At the moment, the infrastructure (road, school) in Crows Nest can not
support the new growth of more residents and more car on the road. If
you put the residential apartments above metro station, you will turn
the roads around like Pacific Highway, Falcon St into car park and the
ambulance, fire trucks will be delayed which defeats the purpose of
having emergency services.

The number of residential units (including those are being built and to
be built) has been approved by the Council is enormous already.

I don't want to see this area becomes super high density in population
which is not why I decided to own a property here as my permanent
home.

My major concern is the height differentiation from the existing
residential nearby. A dramatic increase in height of this project
makes it seem as if there is a grander master plan in the works to
develop the entire area into sporadic high rise accommodation.

What percentage of the development is for affordable housing? how can
we encourage dilution of inequitable access and promote diversity and
inclusiveness if development follows market value? Surely a State
Significant Development recognises this.

Is there enough space along the pacific highway footpath to protect
and accommodate the > 10 000 people projected to be using the metro
station? Is only two street entrances going to be enough? What happens
when all those people during peak hours when they are waiting for
lights to change so they can cross the roads to get to their
cars/bikes/bus/homes?

Too what extent are the rooftop gardens accessible to the public? What
civic services are supported and publicised that would attract people
to travel all that way up and ensure that the development contributes
to a diverse and inclusive district?

Dear Sir or Madam,

I would like to suggest that the proposed buildings for the Crows Nest
Metro Station be rejected.

The proposed buildings are out if scale with the existing surrounding
buildings and if built at all should be at a maximum height as
buildings currently in Clarke St (Buildings A and C), building B
should be no higher than the building next to it on the Pacific
Highway. The aesthetics would be appalling and out of character with
the rest of Crows Nest which has low height buildings.

As we the residents of NSW now own the land we don't need to make some
theoretical return on the land.

There has recently been a great deal of apartments constructed or
under construction in the Crows Nest / St Leonards area but no
additional park lands proposed. There is very little open space in
Crows Nest for weekly workers to lunch or for passive recreation by
locals and visitors at other times. An alternative to building on the
sites would be to construct a park and open area where weekly food
markets or other community events can be held.

Submission on the proposed Crows Nest Sydney Metro Site Over station
development - PLEASE GET THE BASICS RIGHT
While I agree with urban renewal and feel that the section of Pacific
Highway in Crows Nest is badly in need of renewal, I believe that we
need to put the science of urban renewal at the forefront of our
decisions. Our decisions must be based on science and not the needs of
greedy developers who have no brief to care for the social mess that
they leave behind. Their brief is just of their own personal financial
gain regardless of everything and anyone else. I urge the Department
of Planning not to place money and greed ahead of the needs of the
existing and future communities of this area.
The proposals that we have been given are simply NOT GETTING THE
BASICS RIGHT.
Urban Sociologists, urban developers and town planners have concluded
that the maximum desirable urban residential height is around 5 to 6
storeys. Anything above that height is a recipe for disaster. These
high rise residential buildings will lead to more crime, depression,
anxiety and a vast array of associated social problems. Although we
badly need a good hotel in the area, we certainly do not need a 17
storey one with conference facilities. The combination of a 27 storey
residential building next to a 17 storey hotel, is in my view, toxic
in all its ramifications for the community around it. It is just too
big.
I therefore very strongly object to the height and mass of the
proposed buildings.
I object to the significant overshadowing and its impact on the
community of Crows Nest. These proposed huge buildings would create
significant wind tunnels. Dark gloomy, windy places are simply not
conducive to happy thriving communities. There is already triad gang
activity in our area, these vast buildings will just provide a further
space for these gangs to operate from.
I therefore urge common sense to prevail and that the needs of the
community (current and future) are considered over the needs of greedy
developers who are there just to turn over a buck at the expense of
the safety, happiness and well being of current residents.

