This Plan was transitioned into the new Part 3 planning process on 13/12/2010.The purpose of the plan is to expand the land zoned for retail/commercial uses in the Windsor Town Centre, and in the process, rationalise the zoning of this particular precinct in the Town Centre to address previous zoning anomalies (see tag C for draft instrument and map, and tag D for current zoning map).The plan rezones nine sites to Business 3(a) which are either adjacent to or in close proximity to the Windsor Riverview Shopping Centre (which opened late 2006). This rezoning implements various elements of the Windsor Masterplan, which recommends an increase in retail/commercial development in the town centre.The draft plan also includes a clause which restricts residential development on the land due to flooding constraints.
