The proposal seeks to amend the Willoughby Local Environmental Plan 2012 to facilitate a mixed use development at the subject site. Specifically, the proposal seeks to:
• Rezone the site from R3 Medium Density Residential to B4 Mixed Use;
• Introduce an incentives clause that:
o encourages the consolidation of the two lots on the site to apply the following controls at the site:
 Maximum Building Height of Part 90m and Part 53m;
 Maximum Floor Space Ratio (FSR) of 5:1;
