I am the Secretary of the Owner Strata Plan 88765, One Central Park East, writing to you in responding to your letter of 10 May 2016 regarding the Notice of Exhibition for the above-referenced SSD 7382.

Our Strata Plan would like to lodge a submission, not so much an objection to the whole project for SSD 7382. We are seeking measures to protect our interests for our Scheme, to safeguard our assets, to uphold the peace and comfort for our residents, and to ensure reasonable traffic conditions directly across the road to UTS.

The reasons we want to make this submission are to preserve our precious and well known vertical garden with exotic plants, our irrigation system for this garden, our heliostat, our glass façade, outdoor water feature and lawn, all of which involve a lot of money to repair and maintain. It goes without saying that we wish to safeguard the peace and tranquillity of the lifestyle at One Central Park Precinct in Broadway.

More specifically, we would like to draw your attention to the following:-

1. noise over this period from demolition of the existing building to the completion of the new 15 storey high building in this DA.(7 am to 5 pm daily, Monday to Friday, Saturday 9 am to 12 noon)

2. dust from the demolition and construction, particularly on windy days. Not only the costs of cleaning windows are expensive, dust & unwanted chemical debris and articles would be considered very detrimental to our vertical garden, heliostat, lawn and water features within the One Central Park Precinct, Chippendale. These are the features, which make One Central Park world famous and a land mark guarding the southern entrance to the Sydney CBD.

3. traffic management regarding heavy vehicle access on Broadway as against our residents' needs. This traffic corridor to the Sydney CBD is always heavily busy for commerce, students from more than 5 universities, colleges and TAFE and our residents in this precinct. More heavy traffic on Broadway means more chaos and pollution over the period of demolition and construction for the period of this DA.

4. the proposed glass building linking to the UTS main building is a concern. Depending on the materials and specification for this glass, the sun reflection can be a blinding glare to not only our building, One Central Park (OCP) East Tower, but also the the West Tower.

What measures will your Department and the Applicant assure SP88765 and its residents that the peace and tranquillity of OCP residents will be preserved during this DA period?

What measures the Applicant will take to minimise the risk of harming our vertical garden, irrigation system, the working of our heliostat, pollution to our lawn and water features? Most importantly, these measures must uphold the green credentials of not only OCP East but the entire precinct.

What measures the Applicant will take to ensure the ease of traffic conditions, minimising disruption to commerce, retailing
and residential and students lifestyle in this precinct?

Most importantly, these measures must uphold the green credentials of not only OCP West but the entire precinct. What measures will the Applicant take to ensure that the flow of traffic is maintained such that there is minimal disruption to commerce, retailing, residential and student lifestyle in this precinct?

1. The noise issue over this period from demolition of the existing building to the completion of the new 15 storey high building in this DA. (7 am to 5 pm daily, Monday to Friday, Saturday 7 am to 12 noon)

2. The dust issue from the demolition and construction, particularly on windy days. Not only the high costs of cleaning windows but also dust & unwanted chemical debris and small particles would be considered very detrimental to our physical building and our vertical garden, heliostat, lawn and water features within the Central Park Precinct, Chippendale. In particular any pitting caused by wind blown dust particles on the metal and glass facades of our building. These are the features, which make Central Park world famous and a landmark guarding the southern entrance to the Sydney CBD.

3. The traffic management regarding heavy vehicle access on Broadway as against our residents' requirement for access. This traffic corridor to the Sydney CBD is always busy with buses, cars and trucks and pedestrian traffic from students of more than 5 universities, colleges and TAFE as well as foot traffic from our residents in this precinct. More heavy traffic on Broadway means more chaos and pollution over the period of demolition and construction for the period of this DA.

May I know what measures have your Department and the Applicant taken jointly to assure our SP 89257 and its residents that the peace and tranquillity of OCP residents will be preserved during this DA period?

What measures will the Applicant take to minimize the risk of harming our vertical garden, irrigation system, the working of our heliostat, pollution to our lawn and water features?

What measures will the Applicant take to ensure that the flow of traffic is maintained such that there is minimal disruption to commerce, retailing, residential and student lifestyle in this precinct?

Most importantly, these measures must uphold the green credentials of not only OCP 8 Park Lane but the entire precinct.

I would like to raise the question of why Jones Street is not being adjusted in the redevelopment of this area. As the natural turning bay of Jones Street is just before UTS building 11 and as Jones Street no longer joins to Broadway, the last 20m (approximate) of Jones Street is a mere inconvenience to both drivers and pedestrians.

The following question is whether this space could have been more effectively developed as an entrance into the UTS Broadway Precinct, whether that be a part of the new UTS building 2 or as a green entrance area to the Alumni green area.

On the whole, the is sufficiently visually pleasing and culturally appropriate to this vibrant, innovative area of broadway. The added floor space of the additional levels is a necessary addition to allowing for growth of UTS capabilities and capacity, hence improving the desire of people to visit and be in the broadway area. It is also my opinion that the added floors give a more balanced and interesting design than the previous one and would only benefit the look of the local area.
