I support the services offered by the hospital and am in favour of additional community health services being provided. As a nearby resident however I think a lot more planning has to go into the provision of parking and traffic management in the local area. It is already very difficult and often dangerous driving past the hospital. Visitors to the hospital find it very hard to secure a parking spot close by and are often driving around on the lookout for an extended time becoming frustrated on top of often being stressed already. Otherwise they are stopped dangerously letting passengers off outside not to mention the congestion around the bus stop.
I understand it is busy at the moment with a large number of construction workers on site but there will be lots of additional visitors to the new rehab unit too and then on top of that staff and visitors to the expanded community health facility.
Already people are parking on both sides up and down my street making it difficult to pass vehicles coming in the opposite direction. Access to driveways is difficult and sometimes dangerous when they are parked on both sides and opposite.
It is also dangerous crossing Narrabeen Park Pde to the Headland park because of the volume of traffic and no speed deterrents. This is a heavily utilised facility and needs to have safer access.
Why is nothing being done to develop the western side of the hospital where there is haphazard staff parking, unused buildings and tennis courts?

We think this is great for the community but would like our street to have resident parking only or have restrictions on parking, say 2hr parking monday to friday. Residents should get parking permits allocated to each residence.

As a land owner in Cook terrace the next parallel street to the subject site we have noticed a substantial increase of hospital staff parking their vehicles all day causing increased congestion and removing available parking for residents in the terrace.

The traffic report provided does not seem to assess the existing and likely increased impact to Cook Terrace having regard to parking & more congestion.

The proposed development although providing additional onsite parking is considered minimal and more parking should be required on the hospital grounds if this development is to be supported not within adjoining residential streets.

Following the meeting held at our home with representatives of the NSW Health Department on Wednesday 12th March we wish to state the follow OBJECTIONS and areas of CONCERN to the proposed Mona Vale community Health Centre.

* The representatives of the NSW Health infrastructure advised that the height of the proposed building would not be any higher that the current Emergency building HOWEVER the diagram on Page 41 of detailed assessment 3.4 View 7 clearly shows the height well in excess of the emergency building. When we queried this they advised that they thought the diagram as incorrect.

* We request Height indicators be installed to clarify the correct and accurate height of this proposed building so local residence and the community can judge the true impact of this building on their properties and the surrounding area.

* Detailed assessment 3.4 View 7: 12 Coronation Street - edge of hospital -
`The section through site and no.13 Coronation Street near view ` diagram at the base of this page shows the height difference from the existing roof and the Proposed height is 8.7m. It also shows the ground floor of the new building at RL 21.500 and the top of the wall at 31.7 - WHY do you need 10.2 meters for just 2 floors. We STRONGLY OBJECT to this excessive height and would like this reviewed.

* 2.5 page 31 - summary of photographic assessment identifies our property as No 46 view No 11 - this is INCORRECT and the property numbers in this diagram are wrong. Our property is the property in view no 12 (NOT NO.11) - importance of nearby private views - has not been given a rating. It also states under the title "Likely Visibility" as negligible. We strongly disagree with this assessment. The actual view of this building will obscure our views of the golf course across to Pittwater. How does this rate as negligible - we believe the inaccuracies in this document indicate lack of consideration for the local residence and has been rushed through.

* 3.1 Detail assessment - under the heading of "Visible impact rating" the word Negligible is defined as "the proposal will not be noticeable within the view without scrutiny" We Strongly DISAGREE with this assessment as our view to the north is entirely clear to the golf course and Pittwater, across all existing buildings. The true definition of the "Visile impact rating" on our property is HIGH - " the proposal obstructs iconic elements or elements identified as highly significant within the existing view."

* We were advised by the representatives of the NSW health department that there is a MASTER PLAN being drawn up for the whole site that will be finished this December, however it is not available for us to view at this stage. We believe this project should be incorporated as part of the MASTER PLAN for the whole community to view and discuss and do not believe it should be pushed through before the MASTER PLAN is complete. What is the point of a MASTER PLAN if new buildings are built before the MASTER PLAN is completed. This is another reason we believe this is being RUSHED without proper thought or consultation.

* Floor plans for the proposed building show the contour level of the lower ground floor as 16.00 metres however the lower ground floor RL. Is 17.475 an increase of 1.475 on the existing contour level. As excavations will need to be made on the site to allow for construction we request that the lower ground floor level be built at the lower contour thus saving an additional 1.475 meters.

* We request inclusion of Green Roof and Green walls on exterior of the building to soften its impact on the surrounding environment.

PARKING AND TRAFFIC

* We have attached photograph of Cook Terrace taken on Wednesday 12th March showing the current parking situation on any typical day in our street as impacted by the current hospital site.

* The proposed increase in the size of this facility will impact further on the parking and traffic flow in the surrounding streets. The provision of 45 parking spaces provides 26 car spaces for fleet parking and only 24 spaces for staff/visitor/patient parking. The 24 car spaces will not supply sufficient replacement for the 25 spaces lost (5 spaces in Coronation St for access improvement, 10 parking spaces adjacent to Palliative Care facility plus 10 spaces along Palliative care access rd) as a result of this development, let alone an appropriate increase for the increase in staff and visitors.

* Inaccuracy in the content of the transport statement, specifically relating to Pittwater Rd/ Coronation Street intersection performance data. Tabling of the information for intersection performance shows a failure to take into account Melbourne Avenue and the Western Access (main access) of the Hospital site. The traffic survey does not acknowledge the most recent developments on the eastern end of the MVH site. These being the $12m expansion of the rehabilitation unit and the emergency department expansion of a new short stay unit, which once operational will further increase traffic congestion.

IN SUMMARY

* We object to the height of the proposed building and would like clarification in the form of height indicators installed followed by further community consultation.

* We request access to the MASTER PLAN

* We request a delay in this project until community consultation of the MASTER PLAN and the impact of this building and the positioning of this building in conjunction with other proposed constructions in the MASTER PLAN on the overall site.

* We request the level of the Roof lowered

* We request the Pitch of the roof to be level and not angled which increases the height further.

* We request excavation of the lower ground floor to lower 16m contour as shown in plans

* We request visual impact inclusion of green walls and green roof to soften impact of view
