I am concerned about the number of parking spots available in this building. For a place with 244 dwellings, there should be a minimum of 244 parking spots. 107 parking spots is not enough.
This building is directly across from Westmead hospital, where there is already limited street/free parking for patients and visitors. It is also near a large school, and multiple apartment complexes. The streets around Westmead are already overcrowded with street parking.
Parking on the street in this area of Westmead is difficult and it should remain free. By adding another 244 dwellings without sufficient parking, I am worried about the streets being overcrowded with cars. Additionally, having no parking for the retail shops and potential gym, means more people will need to park on the street. I feel that the council will try to fix this by making residents/visitors to the area to pay for street parking, which is not a fair solution.
I have already watched a small complex be built on Alexandra Ave where only 1 disabled parking spot was included for multiple residents, that has resulted in more cars being parked on the street and residents ignoring the disabled parking spot and parking multiple cars there.
I am aware that the government wants the public to rely on public transport, but the reliability of public transport, and transition to this way of travel hasn't occurred yet. As such, new buildings need to have adequate parking for all residents and guests.
At a minimum this building should have 244 parking spots one spot for each dwelling.
It really should have at least 300 - to including parking for guests the dwellinhs, and visitors to the retail shops and gym.

Has anybody actually seen the awful traffic congestion already around Westmead hospital?? Does anyone give a hoot about how this development will further impact this dilemma?
The project also appears to have already begun construction so I don't see the point of submissions.

1. will the works occur during night time and cause a public disturbance with unacceptable loud noise during this time period; and
2. How will the works affect traffic flow on the Hawkesbury Road? Traffic flow on Hawkesbury Road can already be severely congested at times

We are currently impacted by another high rise construction on Farmhouse Rd which is causing traffic closures and pedestrian restrictions. Farmhouse Rd exit to Darcy Rd is the only access for residents (no right turn onto Hawksbury Rd). We are also indirectly impacted by a new school construction at Marist Bros on Darcy Rd as well as the new light rail and Metro construction.
The proposed development will add car entrance onto a short section of Farmhouse Rd (maybe only 100m long) in addition to Deicorp high rise under construction with car exit onto Farmhouse Rd. We will then have 3 high rise garages emptying into a short section of Farmhouse Rd - not counting the in and out car traffic on Maple Tree Rd associated with the school. There may also be traffic associated with the retail component. We cannot have construction blocking this up all the time.
Furthermore the light cycle at Farmhouse/Darcy intersection greatly favours the Hospital. It is often difficult to get more than 2 or 3 cars out of Farmhouse Rd on a light cycle. There will be many more cars trying to enter Farmhouse Rd from parking garages with traffic backed up into Maple Tree Rd. We need attention to the light cycle at Darcy. A "Left turn allowed with care after stopping except on red arrow" should be instituted at the intersection - this needs to be put in place now because it is already a problem.
There will need to be no parking allowed on the section of Farmhouse Rd leading to Darcy - currently there are several limited parking spots but we will need 2 clear lanes at all times on this section of road.
Pedestrian flow needs to be improved as well. It is difficult to cross Darcy Rd to/from Hospital and difficult to cross Hawksbury Rd to Westmead station or new light rail. Hundreds of school children funnel into the this area each morning and afternoon as well. We need a pedestrian bridge over Hawksbury Rd. It is hard to imagine pedestrian traffic flow under present circumstances once we have light rail and Metro traffic added to the existing train station and bus stations - which are not easily navigated at present. At a minimum the pedestrian light at Hawksbury and Railroad Parade should allow all way crossing for the entire intersection.
We have already experienced pedestrian safety hazards on Farmhouse Rd with cars exiting the existing IQ building car park crossing the footpath without looking for pedestrians.
In summary, there is no objection to the building in principle, the issue is ensuring no impediments to free residential access during construction and fixing the traffic flow on Farmhouse/Darcy Rd before allowing it to go ahead.
