By removing 'residential accommodation', 'commercial premises' and 'industries' from the restrictive legal framework of Clause 6.4 and using Fairfield City Wide Development Control Plan 2013 to include detailed controls regarding specific areas, the amendment will provide greater certainty for development affected by flooding.
