This is a submission to the Narrabri Gas EIS.
I object to this project.
There are many reasons why I object.
I have lived in the area which will be affected for nine years now. This is now my home. I plan to live here for the rest of my life.
The place where I live relies on the ground water for growing organic vegetables to feed ourselves and our families. We live here because we enjoy the peace and quiet of nature and because it is a clean and healthy environment to live in.
I have been into the Pilliga Forest many times. It is a beautiful place. Once when I was driving through there, I saw emus in the early morning mist and the exquisite beauty of it touched my heart. I have seen many wildflowers blooming with a myriad of bees around them. I have seen many different types of birds and native wildlife. It is a peace-full place. It is not `scrub', as some people describe it.
I feel that nature is sacred and should be protected at all costs. It is as close to my heart as religion is to many. I do not agree with the destruction of nature for any reason, but especially not for the reason of fattening the profits of corporations. The land is there for everyone and nobody has the right to decide that it should be destroyed or that they can take it away from our future generations.
I will not let this happen without standing up against it and this is the common sentiment of most people I know.
Don't underestimate the power of the people to stand together against this insane act of desecration. We are tired of governments who do not have the best interests of the people and the land at heart.
And, as if the above-mentioned reasons were not enough, here are some more:
It will extract over 35 billion litres of toxic groundwater, much of it in the first five years. This water will be treated and in the early years will generate tens of thousands of tonnes of salt, for which there is no safe disposal plan.
It will clear close to 1,000 hectares of the Pilliga Forest, fragmenting the largest temperate woodland in New South Wales, home to unique wildlife.
It will cause significant diversion of water from a recharge aquifer of the Great Artesian Basin, which is a water resource relied upon by rural communities across western NSW.
It will lead to large deliberate and fugitive emissions of methane, adding to climate change.
It will cause more trauma to the regional Aboriginal community because the area of impact is crucially important to the spiritual, cultural and social life of Gamilaraay people.
It is not justified: Santos' own Coal Seam Gas export activities in Queensland have caused gas prices to rise and supply to become unpredictable. NSW should respond to this by investing in more reliable and ultimately cheaper renewable energy, not by letting Santos inflict more environmental, social and economic harm.
It will cause economic upheaval in Narrabri and put agricultural industries at risk, as well as causing light pollution that will ruin the dark night sky needed by the internationally renowned Siding Spring Observatory.
Coal Seam Gas is harmful to health. Neither the NSW Government nor Santos have investigated or dealt with the serious health effects of coal seam gas now appearing in peer-reviewed research in the United States.

This is a submission to the Narrabri Gas Project Environmental Impact statement.
Our submission objects to this statement and believe it should be rejected.

The extraction of over 35 billion litres of groundwater is significant and much of this will occur in the first five years. The production of salt that will need to be disposed of will be significant also.

It will also clear close to a 1000 hectares of the Pilliga forest which is an important part of the areas ecosystem.

It will also draw down on the recharge aquifer of the Great Artesian Basin which is relied upon by the agricultural sector for its water in Western NSW.

My husband and I feel that any gas production should not occur on prime agricultural country where it can cause major changes to the profile of the existing land structure by the extraction water and gas.

I urge the government to reject this project.

Importance of gas in NSW.
* A reliable and affordable gas supply is critical to our way of life, as evidenced by the gas supply crisis we are now experiencing on the East Coast of Australia.
* In NSW more than 1 million homes 33,000 businesses and the jobs of more than 300,000 workers rely on an affordable and secure supply of natural gas. Yet NSW imports 95% of its gas supply from interstate.
* Industry groups and the Federal Government have been calling for new gas projects to support jobs, manufacturing and large scale production - The Narrabri Gas Project can deliver just that.
* The NGP could supply up to 50% NSW gas demand and deliver significant benefits to the local community and the state, including up to $120 million for a regional Community Fund, and up to $1.2 billion in royalties for the State.
* The Project will also create up to 1300 jobs during construction and 200 ongoing positions.
* Natural gas has a vital role to play in delivering energy security, whilst having the additional benefit of being 50% cleaner than coal resulting in a significant reduction in carbon emissions.
* The development of new natural gas resources is crucial in increasing the gas supply to the East Coast and assisting Australia's move towards a clean energy future.
Narrabri is an ideal place for a gas project and Santos has the depth of experience to develop it.
* Santos is an Australian company with a 60 year history of operating safely and sustainably, as evidenced by its exploration and production activities in the Cooper Basin, where local beef stations have achieved and retain organic certification for their beef, which demonstrates the agricultural and the gas industry can mutually coexist.
* The majority of the project area is in a section of the Pilliga which, after a thorough ecological review has been set aside by the NSW Government for logging and extractive industries.
* The Project area does not include National Parks or Nature Reserves.
* The Project area does not contain strategic agriculture land as mapped by the NSW Government. Santos has stated it will only drill on private land with landholder agreement.
* The local geology ensures that there is no requirement to use hydraulic fracturing technology (fracking) in the NGP, and Santos has stated it does not require the use of fracking to meet its delivery target projections for gas supply.
* There is quite a strong local base for the NGP, and there are many employment and social benefits which could accrue to the local Community.
The EIS has concluded the Narrabri Gas Project can be developed safely with minimal and manageable risk to the environment.
* The EIS is a very comprehensive document that includes extensive studies and modelling on the environment in the Project area, including studies on water, flora, fauna, soil, noise, air quality and cultural heritage.
* The Proponent has drawn upon more than 13,000 hours of on ground environmental surveys, carried out by environmental scientists who are experts in their fields, and the information in the EIS will be the basis to prepare detailed management and mitigation plans for the Project.

