The Planning agreement provides for the developer to dedicate land for use as a school and to provide monetary contributions towards the costs of constructing a road interchange with the Pacific Highway and a diversion channel required to protect Grahamstown Dam from urban runoff, for the purposes of the provision of designated State public infrastructure within the meaning of clause 6.1 of the Port Stephens Local Environmental Plan 2013.

The monetary contributions to be paid by the developer under the planning agreement are approximately:
- $16,177 per residential lot on the western side of the release area to recover the costs of the interchange and schools site;
- $37,916 per residential lot in the eastern side to recover the costs of the interchange, schools site and additionally a diversion channel.
