1. Introduction
I am a Northern Beaches resident and community member with a strong interest in the future of Frenchs Forest and its evolving role as a health and education precinct. I appreciate the opportunity to provide feedback on the proposed development by Platino Properties at 1 & 3 Skyline Place. I am making this submission on behalf of my parents who will be future residents of 5 Skyline Place (estimated completion end 2026).

2. Position
I support the intent of the project to provide high-quality seniors housing and aged care in a strategic location. However, I have several concerns that I believe must be addressed to ensure the development is sustainable, respectful of its context, and beneficial to the broader community.

3. Key Issues
a. Traffic and Infrastructure
- The proposed density will significantly increase traffic on Frenchs Forest Road and surrounding streets.
- I urge the Department to require a detailed traffic impact assessment and ensure mitigation measures are implemented, including improved public transport links and pedestrian safety upgrades.
b. Height and Scale
- Buildings up to 14 storeys are out of character with the surrounding built form and may set an undesirable precedent.
- I recommend stepping down the height of Buildings B and C to better integrate with the existing streetscape and reduce overshadowing.
c. Environmental Impact
- The removal of mature trees and reduction in deep soil zones is concerning.
- The development should retain more existing vegetation and expand landscaped communal areas to support biodiversity and resident wellbeing.
d. Zoning and Strategic Fit
- While the Seniors SEPP allows this use, the site is zoned SP4 Enterprise, which prioritizes employment-generating uses.
- I encourage the Department to ensure the development includes meaningful commercial or health-related uses that align with the precinct’s strategic vision.
- These are strata units with no additional assistance for residents to transition to further care if required. The inclusion of a 20-bed residential care facility is no where near large enough for the potentially 1000's of seniors living in the full Le Jardin complex requiring additional care over the next 20+ years.

4. Suggestions
To improve the proposal, I recommend:
- Improving vehicular access
- Reducing the height of the tallest buildings
- Increasing the 20-bed residential aged care facility
- Enhancing pedestrian connectivity to the future town centre and hospital

Dear Sir,
We are the owners of an apartment in the first stage of the seniors housing development at 7 Skyline Place (Lot 10 DP1258355, and SP106532), and our building is situated adjacent to the northern boundary of Lot 11 DP1258355 (5 Skyline Place), both lots being on the other side of Skyline Place from the proposed development of 1-3 Skyline Place.
We have lived experience of seniors living and the location since moving into our apartment in September 2023. We have examined the development proposal for 1-3 Skyline Place and register our formal objection to the Development Application in its current form due to its bulk and scale, height, density, design and functionality. It is inappropriate for seniors living.
Our concerns and objections are as follows:
1. Traffic Issues in Skyline Place.
The traffic report has not accurately determined the current traffic flows (especially associated with the commercial businesses and medical practice at 7 Skyline Place) and significantly underestimated the projected traffic flows post development of 1, 5, and 3 Skyline Place. It has not taken into consideration that 3 Skyline Place was vacant for a considerable period and is now a bus depot where buses generally exit the site early in the morning.

The total number of off-street car parking spaces for all buildings using Skyline Place post development will exceed 1,000. Seniors living is very active and often includes several car trips per person per day, and some residents are not retired, so the notion of Seniors infrequently entering and exiting the car parks is incorrect. Also, the commercial businesses such as a medical practice or café generate a lot of short-stay vehicle movements, as demonstrated in 7 Skyline Place.

There is also no mention of the impact of construction-related vehicles on the traffic conditions in Skyline Place over the next 10 years, which has been demonstrated to be significant with the current construction works on 5 Skyline Place. This is exacerbated by the size of the trucks coming and going along the narrow street. Parking of construction vehicles should also be required to be on-site and not adversely affect limited street parking.

All the above will lead to unacceptable traffic congestion and potential safety issues for residents and other users of Skyline Place.

There are a considerable number of pedestrians already using Skyline Place and this will increase with further development. The increased traffic flows will cause further safety concerns for pedestrians crossing Skyline Place and the proposed raised pedestrian crossing near the entrance to Skyline Place will be a dangerous addition given the speed and lack of awareness of vehicles turning into Skyline Place from French’s Forest Road.

