FRNSW have reviewed the documentation that was provided in support of the development and provide the following comments and recommendations for consideration:
• FRNSW are satisfied with the risk and hazard aspect of the proposal.
• That a comprehensive Emergency Response Plan (ERP) is developed for the site.
• That the ERP specifically addresses foreseeable on-site and off-site fire events and other emergency incidents or potential hazmat incidents.
• That the ERP details the appropriate risk control measures that would need to be implemented to safely mitigate potential risks to the health and safety of firefighters and other first responders.
Such measures will include the level of personal protective clothing required to be worn, the minimum level of respiratory protection required, decontamination procedures to be instigated and minimum evacuation zone distances.
• Other risk control measures that may need to be implemented in a fire emergency (due to any unique hazards specific to the site) should also be included in the ERP.
• That two copies of the ERP (detailed in recommendation 1 above) be stored in a prominent ‘Emergency Information Cabinet’ located in a position directly adjacent to the site’s main entry point/s.
• Once constructed and prior to operation, that the operator of the facility contacts the relevant local emergency management committee (LEMC). The LEMC is a committee established by Section 28 of the State Emergency and Rescue Management Act 1989. LEMCs are required to be established so that emergency services organisations and other government and non-government agencies can proactively develop comprehensive inter agency local emergency procedures for significant hazardous sites within their local government area. The contact details of members of the LEMC can be obtained from the relevant local council.
• FRNSW notes that a number of performance solutions are identified in the BCA report (prepared by Blackett Maguire + Goldsmith, 22nd September, 2020). The identified performance solutions are required to be addressed and approved through consultation with FRNSW and the submission of a fire engineering brief questionnaire (FEBQ).

As such I am concerned that no visual or solar impact assessment has been made for our buildings (34 and 38 Chalmers st are residential buildings).
We stand right across the railway from the proposed 40 storey towers the height and bulk of which, will no doubt impact our enjoyment of the afternoon sun (the only time we get sunlight) and be visually obtrusive.
While the Atlassian tower on its own, might not create too much of an issue, the assessments should should be made for the impact from the entire project.
As the projected view from Prince Alfred Park shows, we will be looking at a massive wall of 3 towers with minimal space between them when the Fraser Dexus buildings are added to the picture.
That is of course less than an idyllic view from all directions.
Moreover, I really believe that the area could have been redeveloped with much more regard for the heritage buildings around and more imagination.
Of course it's just about money so skyscrapers are all the go whether suitable or not. They will ruin an area that could have retained so much character with wholistic planning rather than ad hoc unsollicited development proposals..
There is no planning here...
Now that there is a 4th tower in the works (Toga above the Adina Hotel) , the impact on the lovely heritage buildings will be worse than one can picture.
The white shadows on the assessment photos hardly show the reality
I also do not see such a great need for more office space, hotel rooms and or retail space in the area in a city already full of those with many vacant and for lease.
A missed opportunity by Planning NSW and City Council alike to make the Southern end of the CBD a more open, light filled, pedestrian friendly, character full area working to enhance what is already there rather than dwarf and disrespect it.