PUT CHILD CARE CENTRE OVER THE METRO
May I throw in a suggestion for what it is worth.
The residential building proposed for site A, should instead be one
large or several small educational facilities. For example, we
currently are facing a proposal from developers to build a child care
centre at 12A Shirley Road, the former fisheries site. These
developers bought the site from the State Government under the pretext
that they were going to develop four new houses.
Instead they have put forward proposals to build a massive child care
centre in the most unsuitable location possible. Why does the Planning
Department not approach these developers and negotiate with them to
put the child care centre over the Metro instead. The Department can
buy back the fisheries site and give the developers a financially
equivalent amount of space over the Metro. The fisheries site is
beautifully green and can easily be converted into public open space
by the Department, or handed over to North Sydney Council to convert
it into PUBLIC open green space. The trees are already fully mature.
Not much expense would be needed to turn the area into a new green
public area. This would assist in creating a superb green corridor
with walking and running trails from St Leonards right down to Berry
Island.
The child care centre situated over the Metro would be a huge bonus to
young parents struggling to juggle very young children with jobs. They
could simply leave their young children in the Child Care Centre over
the Metro, hop back onto the Metro and go to work. At the end of the
day, get off at the Crows Nest Metro Station, go upstairs and fetch
their young children and head home. Certainly a far better option than
struggling down Shirley Road to Berry Island to drop their children
and do the same on the way home.
Finally
I urge the Department of Planning and Environment to get the basics
right. Please listen to academics in the field, listen to your staff,
as am certain you have staff in the Department of Planning who have
qualifications in Town Planning and would be against the plans to
create these giant unfriendly buildings. The science is in and the
information gained from research into urban development, and not
maximum profits, should be at the centre of all your decisions.

I object to the scale of the scale of the proposed development because it
is a gross overdevelopment.

Urban renewal is necessary in Crows Nest. However, introducing high
rise buildings on the Metro site is not the answer.

Jobs growth in the area and additional employment opportunities can be
created in better ways, without resorting to a grossly out-of-scale
development that is unsympathetic to the scale of the surrounding
area.

I believe that a better planned, low-scale development of the Metro
site would encourage a similar scale of redevelopment in the
surrounding area. This would in turn result in a far better mix of
residential and commercial use, leading to a far better integrated
redevelopment over an extended area. This would encourage far better
jobs growth and employment opportunities than would the proposed Metro
development.

Some of the negative consequences of the overdevelopment would include
overshadowing and the creation of wind tunnels that people would
naturally want to avoid.

Then there are the many negative social and psychological influences
that such tall buildings would have on their occupants. These are well
documented.

A five or six storey development of the Metro site would be my
preferred option. Anything taller would be considered an
overdevelopment and should therefore not be permitted.

Sydney Metro City & Southwest - Crows Nest Over Station Development
I strongly object to the above referenced application for the reasons
outlined below:
1. The proposed OSD is a wrecking ball for Crows Nest. It completely
ignores the requirements of the Placemaking and Principles Study that
underpins the St Leonards Crows Nest precinct.

2. The proposed OSD would encourage developers to submit planning
proposals for adjacent sites seeking to vary even any new planning
controls in the St Leonards Crows Nest precinct, thus further
destroying the fine grain nature of Crows Nest

3. The DPE has vowed to protect Crows Nest village more simply
described as the Willoughby Road strip and this proposal destroys it.
It is the duty of the DPE to reject the OSD proposal and insist on an
alternative that meets the existing planning controls in the NSLEP
2013.

4. The buildings above the Crows Nest Metro station should be designed
to support our destination as a Health and Education Precinct and to
bring more jobs into the area, enabling us to meet the jobs target set
by the Greater Sydney Commission.

5. I object to a change in planning controls for this site as proposed
by the rezoning proposal. The proposed setbacks are designed to
maximise the building footprints; not to enable Crows Nest to be a
viable vibrant place.

As Chair of a very large Strata Complex (450 residents) I have joined
with our residents and those of surrounding complexes in trying to get
our local Councils and State Government to understand the impact of
the unrestrained high rise development on the residents. Our lives
have been made miserable by the ruination of sensible planning for our
immediate suburb and the incredible noise, dust, dirt, pavement and
road damage and years of attempts to get authorities to understand the
impact of it to us. We know that the infrastructure of our area is
already completely overloaded and that little or no thought has been

Buildings above the Crows Nest Metro station would be ideal as a
variety of commercial venues such as health, technology hub, education
centre and shared professional office spaces. The Crows Nest Metro is
an ideal transport hub and encourages people to use public transport.
This will bring more jobs into the area, enabling us to met the jobs
target set by the Greater Sydney Commission. I strongly object to
building any high rise residential towers on this site. Residential
developments will only put pressure on street vehicle parking and
create traffic grid lock.
Looking at the bigger picture, there is concern about future
residential developments that will eventually happen in Berry Street,
further along the Pacific Highway and beyond.
Infrastructure Australia have made comment that schools are failing to
keep up with residential growth.

I object to any building on Block C. This should be an open and
attractive space. Objection is still made on spot rezoning.
Over-shadowing is not for a happy environment.

Hope my viewpoints will be taken into consideration.
