Housekeeping amendments and a rezoning request for Liverpool LEP 2008

To address anomalies and to improve interpretation within Liverpool LEP 2008 and to rezone land located at Leacocks Lane, Causal, from a national parks zone to a large lot residential zone. Amendments are summarised, as follows:1. Remove the need for an architectural design competition for land at Warwick Farm (refer to map 1).2. To show the RTA as the acquisition authority for road widening at Woodward Park, Liverpool (refer to map 2).3. Introduce density controls for land at Middleton Drive, Middleton Grange (refer to map 3).4. Introduce a minimum lot size, building height and floor space ratio for land at Zouch Road, Ingleburn (refer to maps 4, 5 and 6).5. To clarify that dwellings are not permissible within 50 metres of a classified road within the B6 Enterprise Corridor Zone.6. To make 'home based child care centres' permissible in the E3 (Environmental management) zone.7. To prohibit 'home occupations' within zones where dwellings are not currently permitted.8. To permit 'serviced apartments' within land zoned as B6 Enterprise Corridor Zone.9. To include 'hotel and motel accommodation' to the uses permitted within the RE2 (Private Recreation) Zone.10. To clarify that the Department of Education and Training is an acquisition authority for certain land in Liverpool.11. To clarify the controls for the development of 'hatchet' shaped allotments.12. To update property descriptions.13. To clarify controls for secondary dwellings (i.e. 'granny flats').14. Improve the presentation of standards shown within clause 4.4 (2C) - attached, by including column headings that express the lot sizes to which this clause applies.15. Remove portion of Lot 1 DP 1126484 Leacocks Land, Casula, from a National Parks zone and rezone the land to R5 large Lot Residential(refer to maps 7, 8, 9 and 10). 16. To include a definition of 'Vocational training facilities' to the dictionary within Liverpool LEP 2008 and permit this use within zones: B5 (Business Development), RU1 (Primary Production), RU4 (Rural Small Holdings), IN1 (General Industrial) and IN2 (Light Industrial).Items 17, 18, 19: Amend Liverpool LEP 2008 so that it is consistent with State Environmental Planning Policy (Exempt and Complying development codes) 2008, Standard Instrument (Local Environmental Plans) Amendment (Affordable Rental Housing) Order 2009 and the Standard Instrument (Local Environmental Plans) Amendment (Affordable Rental Housing) Order 2009. The State Environmental Planning Policy and the Orders currently override the local environmental plan and the amendment will confirm this situation.
