I strongly support this project. It will provide a significant benefit to the community, create many jobs for construction and long-term local service and technical roles. The project will see a large amount of capital invested into regional NSW and create jobs and skills in regional areas which is a significant contribution to our economy. Wind energy is more cost efficient than fossil fuel generation and with none of the air, water and land pollution associated with burning coal.

It is crucial that we act urgently to speed the transition to renewable energy. Australia is falling behind the rest of the world in addressing climate change. Wind farms, like the Winterbourne Wind Farm create energy that is far cheaper than new fossil fuel generation, with none of the air, water, and land pollution associated with burning coal. This wind farm will provide about 3% of the NSW 2030 emissions reduction targets (relative to 2019 levels), so it is essential that government act with courage and make decisions that are for the good of the planet.

I object to the Winterbourn Wind project, as I share the concerns of many people in my community.
The EIS amendment has not addressed the concerns I raised in
I am concerned with the negative impacts of this project on my farm and family. The road congestion and the negative affects transporting of cattle to market in a timely manner, ability to visit Tamworth and Armidale for business and health services in a timely manner and transport of business inputs. I am concnerned about my wife travelling to and from Armidale for work and the damage to roads and road congestion. I am concerned about the number of turbines proposed for the Walcha area and the negative effects this will have on land prices. People are not going to want to live and work in a busy industrial wind turbine zone. I refuse to call this farming because it is not farming. I am concerned about the removal of native vegetarian to put the turbines in. Landholders have invested heavily over past generations in planting native trees, and this project will see unprecedented destruction of native vegetation in this area. The amended EIS has not addressed HOW they intend to reduce the negative affects on flora and fauna of this project.
In December 2022 we had a tornado through our property. The EIS amendment does not address what would happen to a turbine if hit by a tornado. These weather events are now common throughout the New England. The best-known example is the Super Cell event that hit UNE in October 2021.

The Winterbourne Wind Farm project is a vital industry that should come into the Walcha area due to economic benefits that it will bring and assist in the growth of this remote rural town. Renewable energy is essential to Australia and also to Walcha to deal with the issues of climate change and to help meet Government commitments for net zero targets. This new industry will be a boon to the Walcha community and bring in much needed growth and prosperity to the community and businesses. In the last council election, the community's primary vote implied that it did not support those candidates who were endorsed by the Anti Winterbourne Wind Farm lobby group - 'Voice For Walcha' who only received around 15% of the primary vote. The community needs the benefits of a new industry to come into Walcha, one that is committed to helping Walcha prosper and develop through receiving a Community Benefit fund that can provide infrastructure, employment, career development for youths through trades and vocational training and support the aged care of the township. These are things that cannot be provided just by the local council. The supplement to the EIS from Winterbourne Wind Farm has provided sufficient information for and EIS and now it is time for the project to move onto starting the project. This project should be proclaimed as a State Critical project to show that it is essential for renewables development and is essential for the Walcha community and NSW in general.

are one if not the most costly forms of power because they start rusting
within 5 years and need to be repacde are 10 years and for one they are
an eye sore in my personal opinion they are some of the uglyist things
that men have made look at a movie were the world is ending becuse of
people and you'll see a windfram so i think its a bad idea for the cost
and the amount of power it will make

I grew up in Walcha and my family farm is there. I am supportive of this project for a number of reasons;
- Project will create numerous jobs in regional NSW and inject money into the local economies of Walcha and Uralla.
- There is a requirement for the world to turn to renewal energy which in turn will reduce greenhouse gas emissions (less fossil fuel burning) to slow climate change.
- Project assists with NSW goal to reduce greenhouse gas emissions 50% by 2030.

I would like to make a submission in support of the Winterbourne Wind Farm project as a host landowner and resident of Walcha. My family has farmed in the Walcha District for over 100 years.
REASONS FOR SUPPORT
1. The location of the Winterbourne Wind Farm is probably the best area in the New England to locate a wind farm and the Developer has adjusted the parameters of the project to address concerns identified in some submissions as a result of the initial EIS.
2. The Developer has identified both gravel and water supplies within the project area that will minimise the impact of heavy vehicle traffic on public roads.
3. The new internal roads will provide better access for fire-fighting. As a member of the Winterbourne Fire Brigade for over 50 years, access to fires on the eastern side of Walcha has been quite difficult at times and the new proposed internal roads to be constructed by the Developer will provide faster and easier access to fires around the perimeter of the Oxley Wild Rivers National Park.
4. The project will provide income for 36 Landowner families hosting turbines and power lines in this project as well as generous payments to impacted neighbours.
5. Vestas have been honest and respectful during all the group and community consultation processes and information sessions over the last 5 years despite the disrespectful behaviour of some of the anti-renewable lobby groups.
6. The original Landowners involved in this project negotiated with Vestas one of the most generous Community Benefit Funds in Australia for a wind farm and this Fund will run for the life of the project. The fund involves an upfront payment of $1million at financial close and at least $750,000 + CPI annually.
7. I support the NSW Government’s commitment to net zero emissions by 2050 and I am happy to be able to participate in a wind farm which will help mitigate the impact of climate change.
8. Due to the impact of climate change which is resulting in more extreme weather events such as droughts, bushfires and severe storms resulting in impacting our farming business, I am keen to diversify my income stream from a renewable energy project. This project will provide income stability for me and my family for the next 30 years and beyond.
9. The changes to the original EIS proposed by Copenhagen Infrastructure Group and Vestas (The Developer) have listened to the community concerns and have avoided or minimised the adverse
impacts on the environment, the impacts of traffic, the visual amenity and telecommunications as well as agreeing to decommissioning requirements.
10. RES, the world’s largest private renewable energy company has, last week, announced that it has abandoned plans to develop a 476MW wind farm near Gulgong (Barneys Reef) due to “changing economic and planning requirements that have made it too challenging to proceed” The EIS process involved in building wind turbines and the time taken for approval is incredibly costly and difficult and the Dept of Planning needs to encourage developers that are willing to invest in these projects in Regional NSW.
11. The Walcha community needs this development to help arrest its population decline as well as stimulate Walcha’s economy, provide jobs and to help it be more sustainable in the future.
The host landowners will have to endure the greatest impacts and inconveniences (traffic, noise, business disruption etc) created both during the construction and during the life of the project. Their contribution to the success of these projects and the generous community benefit funds need to be recognised and their feedback should carry more weight than fly-by-night lobby groups whose members will be impacted minimally but they simply don’t want these projects in their back yards or their communities to receive the benefits that will flow from the project.

I am strongly in support of the Winterbourne Wind farm. I have travelled through Australia, Europe and China seeing many wind-towers and can only think there are huge benefits for the Walcha district, shire and residents.
Besides an injection of funds for the community I also support the project for these other points :-

Walcha Council is struggling financially to survive on its own and it would be a fabulous financial boost. I have lived in Walcha all my life and it is an amazing and wonderful community.
I do believe Walcha needs this development and most people will move on when the decision is final. Winterbourne Wind Project will have a huge impact to help the town move forward with money to grow and prosper for the next generations to come.
