Amend the Bankstown LEP (or Draft CBLEP) to allow for urban renewal at Chester Square (1 Leicester Street, Chester Hill) through delivery of a mixed use development with a range of heights from 12-60m and a 4:1 FSR further supported by a local provision that is focused on protecting solar access and infrastructure capacity.
