumbi Umbi,

Location - 14 Mingara Drive, Tumbi Umbi

In presenting this Submission, it must be noted that I have neither any political affiliations nor have made any political donations whatsoever in the last two {2) years.

The Central Coast Regional Athletic Track parking adjacent to the facility is being removed and only partially relocated to an inappropriate location for the provision of a Senior Housing Complex comprising:
219 x 2 and 3 bed independent living units and 39 high care beds across thirteen villa buildings of 2 storeys, three multi storey ILU buildings of 5-6 storeys and one mixed use building of 6 storeys with high care suites and ILUs.

Parking for the current facility (athletic track\field) provides some150 hard surfaces and 150 grass overflow spaces, historically located adjacent in front of the track entry. My concern regarding the loss of the currently available parking, along with its replacement at an alternate location, must be seen in the light of the following:

• A suitably sized and located car park is required adjacent to the track to allow all users easy and safe access to the track and its environs at all times;

• This facility is used extensively throughout the year by a broad range of users/community groups participating in a wide range of activities, including :-
***Groups\Organisations-local Senior and Little Athletics Clubs, Football (Soccer) Clubs, Regional Athletic Carnivals, School Athletics Championships, Cross Fit Training, Relay for Life (24hrs weekend event), Christmas Carols (major community event), Central Coast Sports Academy and Bushfire Appeal Fundraiser.
***Individual users-school children, disabled persons, athletes, coaches, teachers and parents;

• This facility can be in use any day or night of the week, so the current carpark, with its close proximity to the track, helps ensure the safest possible site for users, many of whom are children, entering and exiting the facility (in terms of road and personal safety).




It should be noted that parking is the make or break of hosting major events and this development proposal significantly impacts on the ability of the community to access the Central Coast Regional Athletic Track established 24 years ago. Traffic overflow from major events will significantly negatively impact surrounding residents and traffic flows on adjoining roads.
