Enhancements to NSW Planning Portal digital services
The following changes were made to NSW Planning Portal digital services:
- Changes to development application service notifications, received by applicants, when a council user edits:
- ‘Enter the Council unique identification number’ field of a development application, an email notification is sent to the applicant advising of the change
- ‘Does the development trigger the need for consideration of satisfactory arrangements to public infrastructure?’ field answer from ‘Yes’ to ‘No’, an email notification is sent to the applicant, council user and council organisation email advising of the change.
- The following text has been added to the email notification sent to applicants when they submit, amend or extend a Controlled activity approval application, or submit a security release application: ‘You can find information about controlled activity fees and timeframes at https://water.dpie.nsw.gov.au/our-work/licensing-and-approvals/fees-and-application-forms’.
- References to ‘Department of Planning Environment and Water’ and ‘DPE-Water’ have been updated within the Controlled Activity Approvals service and email notifications. They have been replaced with ‘Department of Climate Change, Energy, the Environment and Water – Water Group’ or ‘DCCEEW – Water Group’.
- Link in help text has been updated for the question ‘Are you proposing to carry out alterations/modifications to existing relevant fire safety systems?’ on the ‘Proposed development’ screen within the construction certificate application form.
- Updated recipient email address for planning proposal email notifications for councils within the Southern, Western and Macarthur planning teams.
- When a new principal certifier is appointed via the principal certifier appointment application, the previous certifier will receive an email notification advising they have 2 days to complete any outstanding tasks.
Enhancements to Major Projects service
The following changes were made to the Major Projects service:
- For proponent-driven amendments to SSI or CSSI applications (‘Amend Application’), the proponent’s ‘Amendment Report’ attachment category has been changed from ‘Preferred Infrastructure Report’ to ‘Amend Application Or Preferred Infrastructure Report’. This corrects the previously inaccurate label and provides a clear and consistent category for both proponents and planners.
- For Independent Planning Commission (IPC) referrals, the 14-Day notification email has been updated. The subject line now reads ‘Advance Data Report [Project Name] [SSD-ID]’, and the first line of the email body now reads ‘An Advance Data Report has been received ….’, ensuring the email content accurately reflects the information being sent.
- A new participant has been added to the Bcc field of the IPC referral emails, including 14-Day and 7-Day advance notifications, the formal referral, and any overdue emails to ensure relevant stakeholders receive all IPC notifications.
- The readability of the system-generated ‘IPC Application Form’ has been improved with the document now rendering clearly at 100% zoom.
- Fixed an issue where updating project owner details during the Review EIS or Assessment stages caused unintended stage reassignment to the new project owner. Planners can now update the project owner details without the system reassigning the stages.
Bugs and fixes
This release included minor fixes to address the following technical issues:
- Removal of duplicate ‘Manager – Infrastructure Planning’ signature on ‘Special Infrastructure Contribution Certificate of Payment – Western Sydney Growth Areas’.
- Both assessing officer and determining officer can select the ‘Assign to me’ option within the integrated development assessment service. This allows either party to assign the application to themselves.
- When a certifier registers a certificate from a related post consent certificate where Lord Howe Island is the consent authority, ‘Pay to:’ on the ‘Determination’ screen is pre-populated with ‘LORD HOWE ISLAND-UNINCORPORATE’, allowing payment to be made.
- When an applicant selects the payment option ‘Assign to yourself-combine the payment of this BASIX Certificate with others for bulk payment’ on the ‘Submission’ screen within the BASIX application service, applicants will have 5 days to make the payment before the request is cancelled.
- When a Strata bonds user clicks ‘Return Case to Previous Stage’ in the ‘Actions’ menu within the Strata bond service, the ‘Final Assessment’ screen will appear.
- Site address and lot/section/plan number for the subject land fields to be captured in the special infrastructure contribution – clearance certificate.
- Discrepancies in fee calculations have been corrected for modification applications within the State development application service.
Application Programming Interface (API)
Minor updates have been made to the Application Programming Interface (API) to support recent enhancements to the development application service. These updates can be included in councils’ next scheduled API upgrade.
- All Council entered fields during lodgement, assessment and determination phases, will be added to the ‘Update DA’ operation in the Online development application v2 API.

The following housekeeping amendments have also been made:
- New attribute ‘caseCurrentStage’ has been added to the ‘UpdateStateDA’ operation in the ‘Online State DA service API v1’ to offer additional context about the cases stage.
- New attribute ‘caseCurrentStage’ has been added to the ‘UpdateCDC’ operation in the ‘Online CDC service API v1’ to offer additional context about the cases stage.
- New attribute ‘caseCurrentStage’ has been added to the ‘UpdatePCC’ operation in the ‘Online Post-Consent Certificate service API v1’ to offer additional context about the cases stage.
- New attribute ‘caseCurrentStage’ has been added to the ‘UpdateSec68’ operation in the ‘Online Section 68 serviceAPI v1’ to offer additional context about the cases stage.
- New attribute ‘caseCurrentStage’ has been added to the ‘UpdateSec68’ operation in the ‘Online Section 68 serviceAPI v1’ to offer additional context about the cases stage.
- New attribute ‘caseCurrentStage’ has been added to the ‘UpdateBIC’ operation in the ‘Online BIC service API v1’ to offer additional context about the cases stage.
- New tag ‘Superseded’ added to the ‘UpdateMetadata’ operation within the ‘Common API v2’ to enable to user to mark the document with the superseded flag.
- Inspection related documents will be available for complying development certificate and construction certificate case information in the ‘GetCaseInfoSync’ operation within the ‘Common API v2’ to enable to user to mark the document with the superseded flag.
- The following APIs have been updated to return responses in JSON format, ensuring consistency with other operations:
- ‘EditDA’ operation in the ‘Online DA service API v2’
- ‘CompleteInspection’, ‘MissedInspection’, ‘PerformInspection’ and ‘ReportFireSafetyIssue’ operations in the ‘Online Post-Consent Certificate service API v1’
- ‘CompleteInspection’ and ‘PerformInspection’ operations in the ‘Online BIC service API v1’
- ‘GetCaseInfoSync’ operation in the ‘Common API v2’
