this project is a blot on the landscape .ruining the beautiful coolah valley ,has any one taken the time to see what will happen to the community . the noise and traffic during construction will destroy local roads ,which have been stuffed allready by rains and floods access roads will not be able to handle the huge amount for trucks and machinery needed for such a project ,people will be force to put up constant traffic 24 hours a day for years .there is not a lot of rental in coolah available and this will push great numbers of vulnerable people who cannot afford to compete with the influx of construction workers
this project is a eyesore to beautiful views that is the coolah valley
the noise levels that is stated on environmental impact statement is a joke ,i have personally visited other wind farms and the constant noise is mind bending to all .
the loss of habitat to native animals and fauna will forever change the landscape ,access roads will ruin a vast rugged area over all the valley
the upsized wind turbines will need bigger bases and bigger equipment more concrete more steel more workers more traffic over vast areas of wilderness and the eyesore will never go away
how are these huge bigger wind turbines going to transported over local country roads that are not suitable for wide loads at anytime let alone constant other traffic associated will a project of this size
what about maintaonce the they are erected ? and the extra noise they make 24 hours a day
what about the bigger problem of desposale of worn out and damaged turbines and waste desposile of damaged blades bigger turbines bigger problems in the future

I believe there is many factory wrong with this project.
1. Endanged Bird life.

I also believe we should be able to object the original project due to public opinion changing an also that many people didn't realise how close the would be to Coolah with a name like Liverpool range windfarm for many that is not anywhere near Coolah.

The LRWF will destroy our local environment in the construction period with innumerable traffic movements of machinery, gravel, water and cement trucks - complete disruption of our local traffic conditions. The enormous turbines now projected will not be able to be transported on our one lane/one way local roads with causeways, cattle grids not built to sustain such loads or volume of traffic.
The lighting for aviation will compromise the Warrumbungle Shire Dark Sky for Siding Springs Observatory - the world class facility run by ANU of international importance.
Land values will plummet - we have already lost three of our good neighbours who have relocated because of the threat of windfarm disrupting the lifestyle. Our own "lifestyle" one hectare house block is unsaleable now for its true value and my husband of 52 years, aged 84, is desirous of relocating to retirement living and we cannot afford to give away the house - looking at how much relocating and living will cost somewhere else where there are better health facilities for the aged.
Yesterday I spoke to a "new" neighbour who was unaware of the proximity of the windfarm and batching plants when she bought in 2 years ago- can she sue the Real Estate agent for non disclosure? The unfenced road runs the length of the cattle property - 100 truck movements a day are "allowable".
The projected dual transmission towers will completely dissect other properties. With all the restrictions that are imposed near them, you are effectively losing 1hectare of prime agricultural land every 100m of transmission lines- 10,000 sq metres - every 100 metres!
No compensation can ever make up for that and the payment of compensation is totally untenable.
Since 2012 there have been planning "plans" for the protection of Strategic Agricultural land - LAW - unlikely. The NSW Agricultural Commissioner, Quinlivan, is supposed to releasing a paper shortly - he has been working on it for more than 3 years. By the time it comes out, the horse will have bolted for REZ.
In the years since 2009 when the LRWF was first proposed, at no time has there been any projection of water required to construct the cement bases. At one time, a proposal was made to truck it in from Burrendong Dam - totally unfeasible. One ton of cement requires 0.35t of water for the concrete - 40t X 220 turbines, up hill and down dale in this uncompromising locale where black soil erosion will be a given and rocks the size of beach balls will test the toughest tyres and machinery. The project should have allowed for a stone crusher in order to make all weather roads to service the project.
We have poor community health services - the Coolah MPS is an Aged persons facility. We have a revolving door of doctors when we are left without a doctor for periods of 3 to 4 weeks at good times. We have one person Police station who has to cover for Coonabarabran mostly - not often available in Coolah. No relief if on holidays.
Community Care bus, school buses and once a week service to Mudgee. Poor mobile phone service in the valleys, ditto TV, Satellite NBN.
But hey, we like it that way - quiet and non intrusive.
When the construction phase starts and projected to be for 36 months - we will have to navigate around the trucks on this road that only sees about 6 return movements a day, a few more if neighbour is shearing. How safe will it be for the school bus?

