As a concerned resident & ratepayer in North Sydney Council area, I do
not want or agree with the excessive high rise proposed developments
for Sydney Metro Crows Nest Over Station Development. This will cause
shadowing & wind tunnels & completely destroy the current 'village'
atmosphere of the Crows Nest area. The only council park/green space
on the corner of Clark & Hume Street will be will be overshadowed &
vistas of sky lost as a local amenity forever. I understand there will
be some over station development but it must NOT be high-rise that
will not be compatible with the surrounding area, & will generate
traffic noise & pollution with excessive vehicle & truck movements.

over several streets containing single dwelling houses and low rise
apartments. The current height will change the feel of our little
pocket of paradise.

For a start, this project should actually be called the "Crows Nest
Station Over Development". Over the past year or so I have been
extremely concerned with the amount of destruction of lovely old homes
and original shopfronts on the lower North Shore making way for
"Tomorrow's Sydney".

On top of this, what is replacing these are over-tall towers which are
creating shady wind tunnels through North Sydney, Crows Nest and St
Leonards.

I have been attending many meetings and rallies where people like me
are questioning this over-development of our local suburbs and
expressing their concern at the speed at which this is occurring.

The proposed 2 x 27 storey towers to sit where we once had Post Office
is absolutely outrageous!

Crows Nest, and in particular Alexander Street, is already
experiencing gridlock due to the ridiculous placement of the
Woolworths car park entrance and exit.

Where is the corresponding infrastructure to support all these new
apartments? Where are the schools, sportsgrounds and parks!

I absolutely object to this development.

Any new building in crows nest over 10 levels is completely our of
keeping with the Cows Nest area. 27 levels will be ridiculous in terms
of traffic, over crowding and visual aspect . 27 levels stories will
be an eyesore. This is not St Leonard's.

Objection - Crows Nest Sydney Metro Site Re-zoning Proposal.

SUMMARY.
I object to the re-zoning proposed for the Crows Nest Sydney Metro
site, and the resulting high-rise over-development in the heart of
Crows Nest village.

POINTS OF OBJECTION.
I have been a resident of Crows Nest for 23 years.
1. I object to the height and mass of the two 27 storey towers (Site
A) and the 17 storey box (Site B) over shadowing (spring and autumn),
over-looking (always), and over-bearing (forever) Crows Nest village.
I specifically object to the shading of Willoughby Road, Hume Park and
Ernest Place open areas.
2. I object to a high-rise corridor along the Pacific Highway
continuing up the hill through Crows Nest, destroying the character of
the suburb.
3. I object to the precedent that the height and mass of this
development will set for this and every subsequent development
proposal.
4. I object to the process where the North Sydney planning controls
are ignored and over-ruled at the expense of the local community.
5. I object to the unintegrated approach of building too many
residences without the public services to support residents. You are
proposing tenements of the future, with all the problems this will
create.
6. I object to the provision of car parking as part of the Metro
proposal. A Metro is supposed to reduce the use of cars to everyone's
future benefit. A car park will encourage "Park & Ride", bringing
private cars into the suburb, exacerbating traffic and safety problems
in this busy commercial/residential area.

WE DIDN'T ASK FOR IT.
The Metro development does not solve a transport problem for Crows
Nest residents. It benefits those who live outside Crows Nest and come
into the suburb to work or visit. Residents already have 3 train
stations within a 15 to 20 minute walk and buses in every direction.
While there is a need further up the line, and it makes sense to put
in a stop while passing by, it will never have community support if
the associated development comes at the price of destroying the
neighborhood through high-rise over-development.
If this proposal is the price of the Metro for Crows Nest, we don't
want it.

WHAT DO I WANT.
I believe the following is compatible with more and better homes and
employment opportunities, improved public transport, and essential
services for the proposed new residents and workers, without
destroying the livability of Crows Nest:
1. Comply with the local height control process.
2. Site A no more than 12 stories. Site B no more than 8 stories.
3. Sites A, B and C to include open and civic spaces and uses
integrated with Metro access and usage.
4. All sites to include community centered functions, including a
public school, community child care and other multi-generational
ideas.
5. These buildings to remain in public ownership in perpetuity. (I
don't trust you not to build with public capital and sell to private
ownership at a later time, thereby losing the ability to enforce
community benefit.)