2. Bulk and Scale - Building Heights and Density
The density of the proposed development is too much. 7 and 5 Skyline Place have an FSR of approximately 1.93:1 and the proposed development has an FSR of 2.66:1 for 3 Skyline Place and 2.15:1 for 1 Skyline Place. The density of the proposal is inappropriate and overdeveloped and should be like 7 and 5 Skyline Place (2.66 represents a 38% increase which is too much).

The building heights for the proposed development are excessive and inappropriate for the location. The development site is uphill and east of 7 and 5 Skyline Place and the RL’s of the proposed buildings are considerably higher than the buildings on 7 and 5 Skyline Place, creating overshadowing and overlooking issues.

Both 7 and 5 Skyline Place were approved after careful consideration by the Land and Environment Court, and this set a precedent for acceptable density and heights for Seniors living in this location. The proposed development significantly exceeds that precedent.

3. Fire Safety Issues
The proposed heights of the buildings are inappropriate for Seniors. In a fire emergency the reduced mobility of a Seniors community creates challenges in escaping down the fire stairs. We have had approximately 5 fire emergencies in 18 months at 7 Skyline Place and exiting 5 levels has been difficult for many of our Seniors residents. Higher buildings would be even more inappropriate and increase safety risks.

Existing and proposed safe evacuation assembly points have not been considered in the proposal.

4. Other Design Issues
In addition to the abovementioned issues, the design of the proposed development is inappropriate for the following areas:
• The provision of communal open space for the number apartments is inadequate.
• The layout of the buildings will create a wind tunnel along Skyline Place.
• The issue of safe pedestrian movements in Skyline Place and crossing French’s Forest Road has not been adequately considered. The hill up to the existing Romford Rd traffic lights is challenging for many residents with reduced mobility. Consideration of traffic lights at the intersection of Skyline Place and French’s Forest Rd should be considered.
• 50% of mature trees are to be removed which will adversely affect the birdlife and other environmental aspects of the Skyline Place locality. New plantings will take several years to be effective.

5. Inadequate Engagement with the Existing Seniors Community
Community engagement with the existing Seniors community at 7 Skyline Place (Senior’s prototype) was not adequately undertaken. Engagement sessions:
• Were performed after the design was complete and did not capture learnings from the first stage Seniors development at 7 Skyline Place about ageing in place.
• Were limited in information about the design details and did not enable meaningful input from residents about how the development may affect them.
• Did not occur in a timely manner (after the fact).
• Doubtful that the engagement sessions and notice of this development proposal was extended to the to purchasers of apartments in 5 Skyline Place (contracts exchanged).

We are generally supportive on Senior’s housing developments similar to the type and scale of 7 Skyline Place, however, the proposed development is too intense, overdeveloped and unsafe and will adversely affect our Seniors community environment at Skyline Place.
In conclusion, for the abovementioned reasons, we wish to register a formal objection to the Development Application No. SSD-69850712 for 1-3 Skyline Place.

I am writing to express concern regarding the stakeholder engagement process for the State Significant Development proposal SSD-69850712 at Skyline Place, Frenchs Forest.

As a local stakeholder with a direct interest in the site, specifically as a (future) resident / community member at 5 Skyline Place, I was surprised and disappointed not to have been contacted or consulted during the early engagement phases of this project. 5 Skyline Place is currently under construction by the same developer Platino Properties (due for completion end 2026).

Given the scale and potential impacts of the development, particularly in relation to parking provision, traffic flow, community amenity, and infrastructure strain, I believe my input—as well as that of other affected residents—should have been sought in accordance with the Department’s Undertaking Engagement Guidelines for State Significant Projects.

I respectfully request the following:
- That I be formally included in all future engagement and consultation activities related to this SSD
- That I be provided with access to the Environmental Impact Statement (EIS), Stakeholder Engagement Plan, and any Response to Submissions (RTS) documents
- That the Department review the proponent’s engagement process to ensure it meets the standards of transparency and inclusivity expected under the EP&A Act

I would appreciate a written response confirming how my concerns will be addressed and how I can remain informed and involved moving forward.

