The process of creating Local Environmental Plans (LEPs) starts with a planning proposal which in most cases is undertaken by your local council. Proposals are then submitted for assessement by the Department of Planning & Environment (DPE) to determine whether they have sufficient merit to proceed. This is called "The Gateway".
A Development Control Plan provides detailed planning and design guidelines to support the planning controls in the Local Environmental Plan developed by a council. Each council is required to publish their Development Control Plan/s on the Planning Portal.