1. I object to the proposal to increase the heights of the proposed
buildings A and B to a maximum of RL 183 (equivalent to 27 storeys).
It is important that building heights are stepped down progressively
from the very high rise currently being built at St Leonards on the
Pacific Highway (e.g. 88, Mirvac, Landmark). Buildings A and B are
proposed to be 27 and 17 stories respectively. This would be a step
back up in height from recent buildings in the immediate vicinity to
the station. 545-553 Pacific Highway, which is directly opposite the
proposed station on the corner of Oxley, is 16 stories high and the
progression down in heights should be continued towards Crows Nest. A
step back up in building height as proposed would certainly be used as
a local precedent for more, adjacent, high buildings. Crows Nest has
been recognised as an important community centre, especially
Willoughby Road with its vibrant shops, restaurants and cafes. I
endorse and support keeping the current building heights in this
important area. It is vital that the feel of Crows Nest is preserved
and that it does not become overshadowed by high rise buildings
surrounding the area. This would make it feel like a concrete canyon
and remove the connection people feel with their surroundings. I
strongly urge the adoption of a progressive stepping down of maximum
building heights as you move from St Leonards towards Crows Nest. A
maximum height of no more than 10 stories for Buildings A and B, would
be much more in keeping with the immediate area.

2. I object to the lack of a pull-in for buses on the Pacific Highway
outside the station in the plans. Instead they will have to stop on
the inside lane of the 3 lane Pacific Highway. This will significantly
impede traffic flow at peak hours which will only get worse in years
to come. At this stage it would be relatively simple to change the
design to include a bus pull-in at the station (as is currently the
case outside St Leonards Station) and move the pedestrian walkway to
further under the building by just stepping back the frontage of any
shops etc on the ground level. I assume that bus routes will be
amended (especially for those going towards Neutral Bay, Cremorne,
Mosman etc) as this station will be an important interchange for
passengers.

3. I object to the lack of safe pedestrian access from the southern
side of the Pacific Highway (opposite the station) in the plans. A
covered pedestrian bridge over the Pacific Highway to allow commuters
to cross the Pacific Highway in safety should be part of the plan.
Commuters using this would be both local residents and anyone
interchanging from buses. A bridge is perceived as safer than a tunnel
by many and should be the preferred option. This would also minimise
the time needed for pedestrian crossing at the traffic lights at the
intersection of Hume St and thus help traffic flow on the Pacific
Highway.

4. Finally, I wish to support the concept of a local hotel on the
site. This is a vital piece of infrastructure which is missing in the
area.

I object & do not agree with all the various maximum height proposals.
These heights will cause over shadowing & wind tunnels, cause more
traffic congestion, delays & pollution.
All the schools in the area are already very overcrowded & their isn't
plans to build more public schools. The proposed residential tower
doesn't provide enough car parking, hence further parking availability
problems.

It is the duty of the DPE to reject the OSD proposal and insist on an
alternative that meets the existing planning controls in the NSLEP
2013.

* The proposed OSD, consisting of 2 x 27 storey residential towers, a
17 storey hotel and an 8 storey commercial tower will destroy Crows
Nest. It completely ignores the requirements of the Placemaking and
Principles Study that underpins the St Leonards Crows Nest precinct.
It is a shameful grab for value capture whilst ignoring the
community's preference for retention of the Crows Nest Village.

* The proposed OSD would encourage developers to submit planning
proposals for adjacent sites, seeking to vary planning controls in the
St Leonards Crows Nest precinct, thus further destroying the fine
grain nature of Crows Nest.

* The buildings above the Crows Nest Metro station should be designed
to support our destination as a Health and Education Precinct and to
bring more jobs into the area, enabling achievement of the jobs target
set by the Greater Sydney Commission.

* I object to a change in planning controls for this site as proposed
by the rezoning proposal. The proposed setbacks are designed to
maximise the building footprints, not to enable Crows Nest to be a
viable vibrant place.

* I object building any high-rise residential towers on this site.
Residential developments do next to nothing to bring jobs and business
to the area.