I am writing as a local stakeholder and (future) resident of 5 Skyline Place, Frenchs Forest, to express serious concerns regarding the proposed vehicle access arrangements for the State Significant Development (SSD) at 1–3 Skyline Place.

According to the concept masterplan and Stage 1 SSD documentation, the development proposes a single vehicle access point via Skyline Place, a cul-de-sac off Frenchs Forest Road East. This access is intended to serve:

- 349 independent living units
- A 20-bed residential aged care facility
- Non-residential uses (e.g. health, education, retail)
- 326 basement car spaces
- Service vehicles, emergency access, and drop-off zones

Key Concerns

1. Over-reliance on a Single Access Point
Skyline Place is a narrow cul-de-sac with limited capacity. Relying solely on this road for all vehicle movements—including residents, visitors, deliveries, and emergency services—poses significant risks:
- Traffic congestion at peak times
- Restricted emergency access in the event of an incident
- Safety concerns for pedestrians and vulnerable residents

2. Lack of Alternative Access Options
The proposal does not explore or commit to alternative access routes, such as:
- A secondary connection to Frenchs Forest Road East
- A link to Warringah Road or adjacent developments
- Staged access relief during construction and post-occupancy

3. Inadequate Traffic Impact Mitigation
The Traffic and Parking Impact Assessment does not appear to model:
- Cumulative impacts of multiple developments in the Skyline precinct
- Hospital-related traffic and emergency vehicle movements
- Future intensification of the area under the Frenchs Forest Structure Plan

Recommendations

I respectfully request that the Department require the proponent to:
- Reassess the feasibility of a secondary vehicle access point
- Model alternative traffic scenarios using updated data
- Engage directly with affected residents of Skyline Place and surrounding streets
- Stage construction and occupancy to avoid overwhelming the single access route

I support the intent of the project to provide high-quality seniors housing and aged care in a strategic location. However, I have several concerns that I believe must be addressed to ensure the development is sustainable, respectful of its context, and beneficial to the broader community.

3. Key Issues

a. Traffic and Infrastructure
- The proposed density will significantly increase traffic on Frenchs Forest Road and surrounding streets, especially Skyline Place. Skyline Place is a narrow cul-de-sac which currently provides access to 7 Skyline Place (52 ILUs) and 5 Skyline Place (98 ILUs), currently under construction. 5 Skyline Place will also house a childcare centre, which will increase traffic for drop off and pick up of (69) children. There is limited visitor parking. 4 Skyline Place also uses this access road. Should 4 Skyline Place be developed in the future, congestion will increase further.
The concept masterplan for 1-3 Skyline Place proposes a single vehicle access point via Skyline Place. This access is intended to serve 349 ILUs, a 20-bed residential aged care facility, non-residential uses, 326 basement car spaces, service vehicles, emergency access and drop-off zones.

I believe that over-reliance on a Single Access Point for all vehicle movements poses significant risks.

-To enhance traffic efficiency, safety and future resilience, I request that the Department require a feasibility study of alternative access routes.

- I also urge the Department to require a detailed traffic impact assessment and ensure mitigation measures are implemented, including improved public transport links and pedestrian safety upgrades.

b. Height and Scale

- Buildings up to 14 storeys are out of character with the surrounding built form and may set an undesirable precedent. There is also a safety aspect in case of emergency evacuation.

- I recommend stepping down the height to better integrate with the existing streetscape and reduce overshadowing and to make the development safer for seniors in case of emergency.

c. Environmental Impact

- The development should retain more existing vegetation and expand landscaped communal areas to support biodiversity and resident wellbeing.

- Including a community facility or wellness centre accessible to the public

5. Conclusion

This is a significant development in a key location. With thoughtful adjustments, it can become a model for integrated, age-friendly urban living. I urge the Department to consider the above concerns and recommendations in its assessment.

I object to the over development of this site and the additional traffic it will generate in Skyline Place. Platino places particular emphasis on a healthy lifestyle for seniors in their developments. I think this development falls short.
I cannot comment on the technical aspects of this development, as I do not have the expertise, but instead, I am expressing my views as a concerned resident, who is experiencing living in this street.

