All Though we are delighted to have new school in our area, We are deeply
concerned about few things.

1. We would like to see 2 story buildings in place of 3.
2. We have already noticed lot of dust coming to our premises because
of the current construction and its going to be more with future
construction . We are afraid that it will cause more health issues to
us as we have a son who has asthma and I have dust allergy .
With the kind of dust we are seeing now a days in that area might
cause more health issues to our family and also our premises are going
to become very dirty which require lot of maintenance our side .
If someone takes responsibility to address all our concerns then , we
don't have any issues. If not then we will be objecting this proposal.

I am writing to object to part of the proposal for a new K-12 school for
up to 1,900 students and early learning centre for up to 80 children.

My objection is specific to the number of places for the early
learning centre as this does not meet the council development
regulations and I believe the school should be required to adhere to
the same developmental controls as all other applications for child
care services in the area. This would mean that the maximum number of
places they could be approved is 60 places.

To date, 3 child care centres (long day care centres or pre-schools)
have already been approved in Jardine Drive in 2017 and two of those
centres in currently under construction.

In addition there is current advertising for a childcare centre in the
Edmondson Park Shopping Centre (intake numbers not provided).

All of the above proposed and approved centres have followed Liverpool
Council Development Control Plans. Contrary to this, the proposal for
St Francis Catholic College to have an early learning centre for up to
80 children not only exceeds the Liverpool Council Development Control
Plans but will be in addition to the accumulated 165 plus places
already approved in the nearby centres. It is important for other
local business to be able to thrive alongside the local school.
Therefore the school should be equally required to adhere to Liverpool
Council Development Control Plans 2008 and only be allowed a maximum
of 60 places.

The Liverpool Development Control Plan 2008 » Part 4 Development in
Liverpool City Centre » 7 Controls for Special Areas » 7.7 Child Care
Centre states the following:

Controls
The maximum number of children in any centre cannot exceed 45 for 0-5
year olds, however Council may consider a maximum number of 60
children per centre of which 30% must be aged between 0-2.

According to the proposed SEAR for St Francis Catholic College they
will exceed this maximum control:
9.2 Operation (SEAR 3)
9.2.2 SFCC will operate between the hours of 6:30am to 6:30pm weekdays
(Monday-Friday), in accordance with the existing arrangements. The
proposed ELC will operate on the same basis. SFCC and the ELC will
operate for fifty-two (52) weeks of the year and will close for NSW
Public Holidays.

Currently, there is no ELC at SFCC. Management of the proposed ELC is
subject to the decision of the Catholic Care Diocese of Wollongong.
Vehicle and pedestrian access to the ELC will be provided via
Guillemont Rd, including 8 short-term car parking spaces for
pickup/drop-off, and 14 car parking spaces for ELC staff members. All
ELC dedicated car parking spaces will be line marked and signed
accordingly. It is anticipated that the proposed ELC will care for
enrolment groups ranging from 6 months to pre-school age. The average
ratio of staff to enrolments is 1 staff per 6 enrolments

The SEAR also makes reference to community engagement for this
proposal.
6.2.2 Community and Other Stakeholder Participation Extensive
community consultation was undertaken during the preparation of this
EIS. A community consultation survey was distributed through posted
and electronic mail to parents of SFCC's students, as well as owners
of land in the vicinity of the subject site. Stakeholders were
provided with twenty-one (21) days (from February 12th to March 5th,
2018) to provide comment on the proposed scheme, complete a survey,
and provide any other relevant feedback.

As an owner of land in the vicinity, we did not receive this survey
and in addition the survey only asks about the K-12 school and fails
to ask the community about the proposed 80 place Early Learning
Centre.
The community survey consisted of eight (8) open questions related to
the proposed development as outlined below:
1. Are there sufficient schools in Edmondson Park and surrounds?
2. Would you send your child/children to Year 12 classes at the
College?
3. Car parking and movements for staff, parents and students will
mostly be catered for onsite with an internal road network, 226 onsite
car spaces, and an onsite bus bay. Do you believe this number of car
spaces and onsite road network is suitable? Do you have suggestions to
improve the network?
4. Would you drive your child to school? Outline your reasons below.
Would you prefer reducing reliance on cars?
5. Would you support allowing the use of the school's facilities, such
as halls and sporting fields, outside of normal school hours,
including weekends?
6. Most buildings on the site will be between 2 to 3 storeys in
height, or up to 9m. Will this have an acceptable streetscape impact?
7. Overall, are you in favour of a K - 12 school on this site, of the
size proposed in the attached plan?
8. Please raise any other positive or negative impacts that may
eventuate as a result of the proposed school. These will be considered
by the school's management team.

Without specific plans outlining the actual early childhood premises
as well as an understanding of the management operations of the centre
it is difficult to assess the impact of the 80 places on neighbouring
centres. While I recognise that Edmondson Park can benefit from having
a local school and adequate early child care facilities, there are
already over 50 centres within the neighbouring suburbs of Liverpool.
In order to ensure all businesses are treated with the same
regulations it would be important for the school to have the same
maximum number of 60 children (with 30% between 0-2) as all other
Development Applications.
