Dear Sir,
In addition to my previous objection where all the points outlined still remain, I would like to add to my submission in response to the exhibition of the second EIS.
While I believe that Winterbourne Wind has not engaged fully with my family outlining honest assessments of noise, visual amenity and construction impacts. They have not answered the required environmental assessments which is careless considering how biodiverse this region and in particular this location is.
It was astonishing how unprepared the previous document was with relation to fire and rescue. Again, this is considering just what is at risk if a fire were to spread throughout the project footprint, which clearly is in the bush fire zone. This isn’t something that should be trifled with “we’ll get onto that” or “that will be forthcoming” this should be at the forefront of their motivations in protecting our environment.
To add a new gravel pit/quarry on a whim is disappointing and also shows that they had never estimated exactly what resources they would need and work backward from there. It became evident that there would not be enough resources so then the idea to create a gravel pit. It was not included in any previous paperwork to do with this proposal and should be assessed separately.
The use of ground water bores throughout the area is questionable. There are requests for estimates on water, where it will be sourced, how if using bores this will affect neighbouring water users from the previous EIS from a government agency. I hope you research this further as bore waters have certain requirements for use.
The project construction estimate is devastating to the tourism industry in Walcha. Tourists will not visit due to construction but for this to be sustained for more than 5 years will be detrimental and will make Walcha a completely different town as it will only be housing turbines and transmission lines and lose all the charm this historic town has.
Everywhere I hear that we need renewable energy, there are goals and targets, none of this should determine whether this project is approved. There is constant reassurance from Government that there has to be community engagement. If the community doesn’t support a large project, then they won’t be forced into it. I hope this is true. The easiest way to get to the bottom of if the project should proceed would be to have a survey, vote or the like as it seems there is no community support for this project other than the people with vested interest.
Dealing with the trucks routed onto Winterbourne Road will significantly affect my travel time to town. The noise and pollution will be noticeable at all hours and the Developer suggests they will be working all day Saturday when the EPA have stated otherwise. There will be no respite from this change if it is approved for decades. The noise, traffic and inconvenience of construction, followed by noise, industrial landscape and pollutants into the future – I doubt many will stay.

There are too many huge turbines in the area and many more to come.
Can't we let one project not be approved for the protection of all the wonderful biodiversity in the area?
The new EIS doesn't seem to answer all the questions the agency asked and they haven't provided information on construction noise - it would have to be very high considering the equipment that will need to be used. At 2km the house will be subject to quite a lot of noise and yet the impacts haven't been discussed.
To further industrialise the landscape do we really need a gravel pit? How much water and gravel do they need and is it all coming from here including bore water?
Why add another project to this project - they could have done a separate application and EIS for a new pit I can't see that it will be advantageous to everyone, in fact I think it will be worse for the amount of localised traffic i.e. smaller roads leading from Winterbourne Road. I can't see how those huge turbines can be transported on our narrow road. There are many blind spots and crests that are dangerous enough without a heap of trucks and additional vehicles. How many vehicles will be on the road at once? are they spacing themselves out? what if there are delays in the construction zone will the vehicles start piling and queuing up?
I would like to see this project declined.