The Development
I don't believe six and eight storey developments are suited to seniors, or, are what over 60's retirees want. This is evident from the difficulty Platino is having selling Jardin Stage 2. I am particularly referring to the 14 storey block proposed for 3 skyline Place, which is an eyesore and out of place in this development.
The development is too dense in terms of population. Too many people living at close quarters in a strata block, having come from their own home, can cause conflict in my experience.
An architect in our community also pointed out there is insufficient sunlight available to the aged care facility in Stage 3. People at this stage of life, living predominantly in one room, need sufficient sunlight for their mental health.

Safety
Safety is also an issue. Sharing a driveway with the public accessing a commercial development in the same building causes difficulties and is at times dangerous. Members of the public are often in a rush and impatient. It causes difficulties when exiting the building in particular. It seems to be Platino's practice to build shared driveways.
Evacuating from a four storey building when the fire alarm sounds, is being ignored by some residents here, often due to mobility issues. They unwisely assume it is a false alarm. The difficulties faced by some older residents in exiting an even taller building need to be considered.
Security breaches by the public also occur when residents are sharing a lift with the public. There should be separate lifts for commercial and residential stratum lots. It needs to be considered with these developments.

Traffic
Skyline Place is a small cul-de-sac barely coping with its traffic load now. It could not handle the increased traffic from these proposed developments. As someone who drives out at least five days a week to get out of my small apartment, as I am sure many new residents at 1 and 3 Skyline Place, will also want to do, our street is already a nightmare. How I long to live in a peaceful street in my retirement.
It was revealed at a recent Platino information session that they are also considering applying for a raised pedestrian crossing to be placed on the corner of Frenchs Forest East and Skyline Place. This is a really dangerous spot for a pedestrian crossing. Drivers turning right off Frenchs Forest Road East into Skyline Place are focusing on the oncoming traffic and often trying to beat it, rather than watching out for pedestrians. Someone was killed at West Ryde at such a corner, where I often turned right off Victoria Rd. There was no crossing, but the car involved in the accident, having made the decision to turn, needed to get off a busy road. An ordinary crossing would be much better placed further up Skyline Place, perhaps closer to the proposed childcare centre, to ensure parents and children can cross the road safely, as well as the residents living in the street.

We are the owners of an apartment in the first stage of the seniors housing development at 7 Skyline Place. While not opposed to seniors housing developments in general, the proposal for 1 - 3 Skyline Place needs further amendments particularly around the traffic on Skyline Place as well the height and density of the buildings . These both pose a safety risk for seniors due to increased traffic and potential emergency evacuation due to the heights of the buildings.
Increased traffic on Skyline Place:

The traffic report appears to have not accurately determined the current traffic flows (especially associated with the commercial businesses and medical practice at 7 Skyline Place) and significantly underestimated the projected traffic flows post development of 1, 3, and 5 Skyline Place. It has not taken into consideration that 3 Skyline Place was vacant for a considerable period and is now a bus depot where buses generally exit the site early in the morning.

Traffic Concerns:
- Total cars on completion will be 932. We have 142 at 7 Skyline Place. Add to this the constant frequency of use for the Doctors Surgery, the gym, the bakery café and the pilates studio as well as the construction traffic for Stage 2 that is generated. 5 Skyline Place will generate another 202 spaces.
- Construction traffic over the next 10 years has not been included
- Commercial parking has not been properly considered

Building Heights and Density:
The height of the proposed buildings at 1-3 Skyline Place are considerably higher than our building at 7 Skyline Place (which is directly opposite). All proposed new buildings need to be reduced in height, in particular Building C (14 stories) as this does not fit in with the aesthetics of the surrounding area.

Also note that The Land and Environment Court reduced the density for both 5 and 7 Skyline Place to an FSR of 1.93:1, yet the density proposed for 3 Skyline Place has an FSR of 2.66:1. This needs to be addressed.

Emergency Evacuation Issues
The proposed heights of the buildings are inappropriate for Seniors. In an emergency evacuation the reduced mobility of a Seniors community creates challenges in escaping down the fire stairs.

