To enable the redevelopment of the site under 'alternative controls' for a mixed-use development comprising residential, commercial and retail uses. The 'alternative controls' balance additional height (up to 90m) in some locations with areas of height reductions elsewhere on the site, subject to sustainability and land use requirements, a proposed Active Frontages Map and no additional FSR being awarded for Design Excellence. The overall permissible FSR on the site is unchanged.