Submission that the Winterbourne Wind Farm be a controlled action, not be granted a building permit and NEVER be constructed
1. I believe that the Winterbourne Wind Farm relies on the Medieval technology of Wind Turbines, powered by a weather fuel the Wind. Are totally inefficient, unreliable and totally uneconomic and should never be considered as being suitable to provide baseload electricity 24/7 to a modern society.
This is because Wind turbines can only produce electricity, when the wind speed is between 12kms/hr and 90kms/hr. As a result, Wind turbines are reported to produce electricity on average for only 35% of their rated capacity or on average for eight hours per day, this leads to random periods of hours, WITHOUT ANY ELECTRICITY BEING PRODUCED, (occasionally in some calm periods, wind turbines produce NO electricity for days at a time. These random calm or gale force periods of zero electricity production, has to be provided to the consumer by a second, standby, backup electricity generator either coal or gas, which makes the cost to the consumer, unnecessarily high.
The claim by Winterbourne Wind Farm that it will power 375,000 homes (for 24hrs/day?) is highly misleading. The fact that as quoted above wind turbines only produce on average 35% of their rated capacity, means that in actual fact Winterbourne Wind Farm will only power 375,000 homes for on average 8 hours a day. The other 16 hours the 375,000 homes will have to find another source of power either coal or gas, making The Winterbourne Wind Farm completely uneconomical. To claim the BESS will fill the gap, is to double count the production of Winterbourne Wind Farm.
2. The spreading of thousands of Wind Turbines across rural Australia will end up creating the great danger, of having horrendous bushfires on an annual basis.
Rural Australia is known as one of the most bushfire prone areas on Earth. Scattering tens of thousands of wind turbines (individually known to catch fire occasionally and the older they get the more likely it is to happen) on 250m high towers across the Countryside. This must increase the risk of a fire starting from a Wind Turbine100,000 times. The risk will encompass all rural landholders, country towns and rural cities. Everybody will be in danger and on tenterhooks, every Total Fire Ban Day. The danger of a fire reaching serious proportions, is greatly increased as the Wind Turbines, physical height, (250m), blade diameter and created wind turbulence, stops any ariel water bombers operating within 5km to 10km of any Wind Farm. This would mean any fire started by malfunctioning wind turbine, would reach major proportions before any attempt could be made to control it. The loss of life, loss of livestock, wildlife and property has potential to be huge. 3. The Winterbourne Wind Farm will slaughter iconic birds and bats, over a 50 km area of the Walcha district, for 24 hours a day. It will be very detrimental to the local ecology. Particularly decimate protected Wedge Tail Eagles.
4. When all the processes that go into the construction of Wind Turbines. A. mining. B. Transport. C. Manufacture. D. Transport. E. Site preparation and construction. E. Operation. F. Dismantling and restoration. G. Transport. Disposal of Waste to landfill.. When all these procedures are taken into account, there is a strong possibility that more so call Green House gases will have been produced, than saved by the intermittent production of the Winterbourne Wind Farm.
5. If it should be approved to be built, then the Winterbourne Wind Farm should be mandated to have a Public Liability policy to cover fire and other possible damage to surrounding areas of at least $500million to $1billion.
For the above reasons I strongly believe the Winterbourne Wind Farm should definitely not be granted a planning permit.

I object to the development of 118 wind turbines in the Winterbourne Wind Development application.
I will be heavily impacted upon with relation to construction traffic in my commute.
I have many concerns for the environment of this beautiful region which I don't think Winterbourne Wind have provided enough protections for the flora and fauna.
There is always the risk of a bush fire especially when adjoining the dense bushland of the National Park. I am very concerned that a bush fire will be started during construction - over 5 years.
In addition, the turbines when constructed have been demonstrated to start a fire. One faulty wind turbine such as witnessed in Goulburn and high winds and we could look at enormous devastation of this incredibly biodiverse area.
We need to find a better location for these turbines other than adjoining the National park and installed all over the bush fire zone.

I OBJECT and DO NOT CONSENT to the 119 wind turbines and the infrastructure, especially the extreme high voltage transmission lines which are a dangerous fire hazard that could potentially, and I feel, very easily, start another Black Saturday in the area where these 119 turbines are proposed to be put. In addition, I feel the chance of dangerous and unnecessary bush fires have been greatly heightened by the government failing to ensure that each and every wind turbine they put up have fire suppression technology put on them. It is because of this that I feel everyone involved in approving wind turbines being built could very easily be deemed culpable for a coronial inquest, should bushfires break out from the wind turbines, which seems likely to happen. In 2009, 173 people across Victoria lost their lives in the Black Saturday fires. Did Australia learn NOTHING from that horrific tragedy? With summer and the bushfire season rapidly approaching, how many lives have to be lost due to bushfires breaking out from the wind turbines before these dangerous and inexcusably expensive, taxpayer funded, human, wildlife, ecosystem and biodiversity harming (and potentially killing wind turbines) are STOPPED? That does not even include the dangers of mental health destroying noise pollution, light flicker, blade throws and the dangers from the huge fiberglass blades that could easily kill or injure humans as well as terrestrial or mammal wildlife, just by ingesting the dangerous shards of the wind turbine blades. Therefore, again I OBJECT and DO NOT CONSENT to this or any other renewable project and the high voltage transmission lines that can very easily catch fire. I have submitted evidence supporting my objection along with my submission.