We are writing to oppose the proposed development of seniors housing units at 1 & 3 Skyline Place Frenchs Forest (SSD-69850712).

My wife and I are residents in the Over 55’s Development known as Jardin at 7 Skyline Place Frenchs Forest. Having lived in the Jardin complex since September 2023 we believe we are in a good position to make some observations about the proposed development at 1 & 3 Skyline Place.

My wife and I acknowledge that the demand for quality housing solutions is high and that there needs to be further investment in seniors housing. However, we have a number of reservations/concerns about the proposed development and believe that the proposal in its current form should be declined.

Having examined the development proposal for 1-3 Skyline Place, our major objections are due to the bulk, scale, height, density, design and functionality. Our concerns and objections are as follows:

1. Traffic Issues in Skyline Place.

The traffic report has not accurately determined the traffic flows already occurring in Skyline Place, especially associated with the commercial businesses and medical practice already operating at 7 Skyline Place. Furthermore, the report significantly underestimates the projected traffic flows post development of 1, 5, and 3 Skyline Place.The report has also not taken into consideration the fact that 3 Skyline Place had been vacant for a considerable period but is now a bus depot with considerable traffic activity.

Post development of the entire site, the total number of off-street car parks will be over 1,000. Our experience is that “Seniors” tend to live quite active lives which often includes several car trips per person per day. It must be remembered that some residents are not retired hence the assumptions that Seniors infrequently enter and exit the car parks is grossly flawed. In addition, the commercial businesses (e.g. the medical practice and café) generate a lot of short-stay vehicle movements, as demonstrated in 7 Skyline Place. There is also no mention of the impact of construction vehicles on the traffic conditions in Skyline Place over the next 10 years, which has been demonstrated to be significant with the current construction works on 5 Skyline Place. This is exacerbated by the size of the trucks coming and going along the narrow street.

Parking of construction vehicles should also be required to be on-site and not adversely affect the limited street parking.

• The hill up to the existing Romford Rd traffic lights is challenging for many residents with reduced mobility. Consideration of traffic lights at the intersection of Skyline Place and Frenchs Forest Rd should be considered.
• 50% of mature trees are to be removed which will adversely affect the birdlife and other
environmental aspects of the Skyline Place locality.

5. Inadequate Engagement with the Existing Seniors Community

We are generally supportive of Seniors housing developments similar to the type and scale of 7 Skyline Place, however, the proposed development is too dense, overdeveloped and potentially unsafe and will adversely affect the overall amenity at Skyline Place.

In conclusion, and for the above reasons, we ask that the Development Application for 1-3 Skyline Place be declined.

- The proposed density will significantly increase traffic on Frenchs Forest Road and surrounding streets.
- I urge the Department to require a detailed traffic impact assessment and ensure mitigation measures are implemented, including improved public transport links and pedestrian safety upgrades.
b. Height and Scale
- Buildings up to 14 storeys are out of character with the surrounding built form and may set an undesirable precedent.
- I recommend stepping down the height of Buildings B and C to better integrate with the existing streetscape and reduce overshadowing.
c. Environmental Impact
- The removal of mature trees and reduction in deep soil zones is concerning.
- The development should retain more existing vegetation and expand landscaped communal areas to support biodiversity and resident wellbeing.
d. Zoning and Strategic Fit
- While the Seniors SEPP allows this use, the site is zoned SP4 Enterprise, which prioritizes employment-generating uses.
- I encourage the Department to ensure the development includes meaningful commercial or health-related uses that align with the precinct’s strategic vision.
- These are strata units with no additional assistance for residents to transition to further care if required. The inclusion of a 20-bed residential care facility is no where near large enough for the potentially 1000's of seniors living in the full Le Jardin complex requiring additional care over the next 20+ years.

4. Suggestions
To improve the proposal, I recommend:
- Improving vehicular access
- Reducing the height of the tallest buildings
- Increasing the 20-bed residential aged care facility
- Enhancing pedestrian connectivity to the future town centre and hospital

We support Seniors Housing Development on 1 and 3 Skyline Place, provided that it has a similar scale, bulk and FSR to the approved apartments developments at 5 and 7 Skyline Place.
