Hi,

The quantum of arrogance that Scots College has displayed with its
latest Environment Impact Statement has set a new bar in total
disregard for its neighbours. You would have thought after years of
flaunting the rules of development (see Land and Environment Court
hearings) that they would at least allow for parking in any new
development. Alas, NO. See.Section 3.8 of the abovementioned Impact
Statement. Clearly their strategy is aimed at again increasing student
numbers. Consequently I am totally opposed to this development.

Ongoing traffic and parking and noise problems caused but never
sufficiently addressed by Scots to date, will only worsen as the
numbers increase. Scots student numbers already exceed the cap
permitted, ie they are in breach. With every increase in floor This
situation has always been a huge safety risk for the students and for
the residents in the area. This isn't acceptable.

Scots College already breaches its existing permits regarding student
numbers, ignoring their commitments to the council and the residents.
This proposal will lead to an even further unsustainable increase in
traffic, parking problems and noise, as well as continued safety
problems for children and residents from their drop off system. If
Scots are permitted to do as they please with no accountability for
their consistent breaches, why should they be rewarded with further
approvals? Please demonstrate that these permits have some value and
deny Scots proposal.

I have lived at the same address for the past thirty three years during
this time the increase in traffic and parking in my area and
particularly my street has culminated in me feeling like a prisoner in
my own home between the hours of 8am and 4pm. I am unable to leave my
house because of the traffic and on my return the students and staff
of Scots College have taken up all the parking in my street. Something
needs to be done to ease the parking congestion before any further
development to Scots College takes place.

When I moved into my house in Carrington Avenue in 1985 there was plenty
of parking and no vehicular congestion. Today it is impossible for my
family or other residents to find parking during school hours as these
spots are taken up by Scots students and staff. The roads become
congested at the start and end of school.
Scots developments sooner or later lead to increased student and staff
numbers which further exacerbate an already serious and acute problem
of resident parking and vehicular congestion. Resident tempers are
already at boiling point! Before any further developments are approved
Scots should provide their own onsite parking for students and staff.

We are the registered proprietors of 22 Kambala Road Bellevue Hill and
have been resident at that address for 28 years.

We refer to the application made by TSC for the erection of a new
library on campus and would like to submit an objection to that
application on the basis that TSC claim that as there will be no
increase in student and staff numbers, no traffic management plan is
necessary.

TSC's last application to Woollahra Council for a new kindergarten in
the junior school complex in Kambala Road, was defeated on the basis
that a) TSC had incorrectly claimed the school numbers would not
increase and b) no traffic management plan was submitted.

This application makes the same fundamental erroneous claims viz no
increase in numbers and no traffic management plan.

We have no objection to TSC's application for a new library - what we
do object to is the arrogance displayed, once again, by TSC in
claiming that a traffic management plan is unnecessary based on a
false premise.

We live opposite the junior school and have done for 28 years. TSC has
never had a traffic plan and it has caused untold distress to us and
to our neighbours with respect to access to and from our properties.
It is impossible to exit our garage between 8.15 and 9.15 each morning
and between 2.30 and 4.00 each afternoon. Scot's buses are often
parked in our access road.

The loading and unloading of students is currently haphazard and not
safe for either us or the students. We believe that until students can
be dropped at TSC in a safe manner that does not impact even more on
our local street, the current proposal must be rejected.

Dear Sir/Madam,

We object due to the already significant traffic issues caused by
Scots and the without doubt worsening traffic issues that will arise
from this application.

My wife is a doctor and needs to attend hospital (from time to time).
Sometimes the traffic can be so bad that it takes a significant amount
of time to leave the area due to the traffic which causes her to be
late to hospital and her patients.

We DO NOT support this application.

My house is very close to the walkway from Kambala Road to Mansion Road,
where the Scots College preschool and primary school are located. We
experience a huge volume of traffic during drop-off and pick-up times.
I understand that the number of students at Scots (both Mansion and
Victoria Roads sites) exceeds the permitted maximum and that student
numbers are closely correlated with traffic matters. Therefore, I
think that before any new development occurs, that Scots should
develop a master plan with proper community consultation.

The proposed development application should be refused for the following
reasons:

1. It does not address the current deficiencies in student drop
off/pick up arrangements. This results in significant adverse impacts
on local traffic and is extremely dangerous for students.

2. The proposal will result in the Stevenson Library building almost
doubling in size and will lead to a significant increase in the use of
the Scots College campus. No analysis of the impact of this increased
use on has been undertaken.

3. Scots College is currently in breach of its student cap; has made
no effort to improve safety for its students by developing dedicated
drop off/pick up zones within its expansive grounds; allows its buses
to park illegally causing major disruption to the local traffic as
well as exacerbating the danger for students other locals; has
systematically failed to address community concerns about the impact
of its activities on local amenity. All of these matters should be
comprehensively addressed in the current application.

I object to this proposal for the first reason that for over a decade the
Scots College seems to have been misleading Woollahra Council and
local residents by repeatedly saying that it is not increasing student
numbers. - It clearly has

I object to this proposal for the second reason that for close to a
decade the Scots College seems to have been in breach of its student
cap of 1,120 at the Victoria/Ginahgulla Campus - This is demonstrably
clear

I object to this proposal for a third reason. For the best part of 6
years Scots College has lost material proposals that it has put to
Council and the Land and Environment Court with respect to both the
Kambala Road and the Victoria Road campuses because it has refused to
acknowledge the fact that it needs to deal with the serious
degradation of amenity in continuing to add teachers and students
without matching this with appropriate offsetting infrastructure.

Finally, I ask the planning Authority (and the Council), how long can
an institution such as a respected school continue to be allowed to
ignore local council rules and regulations others have to follow.

I attach a file that best reflects the close to 10 year journey local
residents and the local council has been on. This chart was first put
together over 5 years ago and has been added to recently. The recent
additions has seen Scots actually break through the original ceiling
of the chart. - quite amazing that they have been able to achieve
this.
