Consideration be given to contributing to the maintenance and associated
costs relating to the use of the Herbert Street bridge, the lift and
the stairs currently borne by the members of the Plaza Deed of the
Forum Complex at St Leonards. In addition the current Airspace Licence
related to the Herbert Street Bridge should also be reaccessed.

We are long-term residents of Forum West, 3 Herbert Street, St Leonards
and make the following submissions.
* Due to the proximity of the construction site to a large number of
residential apartments, it is essential that the recommended
construction times to implement residential noise management be
strictly adhered to: Monday-Friday 7am - 6pm; Saturday 8am-1pm; Sunday
& public holidays - no construction.
* A major concern is the noise emission from mechanical and
refrigeration plant to be located on the roof and operate 24/7. It is
essential that steps be taken to ensure that this noise is minimised -
the noise from such plant on the existing Royal North Shore Hospital
building is already a source of disruption, most particularly at
night-time.
* The roof structure of the proposed building will be clearly visible
from many apartments in the Forum West residential tower. It is
therefore essential that the roof structure be sympathetically
designed to provide acceptable aesthetics - such as those on the roof
structure of the neighbouring 207 Pacific Highway. Acceptable
aesthetics should include design of the 6.3m high acoustic screens on
the east and south side of the roof plant area.
* In view of the density of traffic in Herbert Street, it is essential
that access to the building site be via Reserve Road.
* In view of the increasing density of Herbert Street vehicular
traffic and the large number of people who walk from St Leonards
railway station to Royal North Shore Hospital, we consider that the
existing uncontrolled pedestrian crossing in Herbert Street, slightly
north of the Herbert Street overhead bridge, be either (a) controlled
by the installation of traffic lights coordinated with the traffic
lights at the junction of Herbert Street and Pacific Highway or (b)
relocated further north in Herbert Street either near the Zouki café
or at the intersection with Westbourne Road.
* In view of the proposal to connect the existing Herbert Street
pedestrian bridge with a new pedestrian walkway within the hospital
site, this will obviously increase pedestrian traffic via this route.
We consider that the Hospital and/or State Rail should therefore be
asked to contribute to the maintenance of the existing Herbert Street
bridge, the cost of which is currently fully funded by the Forum West
strata plan. WE note that refurbishment of this bridge is to be
undertaken as part of the development works for Precinct 4B.
* Throughout the construction process, good relations with people
living and working in the vicinity should be established and
maintained, keeping people informed. Where there is unavoidable noise
level exceedance, daily periods of respite should be scheduled, and
prior warning be given.

This submission is made on behalf of the residents and owners of Forum
West Apartment complex, located at 3 Herbert St, St Leonards.
As the residential tower in the closest proximity to the planned
construction site, our residents will be the most affected by the
construction of this development. Having reviewed the complete
Environment Impact Statement, we are comfortable that, providing the
recommendations are adhered to, the negative impacts will be
minimalised.
There are some concerns, however, that we would like to raise, as
follows:
1. Saturday work hours - there is mention in the EIS of planned
Saturday work hours of both 7:00am to 5:00pm, and 8:00 to 1:00pm. The
previous 2 construction projects on the RNSH property both adhered to
8:00am to 1:00pm timetable, and we would strongly urge that, in the
interests of our residents' peaceful enjoyment of their weekend, that
this time be adopted.
2. Operational Noise Abatement - we understand from the EIS that it is
proposed that 6.3m high acoustic screens on the east and south side of
the roof plant area are recommended to be installed. We again strongly
urge that these be implemented and that, as many of our residences
will overlook the top of this building, that these screens and the
rest of the roof structure be aesthetically acceptable.
3. Dust Minimisation - it is essential for the comfort of our
residents that, particularly during the demolition part of the
project, the contractors be required to take active steps to minimise
the amount of dust being emitted from the site.
4. Herbert Street Pedestrian Bridge - this structure is currently
fully funded by the Forum West strata plan. We believe that the
intention under the current development plan to extend the bridge to
provide full pedestrian access to Reserve Road is soundly based and
should take many pedestrians off Herbert Street. However, the
increased foot traffic will mean the bridge will have to re-assessed
from a safety and maintenance perspective, and that the cost of this
assessment and the on-going maintenance of the bridge should become
the responsibility of RNSH.

With respect to procedures designed by Airservices in accordance with
ICAO PANS-OPS and Document 9905, at a maximum height of 126m (414ft)
AHD the administration building will not affect any sector or circling
altitude, nor any instrument approach or departure procedure at Sydney
Airport.
The property development will not affect the Sydney RTCC.
Note that procedures not designed by Airservices at Sydney Airport
were not considered in this assessment.
Construction Phase
Associated plant and/or crane operations planned for the construction
of the administration building will need to be assessed separately,
prior to construction commencing and may present a constraint to the
development.
Communications/Navigation/Surveillance (CNS) Facilities
This proposal for an administration building at a maximum height of
126m (414ft) AHD will not adversely impact the performance of any
