Amend the Sydney LEP 2012 to add a new site specific clause in Division 5 to specify maximum height and FSR, restrict development to non-residential uses only, retain the 1 O’Connell Street tower and corner podium, maximise active frontages, provide adequate loading and servicing for the site, provide a through site link and shared loading dock, not include a commercial car park, clarify application of heritage floor space scheme, and not allow variations under Clause 4.6 of the LEP.
