Angus Place employs 300 workers and it supplies coal for electricity generation with minimal impact on local people and environment. The employees from Angus Place spend their wages in the local businesses and community keeping other people employed. Centennial Coal sponsor many local sporting clubs and their employees donate to many charities and organisations. I am 110 percent in favour of the Angus place project!

This mining project and hopefully future operations will substantially help the local Lithgow and surrounding areas keep a healthy and strong economy. With the power station so close by the proposed workings, the need for transporting coal to the Delta power house should also have an ease of logistics and a very minor impact on the surrounding environment.

The project will continue employment in the Lithgow region by providing jobs that will be transferred from Springvale mine which is coming to an end of its mining life, to Angus Place. Angus Place already exists and has extensive infrastructure already in place from when the mine went into care and maintenance. Water issues have been resolved and coal will be transported underground through the Springvale mine negating truck movements. Mt Piper power station is the most modern coal fired power plant in NSW and has an operating life to at least 2040. There is a lot at stake here in regards to Power security for NSW, jobs for power workers and coal miners and the sustainability of the local economy and the community itself. The flow on effect if the submission is rejected would be devastating for the community and the future power needs of the State. The local community has suffered enough through Drought, bushfires, covid-19 and now the possible rejection of a sensible project application that would give the LGA a much needed boost.

I fully support the proposed extension of Angus Place Colliery. My family works in the mining Industry and in particular for Angus Place prior to it being placed on Care and Maintenance in 2014. Our local area needs the hope that the mining industry will continue to have a future for the sake of local jobs and the benefit of the community. If this extension goes ahead it would also secure my employment within the local community for the long-term. I work in injury management for the local coal mines and our business took a significant hit when Angus Place was put on care and maintenance. Springvale Colliery only has a short term predicted life span which will mean that 400+ local employees will be out of work and if the Angus Place extension is approved it provides job security.

State Significant Project – Angus Place Mine Extension (SSD 5602 - Amendment Exhibition)
I request that the Department of Planning, Industry and Environment (the DoPIE) recommend
refusal of consent, as Centennial Coal has not modified the Angus Place mine extension proposal to
adequately protect nationally endangered swamps and has sought to grandfather its consent until
2053, preventing future necessary adaption of the energy sector to address the growing climate
emergency.
Only one Aboriginal heritage site was identified, and not even ground-truthed. This suggests there has been almost no consideration or effort placed in considering the effects of this proposal has on the rich Aboriginal heritage in the area.
Mining projects continually overstate the employment benefits for the region both short and long-term. The benefits of protected environmental, heritage, tourism benefits of not mining the area are understated or ignored.
Government departments are historically reluctant to prosecute these types of company for breaches of their approvals. Bonds held are typically not large enough for remediation for either accidents or mine closures.
The cost of water use and pollution are underestimated. They do not take into consideration increasing values of surface and ground water.
As a result:
- I oppose the mine extension as it will fracture the sandstone strata supporting the nationally
endangered swamps.
- I request that if any consent is issued, then it must be reviewed every 5 years with a
possibility of cancellation from 2025, and proposing to grandfather the Angus Place mine
consent until 2053 ignores the growing climate catastrophe by locking in coal-fired electric
power.
- Please require Centennial Coal to revise this amended proposal to prevent damage to
spectacular Birds Rock, Wolgan River, Carne Creek, pagodas, cliffs and the nationally
endangered swamps in the 2,000 hectare Study Area.
- Centennial Coal must not be allowed to further replicate the damage it has already caused
to nationally threatened upland swamps on the Newnes Plateau.
- To ensure this significant central part of the Gardens of Stone reserve proposal, minilongwall mining methods should be applied instead of the intensive longwall mining
proposed.
- The excessive clearing of 50 hectares of public forest for an additional roads, ventilation and
pumping facilities must be reduced and all facilities located away from sensitive areas.
- Wolgan Falls must not run dry - the proposed longall mining panels must be shortened by
hundreds of metres along the Wolgan River side of the Study Area to prevent river water
losses due to far field impacts associated with the extensive Wolgan Lineament Field.
- Pristine Carne Creek, and its waters that flow through the Greater Blue Mountains World
Heritage Area and past the Wolgan Valley resort must not be contaminated with iron and
manganese released or suffer reduced flows due to fracturing of surface rocks.
- In the seven years since Centennial’s consultants identified the need for targeted surveys of
nationally endangered plants, the company failed to undertake these searches. Lithgow
Environment Group has in that time identified many sites within the proposal where these
Federally listed plants occur, highlighting the weakness of the company’s environmental
assessment.
- Due to the extent of mining impacts and duration of approval being sought, the amended
Angus Place mine extension proposal must be subject to an Independent Planning
Commission hearing, review and determination process.
I have not made political donations or gifts totalling $1,000 or more in the last two years.