The Tilt Newsletter boldly states "All construction emissions would be offset within the first year of operation " .

I would really like to know why the manufacture and transportation from overseas is not accountable and also the cost of the decommissioning process - if this is ever to happen.
Anyway, I know that no one will take the slightest notice of my comments or submissions so I may as well stop wasting my time in making them.

I have to drive past the ones near Wellington a lot and they are horrible.
They provide absolutely no benefits directly to the community that has to see them and put up with them.

With the proposed workers sites and at least an extra 4100 workers, this brings significant biosecurity risks to the area. How many of these workers will be on visas? International workers bring the risk of FMD to not only Australia, but our region. We as a nation and community cannot risk this. International workers will be slack on their bio security measures, and as such, expose our communities to risks. They simply will not understand the importance of such measures. Who will be held responsible and accountable for such bio security issues?

The CWREZ covers 20,000 square kilometres and this project is 514 square kilometres. 2.6% of our REZ will be a workers accommodation site, with 74 access roads. How is this acceptable? This will leave significant detrimental impacts in the local community.

The extra 4100+ workers will bring a significant strain on local emergency services. The regional towns are not equipped to handle such an amount. Locals currently wait several weeks to see their own GP; some people new to town cannot even get in to se a dr due to lack of capacity from the clinic. TILT should supply their own medical and hospital services to cater for their staff.

Will TILT provide their own fire fighting departments specifically for both project sites and accommodation sites? This cannot he expected if local communities.

How many of these workers will have a clearance to work and live around families with children and schools? Will any of these workers have prior assault and child SA offences? How will TILT guarantee safety for the rural/regional communities?

TILT is requesting that BDAR requirements need to be waived for the TWA. The location of the TWA is necessitating road and intersection upgrades, these 'upgrades' will undoubtedly require extensive land clearing. TILT already have approval to clear large tracts of land.E.g. Approval to clear approx 260hs of the critically endangered Swift Parrot habitat, and 250ha of the Regent Honeyeaters habitat. The DPE should not waive the need for a BDAR given the extensive land clearing required for roads. Too much land has already been sacrificed, threatening vulnerable, endangered, & critically endangered wildlife.

This temporary workers camp will present incredible problems for the town of Coolah and surrounds. You plan to ship in what amounts to a small town. Firstly, do you intend to build and run this camp using solely "renewable" energy? If not, why not?
This camp will be surrounded by non-consenting neighbours, whose quiet, rural lifestyle will be destroyed by having a large community of strangers dumped in their midst, with all the accompanying noise, traffic and 24/7 lighting. How will you compensate them for the destruction of their lifestyle and, even more importantly, what security will you provide for them and their families?
Coolah has a waste collection and recycling facility just big enough for its current ratepayers usage. To what licensed landfill will the TWA waste be sent? Where will your wastewater facility be located? You surely don't expect Coolah to add more than half as much again to what they collect from ratepayers. That would be too ridiculous an expectation even for you people.
Coolah has very limited temporary accommodation, not to mention health and emergency services. Where will you house the workers who are building your TWA? Will you take what little is available for anyone else? Will you expect Coolah to provide your health and emergency services?
Those are just a few of my objections. Mostly I object to a bunch of obscenely wealthy foreign companies being allowed to overrun and destroy our country.

I object to the project as a whole however this objection is specifically relating to the workers camp.
I’m concerned about the extra amount of traffic specifically between the intersections of Coolah Creek Road and Rotherwood Road which will increase the potential for traffic accidents. As locals, we are used to the risks of kangaroos, pigs, deer and livestock on our roads however are these workers? I feel those who aren’t familiar with our area will be at greater risk of accidents. A shuttle bus service provided by TILT is a necessity.. plus wouldn’t reducing the amount of vehicles used be environmentally friendly!!!?

I find it hilarious that the workers camp requires an upgrade to the electrical infrastructure to use grid electricity!! This is a prime opportunity for our renewable lovers to demonstrate how they can run their camp on solar power and batteries!