I Julia Young a landholder in the Walcha district. I wish to thank the NSW Planning Department the opportunity to make a submission on the Amendment Report to the proposed Winterbourne Wind Project. It appears the amendments of the project are scant
It still does not address the close proximity to the Oxley Wild Rivers National Park which forms part of the World Heritage listed Gondwana Rainforest( UNESCO)
There are still impacts on wildlife such as spotted tail quoll,koala,squirrel glider, glossy black cockatoo and wedge tail eagle. Biodiversity remains a major issue for this project.
The access roads to construction sites have been addressed but still have significant impact on the major roads in and out of Walcha as there are so few roads. The changes still impact access to major towns for medical emergencies, medical appointments, regular work commuters, livestock fodder transportation to name a few
The site selection is still poor, the proposed 700 MW unfairly intensifies impacts on our small rural community .The use of land is inappropriate as it is a highly productive agricultural district specialising in beef , lamb and wool production.
The Planning Department states that community participation is an essential part of the process and development assessment. The Planning Department states projects of state significance are approved if they are considered to be in the public interest and address relevant policy. Winterbourne Wind Development is deemed state significant without community consultation/ social license.
Large scale projects need community support and this project lacks sufficient support
Please reconsider the project amendments

The project is too big
1. Construction period has been extended from 30 months to 52 months.
• Increased impact on other local businesses.
• Increased impact on tourism
• Increased impact on community
2. Workforce of 390 during construction period.
• Winterbourne Wind aim to source 1/3 of this from Walcha/Uralla (“aspirational target”).
• Where will local businesses and Walcha Council get workforce and tradespeople from?
• Impact on locals’ access to services and trades.
• Increased pressure on short and long-term accommodation. This will lead to an
increase in rental prices and displacement of local renters. It will also impact local tourism, and accommodation availability for events and visitors to Walcha.
3. 1655 over-size over-mass vehicles and their escorts to travel down Thunderbolts Way from Uralla and out to the project over 20 months (peak project).
• Thunderbolts Way and the local roads do not have approval for use by these vehicles, as
noted in the Winterbourne document. Approval from relevant authority is still required.
• Pavement design is not adequate for these types of vehicles. This will result in
Thunderbolts way being in constant state of disrepair and maintenance.
• Will the safety of commuters on this road, including school children be compromised?
• These vehicles will be travelling through Walcha – via Derby St and Jamieson St – what
are the safety and amenity impacts?
• These OSOM vehicles will be travelling to Walcha 'before and after school bus
time'. This may coincide with peak traffic on Thunderbolt’s Way. The amendment report talks about how the OSOM vehicles will slow for buses and school children on bikes and at bus stops and use CB radios to communicate with bus drivers!
• Where will the empty OSOM vehicles be travelling upon on their return
journey? These movements could potentially impact other major arterial roads in our local area.
4. Source of Resources (gravel and water) is still not known.
It is still unknown what construction material will be able to be sourced from the onsite gravel and the suitability of the water is still unknown.
• If the proposed amount of gravel and water cannot be sourced, as hoped by Winterbourne Wind, there will be significantly more heavy vehicles on the road that have not been included in the Traffic Impact Assessment.
• 800MegaLitres of water is going to be required and potentially sourced locally. Do we know the impact on shallow water tables to local neighbours?
5. Cumulative Impact – the date for commencement of construction has been pushed back to the end of 2026 and construction will continue for 52 months.
• Construction is likely to coincide with up to 10 projects around Armidale and Tamworth. What will be the cumulative impact on roads and the drain on the workforce?
• What will be the social impacts of the influx of workers to the region?
• Winterbourne still have not considered Ruby Hills in their Cumulative Impact
Assessment.
The Project is in the wrong spot
1. The closest turbine is approximately 6km from the Walcha township. Projects should be at
least 10km from Walcha, as proposed in the Planning Departments Draft Guidelines.
2. Access to the project for construction vehicles is going to severely impact the local businesses and community of Walcha.
3. Biodiversity Impacts are still at an unacceptable level as a result of the location of the project in an extremely sensitive area adjacent to the World Heritage Area, Oxley Wild Rivers National Park and Wilderness areas.
4. Vehicle access to the project is via 31 intersections with the Walcha local road network. 10 of these intersections do not have the required sight distances (ie. They are not safe).
5. Light project traffic will be coming through the middle of town via Fitzroy St and Derby St potentially endangering pedestrians and local traffic.
6. Unacceptable risks to road users in the project area including school buses.
The Developers do not have the support of the Community
1. Engagement by Winterbourne Wind has been ineffective and the wider community have not been made aware of the changes made to the project. To date, they have not addressed the community regarding the Response to Submissions despite 74% of Walcha LGA objections to the original EIS.

