Gilead Stage 1 - Various amendments (1700 dwellings, jobs tbc)

Amend planning controls as applicable to the Mt Gilead Urban Release Area to:
- Relocate town centre and replace B1 Neighbourhood zone with B4 Mixed Use zone
- Introduce R3 Medium Density zone along the southern spine entry corridor
- Rezone portions of RU2 Rural Landscape to E2 Environmental Conservation and RE1 Public Recreation
- Rezone areas of RE1 Public Recreation to E2 Environmental Conservation
- Reduce extent of R2 Low Density Residential
- Reduce minimum lot size for R2 zone (part 500 sqm to part 450sqm and part 700sqm to part 450sqm)
- Reduce minimum lot size for RU2 Rural Landscape from 100ha to 5ha
- Increase height of building for R2 zone from part 6m, 8.5m to 9m, apply 12m for new R3 zone and 15m for new B4 zone
- Amend land acquisation maps to align with updated land use zones
- Amend clause 4.3A to only allow 3 storey muilti-dwelling housing in R2 zone
- Amend clause 4.4 (2A) to exlude its application for areas shown on the Urban Release Area map
- Delete clause 4.1E and amend the minimum lot size as it applies to part Lot 5 DP 1240836 RU2 zone to 5ha
- Amend clause 4.1 (4C) to limit the 510 lot yield to less than the 450sqm lot size
- Amend clause 4.1C to specific the minimum lot size for residential accomodation in the R3 zone