* I object to the inadequate setbacks as proposed along the Pacific

1. If the height of the proposed buildings goes ahead, it will set a
precedent for future unwanted/unnecessary high rise development along
the Pacific Highway corridor in Crows Nest. It will lead to a soulless
wind tunnel, exactly replicating what North Sydney CBD has suffered.
The 16 storey building on the corner of Oxley and Pacific Highway
should be as far as the sterile high rise of St Leonards is allowed to
develop, to allow the retention of a suburban feel and landscape south
of here.

2. In the application, the wording of " maximum of 150 car spaces" is
completely misleading! By providing only 1 car space this would be in
keeping with "maximum of". Is it 150 car spaces or less depending on
what the developer decides???

I appreciate the development opportunities of the site but object to the
current proposal for the following reasons:
1. It tries to cram too many people and functions into the site.
2. Given the projected population increase there is not enough
allowance for open areas. The green spaces in the North Sydney area
are already showing the effects of increased use/demand.
3. I prefer the option for a hotel to more office and residential
space, of which so much is currently being built along the highway.
4. Site C should be open space, Site A the hotel, Site B community or
educational facilities.

Nest Overstation Development - Submission

I strongly object to the above application for the reasons outlined
below:
* The proposed OSD, consisting of 2 x 27 storey residential towers, a
17 storey hotel and an 8 storey commercial tower will destroy Crows
Nest. It completely ignores the requirements of the Placemaking and
Principles Study that underpins the St Leonards Crows Nest precinct.
It is a shameful grab for value capture whilst ignoring the
community's preference for retention of the Crows Nest Village.

* The proposed OSD would encourage developers to submit planning
proposals for adjacent sites, seeking to vary planning controls in the
St Leonards Crows Nest precinct, thus further destroying the fine
grain nature of Crows Nest.

* The DPE has vowed to protect Crows Nest village more simply
described as the Willoughby Road strip, and this proposal destroys it.
It is the duty of the DPE to reject the OSD proposal and insist on an
alternative that meets the existing planning controls in the NSLEP
2013.

* The buildings above the Crows Nest Metro station should be designed
to support our destination as a Health and Education Precinct and to
bring more jobs into the area, enabling achievement of the jobs target
set by the Greater Sydney Commission.

* I object to a change in planning controls for this site as proposed
by the rezoning proposal. The proposed setbacks are designed to
maximise the building footprints, not to enable Crows Nest to be a
viable vibrant place.

* I object building any high-rise residential towers on this site.
Residential developments do next to nothing to bring jobs and business
to the area.

* I object to the proposed 17 storey hotel which, if history is any
guide, would be doomed to failure just like the Ramada. That building
has been recently converted to residential apartments, and has done
nothing to help create jobs.

* There should be no building on Block C, thus leaving that site
available for a pedestrian plaza directly near the station
entrance/exit.

* I object to any parking on this site. We want the area to be as CAR
FREE as possible.

* Rather than residential buildings, this site must continue as a
vital employment and business generating retail/commercial/service
district without the encroachment of residential development which
does nothing for jobs or business.

* Any buildings above the Metro site should be part of an education
hub. They could contain, for example, a high-tech technology park;
TAFE that specialised in technology, hospitality, cooking and the film
industry; a comprehensive, non-selective high school; a selective
technology high school; a language school; a music school; a drama
school; a dance school and a culinary institute.

* I want any buildings above the Metro to contain services and
activities that maintain and improve the health of the community:
medical services; alternative health care; recreational spaces; a
performance space; movie theatres; a new community centre; more
childcare; a start-up hub and serviced offices.

* I want any buildings above the Metro to bring people and jobs to the
area - not more high-rise residential towers.

* I object to the visual impact and dwarfing effect that the proposed
buildings will have on Crows Nest and Wollstonecraft. These low-rise
suburbs will feel `hemmed in'. The OSD development must reflect the
fine grain nature of Crows Nest that currently exists.

1. I would strongly suggest the provision of a pedestrian tunnel (with
escalators) under Pacific Highway at the corner of Oxley Street.The
flow of pedestrian traffic from the Metro station across Pacific
Highway into the the proposed Christie Street pedestrian corridor to
St Leonards Station is vital to deal with the extra volume of people
and vehicular traffic on Pacific Highway generated by the vast
increase of residential and commercial activity through St
Leonards/Crows Nest area.

2. A Bridge/Tunnell at the end of Oxley Street and under the railway
line to Duntroon Ave for pedestrian access to the Metro Station from
the proposed St Leonards South development.