I am a resident of Walcha and I am writing to communicate my support for the Amendment Report published by the NSW Department of Planning relating to the Winterbourne Wind Project (Application NO. SSD-10471). The developer Vestas must be congratulated on addressing and responding to the public comments made on the Environmental Impact Statement (EIS).
The Amendment Report clearly demonstrates Vestas' commitment to our community.
You, the department of Planning however, will hear a different opinion from a so-called “community” group, self proclaimed “Voice for” Walcha.
This group professes to represent our local community when in fact they are simply 7 resourceful and inauthentic individuals who demonstrate astroturfing tactics purposefully to manipulate the opinion of the community. While diverse viewpoints are vital for a healthy community, it is equally important that those voices are genuine and transparent.
Voice for Walcha emerged suddenly as a highly coordinated “grassroots” organisation, however blatantly appears to serve the agenda of our local federal MP and his “journalist” wife, including the wife offering her services in the Walcha library to assist members of the Walcha community to write submissions against this development. These behaviours raise questions about who is truly behind the agenda of Voice for Walcha.
Adding to these concerns is the opacity surrounding their funding. Voice for Walcha Inc. is registered under ARBN INC2201040. While they claim to be community-funded, it is difficult to verify this claim. Australian organisations are required to submit financial reports, but the level of detail, particularly for smaller organisations, may not reveal individual donors. This lack of transparency has fueled allegations they receive financial support from the fossil fuel and mining industry, including Hancock Prospecting creating suspicion about potential hidden agendas. Tracing donations can be challenging due to factors like intermediaries, anonymous donations, and reporting thresholds for smaller amounts.
Inquiry into Voice for Walcha's funding has been requested and stems from their lack of transparency, contrasting with the open practices of many genuine community groups.
Their messaging and activities closely align with the interests of the fossil fuel industry, consistently opposing renewable energy projects and mirroring industry arguments. This raises concerns about potential financial or logistical support from fossil fuel companies, directly or indirectly. Furthermore, their tactics resemble those used by known astroturfing groups funded by the fossil fuel and mining industry in other contexts, raising questions about their independence.
Their messaging consistently focuses on the negative impacts of wind farms, often using emotionally charged language and selectively presenting information, evidenced by their persistent and vexatious communications via facebook, emails and unsubstantiated claims published in the local Advocate. This approach has misled residents and has prevented a fair, informed and balanced understanding of the issue.

Frankly, I don't know why I bother. Winterbourne agrees there is going to be traffic congestion, dust problems, mental health issues in the community, accommodation difficulties for the staff building these industrial sites, road degradation, etc etc. Winterbourne saying there is empty houses they can rent is a joke. Everyone in NSW knows that there is an accommodation crisis at the moment.
NSW Government doesn't give a damn and the tax payers cost on building the roads and maintenance to take these OSOM vehicles is going to be extreme. Tax payers money that is needed in health and education.
What is going to happen when emergency vehicles cannot get past these OSOM vehicles. People are going to die. I suppose if enough of us leave the area one way or the other then they will have no more complaints against these industrial complexes. Maybe that is what they are waiting for.

I am submitting my submission as I believe climate change is an important topic to address, we only have one world and we need to do a hell of a lot better job at looking after it than we do now. I’m 17 years old and believe it or not the topic of climate change and the people that don’t believe it exist in whatever form they say are utterly blind to all the scientific information from the past years - sure the climates always been warming but not at the rapid rate that it is now. One major step forward we can take to being better humans for the world THAT WE LIVE ON is to use renewable energy, these release little to none pollutants and greenhouse gases - THESE THINGS ARE BAD FOR THE ENVIRONMENT.
