Proposed changes to planning rules for outdoor advertising and signage


The NSW Government is now considering feedback to improve road safety by ensuring that State planning rules reflect and support proposed guideline changes on the use of advertising signs in transport corridors In addition most roadside trailer advertising will no longer be allowed. In 2016 we received feedback on the Transport Corridor Outdoor Advertising and Signage Guidelines. We’re now inviting feedback on proposed changes to State Environmental Planning Policy No. 64 – Advertising and Signage (SEPP 64) and Environmental Planning and Assessment Regulation 2000 (Regulation). Transport corridors include major roads or railway corridors, and land owned, occupied or managed by Roads and Maritime Services or Sydney Trains/NSW TrainLink. The draft changes to the guidelines, which were exhibited from 11 December 2016 to 7 February 2016, included requirements and assessment criteria for the design, location and operation of electronic signage, aimed at reducing the distracting nature of digital signs. The final updated guidelines will respond to the matters raised during community consultation. A SEPP amendment is needed to address issues raised through consultation on the draft Guidelines. The key changes proposed: Council approval for parked trailer advertising on private land seen from roads road shoulders, footpaths and nature strips. Council can issue fines for trailer advertising on roads, road shoulders, footpaths and nature strips and when displayed on private land without valid consent. Repealing SEPP 64 Clause 16(4)(b) to allow advertising in transport corridors with consent.