Regarding the ground water at the site which TILT state is ‘generally’ plentiful. What does this mean??
Is there or isn’t there enough ground water? What about during drought or exceptionally dry periods?

What waste collection and recycling facility will they use? Where is the licensed landfill facility that will be utilised by the camp?

One of the most important issues is- how are our already overrun understaffed hospitals/GP’s going to cope with the influx of 600 workers??
Our small town hospital simply will not cope… our ONE local GP is already booked out approx 3 weeks in advance without 100’s of extra workers in the area.
We can only hope that in this workers camp, TILT have their own GP & RN for the safety of their workers and so that our towns services are not impacted by the medical issues these workers may have/develop.

Renewable energy has developed itself a reputation as being environmentally friendly. This report will show that this reputation is entirely undeserved. Far from improving the world around us, wind, solar, biomass and even hydropower can be highly damaging. A renewables revolution on the scale envisaged by global warming activists will see our landscapes desecrated, our fields industrialised or turned to monocultures, and our wildlife slaughtered.
Far from making the world a better place, renewable energy will destroy all we hold dear.
Is this really what environmentalism has come to mean?"

Submission:- My profession is project management in the construction industry. In the first year of my degree course, one of the subjects was the History of Building. It emphasised the importance of preserving the heritage of the built environment, but also recognised that the built environment and the natural environment should be complementary.

The natural environment at the proposed site of the Mod 1 - Turbine and infrastructure project has developed over hundreds of thousands of years. It is the home to some of Australia’s unique flora and fauna. We are the custodians of that environment, and in the same way we have a responsibility to preserve our built heritage, we must understand that we also have a responsibility for our environmental heritage. We must speak for the creatures that can’t speak for themselves.

Do we then condemn the unique creatures of the proposed wind project site to the same fate as one of Tasmania’s unique creatures, the thylacine, which was driven to extinction because of the failure of people to understand that it had more right to exist in the natural environment that those who came after it.
If this project is approved, the estimated bird kill, over the proposed twenty years of the project’s life using two separate studies would be:
- Report on bird and avifauna mortality commissioned by AGL Energy for its Macarthur Wind Farm found that 10.19 birds were killed by each turbine in a 12-month period. (Section 5.4 - 2015 Senate Select Committee on Turbines Report) – 37,729 birds.

- #Smallwood (2013) undertook a detailed assessment of correction factors based on data from 60 different reports and estimated an average mortality of 11 birds per MW per year, implying 22 birds per turbine for a 2 MW turbine. – 244,367 birds.

The carcasses of the dead birds attract feral animals, such as foxes and cats. The surrounding bushland then becomes a killing ground for these feral animals and the decimation of small mammals, snakes, lizards, frogs and nesting birds becomes inevitable.

My objections to the Liverpool Range Wind factory include:

1. A workers' camp of 600 people is too much of an imposition on the townspeople of the eastern part of the CWO-REZ. Together, with the already announced multiple workers' camps near the towns of Gulgong, Dunedoo, and Coolah, the potential total, according the MWRC, is 7500 workers. This is far greater than the populations of the towns mentioned. This is unsustainable.

2. The claim that the camp is expected to reduce environmental, social and cultural impacts is just ridiculous. The addition of "as far as practical" sounds loud alarm bells. How can a local population socially integrate a bigger population than their own without negative consequences? How can they cope with more rubbish, sewage, traffic than is currently the case, which will be created by 50% to many times more than their current population? How can hundreds to thousands of outsiders, probably from cultures quite different to our own, fit in?

3. The claim that the project will provide affordable energy is obviously false. It will only produce electricity annually about 30% of the time on average. That means it must recover all of its enormous upfront costs, ongoing operating costs, decommissioning/rehabilitation/ disposal costs and profit from the 30% of output it produces. This can only mean higher kwh costs to consumers.

4. A concern that the Proponent claims the camp is temporary for 4 years, but the door has left open to permanently leave/repurpose the facility. Just as likely as it is for the wind turbines, is it really intended to not remove all the camp infrastructure at life's end?