* Forcing the Government to legislate to retain gas from import or import energy from another state that is willing to develop its reserves is a contradiction against the "no development" stance. It states that stance that "gas is important but just don't develop it in my patch even though I have ample reserves".

My name is Dr George Carman resident at Manna Farm 55 Wood Road Bellbrae Victoria 3228 and I submit the following for your review and assessment of the Development Plan and EIS for the Narrabri Gas Project (NGP). I am a professional and expert oil and gas geologist as well as a former CO2 gas storage Director ( Victorian CarbonNet Project 2010-2014) with over 46 continuous years industry experience living and working on projects in Europe, Africa, Middle East, Arctic and extensively in Australia.
Whilst I realise much of this script is cut-and-pasted from a recommended text by industry colleagues it is done so deliberately to ensure unity and precision in information. Based on my credibility of 46+ years in the Oil Gas Exploration and Production and CO2 Gas Storage industries I presented a professional opinion at the Victorian so-called "Unconventional Gas Enquiry". I witnessed much discussion driven with good effect by scaremongering campaigners whose topics ranging from fracking the earth asunder, alleged impacts on water tables, flora and fauna and other hyped up dangers of oil and gas operations. Many case incidents have occurred internationally under very different legislations whereas the various Australian Commonwealth and State legislations are generally much more restrictive and prescriptive. Nonetheless the overwhelming mass of thousands of cut-and-paste misinformation combined with weak political stances taken on the basis of popularity votes has resulted in the Victorian state now being stymied in its needs to provide gas power sources into the near future. NSW now faces a similar decision-point.
On the issue of gas charged water being produced in water bore I wish to relate my experiences in the early-mid 1980's in the Great Artesian Basin (known as the Eromanga Basin in the oil and gas industry) whereby my company `explored' for oil and gas through discussion with landowner farmers to locate those properties that had water bore bubbling with gas. This is a natural occurrence in many areas and these gas emissions have been occurring well long before any oil and gas hydraulic fracture operations.
Our Earth is a gaseous planet and gases are discharged naturally in many ways both at the surface and subsurface in the forms of
* gas-charged-water-bores
* mineral spas and springs where tourists and day visitors wallow in CO2 seeps

I have worked in the energy industry for over nine years in a variety of field and office based subsurface technical engineering and business planning roles. This included two years as a Senior Reservoir Engineer responsible for developing oil and gas fields in the Cooper, Eromanga and Otway Basins. I hold a Bachelor of Mechanical Engineering (University Medal and First Class Honours) and a Master of Engineering Management from the Queensland University of Technology, a Master of Petroleum Engineering from the University of Adelaide and a Graduate Diploma in Energy and Resources Management from University College London.
I appreciate the my affiliation with Santos as a current employee and shareholder may lead to beliefs that my views are biased. I believe my technical knowledge as a Reservoir Engineer and my deep understanding of Santos operations/processes (including 18 months as a Field Engineer working with site operations in the Cooper Basin) has led me to be better informed than the average person.

Declaration of Interest
My mother, D I McWilliams was brought up on "Matoppo", Turrawan in the early 1900's. My uncle, C R McWilliams, used to own "Greylands", Turrawan, the adjoining property.
My company, Coomooroo Explorations Co Pty Ltd was consultant for Apex Energy Ltd which faced similar planning issues.
I have direct experience in unconventional reservoirs in USA, China and Australia and how to treat them with bacteria designed to enhance permeability thus obviating the need for high pressure fraccing.
Further the emergence of new geophysical methodology in the EM-seismic sector has seriously enhanced the understanding of two vital issues in unconventional reservoir behaviour. This method is capable of operating down to 10,000 m, can map and report on all reservoirs, discern the difference between saline and fresh aquifers, determine the petrophysical characteristics of the host and the enclosing rock types, determine the presence of fractures likely to cause water loss in aquifers while reporting on whether or not fluids have actually escaped. All in all some 34 geotechnical results can be determined by this emerging technology.
While Santos has made use of most of the up to date methods these two techniques mentioned above can be applied to further enhance the productivity of the project and deliver a safer operating regime. Santos has a long history of being one of the most innovative E & P companies not only in Australia but also on a global basis.