The coal industry in our town is huge employer of our local population. We need Angus Place to be able to continue to secure the future employment for our miners.
A massive piece of Lithgow’s ecomony is from the wages spent in this town by coal miners, who are always generous to a fault when it comes to supporting local charities, sporting teams and anyone with a genuine need for help and support.

Objection to the Angus Place Mine Extension (SSD 5602 - Amendment Exhibition)
I request that the Department of Planning, Industry and Environment (the DoPIE) recommend refusal of consent, as Centennial Coal has not demonstrated that it is fit to manage this area of high beauty and conservation values. This area should be included in the Greater Blue Mountains World Heritage Area.
- I oppose the mine extension as it will fracture the sandstone strata supporting the nationally endangered swamps.
- The proposal to offset upland swamps damaged by coal mining is not acceptable, full protection should be given to this irreplaceable national heritage. Money does not compensate for the loss. Coal mining has destroyed over half the swamps on Newnes Plateau and this proposed Angus Pace mine extension will ruin many of the last undamaged national heritage listed swamps there.
- Centennial Coal Company Limited is a wholly owned subsidiary of Banpu Public Company Limited, a Thailand-based mining and energy company. Centennial Coal does not take enough care of the Australian environment. It should not be allowed to further endanger our precious water resources, landscape, plants and animals.
- Centennial Coal massively increased emissions from two mines with no penalty between 2016-18. This was legal under our current national government framework but is morally repugnant. Australia needs to limit its emissions under the Paris Treaty to stop catastrophic global warming above 1.5 degrees. The governments of the world have been informed by the IPCC accredited climate scientists that we must turn this around in the next decade. This 2000-hectare mining proposal seeks to lock NSW into mining/burning coal for another 33 years until 2053.
- Coal mining will eventually stop but the local environment of this area will be irrevocably damaged. We will lose the income from tourism this area could generate. We must protect the cultural and natural heritage assets of the Gardens of Stone region upon which future tourism rests.
- It is Centennial Coal’s Clarence Colliery that has discharged 19Ml/day of toxic mine effluent from the mine for the last 30 years. This has severely affected the World Heritage listed Wollangambe River. In 2017 the Land and Environment Court handed down a million-dollar fine to Centennial Coal for its coal fines pollution of a 10KM reach of the Wollangambe River in Greater Blue Mountains World Heritage Area. This company does not take stewardship of the Blue Mountains environment seriously. They should not be allowed to ruin an important part of Australia’s natural heritage.
- The Wolgan Falls must not run dry. Centennial Coal cannot guarantee this.
- The exceptional rock formations of the Gardens of Stone took millions of years to form. They are delicate and likely to fracture; Centennial Coal cannot guarantee to preserve these formations.
- Carne Creek is currently in a pristine state, and its waters that flow through the Greater Blue Mountains World Heritage Area are of the highest standard. Centennial Coal cannot guarantee this area will not be affected adversely.
- In the seven years since Centennial’s consultants identified the need for targeted surveys of four nationally endangered plants, the company failed to undertake these searches. Lithgow Environment Group has in that time identified many sites where these Federally listed plants occur within the proposal. This again highlights the weakness of the company’s environmental assessment.
For all the above reasons, the amended mine extension proposal must be refused.

For a delicate and beautiful area like the Gardens of Stone region, I strongly object to the proposed coal-powered generator using coal from the extended Angus Place Mine. The coal mining has already affected the swamp at Newnes Plateau and MUST not be allowed to extend. Please protect the beauty of the area and the flora and fauna as well.
