Five Dock Town Centre - Expansion of B4 Mixed Use zone; amendments to height and FSR controls; identification of land to be acquired; introduction of additional active street frontages.

The planning proposal seeks to implement new planning controls for the Five Dock Town Centre to increase density and building heights; to achieve high quality public spaces and implement better pedestrian and vehicular connections. The key changes being sought are to:1. expand the area of the B4 Mixed Use zone applicable to the centre, by rezoning 30 lots from R2 Low Density Residential and R3 Medium Density Residential, to B4 Mixed Use;2. rezone two lots from B4 Mixed Use to RE1 Public Recreation to provide for improved connectivity between West Street (including Five Dock Public School) and the town centre;3. introduce variable building height controls across the centre, with heights ranging from 15m to potential for 27m on large sites.4. add a new subclause to each of the current LEP clauses 4.3 and 4.4 that, respectively, encourage land amalgamation by allowing a maximum building height of 27m, and permitting additional floor space ratio (to a maximum of 3.0:1), in both cases, where a site has an area of at least 1,500sqm, and in the case of the proposed FSR 'bonus', where a site also has a minimum 20m frontage to a road; 5. identify land for acquisition to deliver open space and improved connectivity; and6. introduce active street frontages on the proposed new public domain areas.
