Port Kembla Land Transformation Project

Proposal: A rezoning proposal for land at the Port Kembla Steelworks was exhibited for public feedback from 5 September to 2 October 2025.
The proposal applies to land located predominantly along Five Islands Road, Port Kembla across about 200 hectares of underutilised industrial lands within the existing BlueScope Port Kembla Steelworks.
BlueScope lodged the planning proposal with the Department under the state-assessed rezoning proposal pathway, on 1 August 2025.
The exhibition documents include an Explanation of Intended Effect detailing the proposed legislative amendments required to enable the rezoning, a draft master plan, and technical studies.
Thank you to the community and stakeholders who provided feedback on this proposal.
Next steps
The Department will now review all feedback received and, if required, work with BlueScope to make changes to the rezoning proposal to address any issues raised in submissions.
The Department intends to finalise the rezoning proposal by late 2025.
