Please very carefully consider this request to put one hundred families on this block of land. That means at least another one hundred cars in South West Rocks. It is not normal holiday period at the moment but quite regularly I have gone down the street to collect my mail, driven around the streets and come back home again without my mail because I cannot find a parking space. Every time there is more land made available, all the trees are taken down. Why? We are becoming an ugly, treeless place to live. Why? What is happening to our little country village? South West Rocks does not have the infrastructure to support another 100 residences. Not even our shopping centre can support it. Thank you for listening. Please consider the size of our town, the infrastructure and the number of people that are put in it.

I reside at 91 Arakoon Rd South West Rocks. I have a water line and council water meter installed on the property subject of this application. This meter is at the end of Racemosa Circuit on the area marked DS72 or DS73, running through the properties DS92, DS93, DS94, DS95, DS96,DS97 and the machinery shed. The project, if approved, would mean that both myself and council will lose access to my water meter and it is likely the whole line would be dug up and destroyed. This would leave my property (bushfire flame zone) without water. I believe that my neighbour at 93 Arakoon Rd will have a similar problem. If the project is approved not only will I lose access to town water, my family will have no egress available to use to the west from bushfire threats from the adjoining national park as there will be a fence and significant drop (6m) between my property and this development.

To be clear, we do not object to the project but wish for consideration for an appropriate water line and accessible meter for my property and for 93 Arakoon Road to be provided as part of the development. This will ensure that we can have access to water to defend ourselves and indeed the new development from bushfire.

This project proposes to build 101 tiny residences jam packed into a small area in a coastal town that will not be able to cope with the potential influx of 200+ people. The current infrastructure is simply not adequate enough - road maintenance, parking availability, doctor and medical services, water supply, sewage system, power supply etc. During emergency situations like flooding and bushfire there is only one road into and out of the town. Major medical services are only available at Kempsey (local hospital) and Port Macquarie (regional hospital). Twice this year South West Rocks has been isolated from the outside world by flooding meaning the supermarkets ran out of staples like milk and bread. Also recently we experienced a power outage lasting between two and five days within the town. The proposed design does not seem adequate in the event of evacuation of potentially 200+ vehicles in the case of an emergency like fire, particularly bushfires given the close proximity of bushland behind the site. Leave South West Rocks alone. We don’t need and cannot accommodate more people moving here.

I own 3 Tallowwood place, South west rocks.
I am writing to express my concerns regarding the increasing number of dual-dwelling housing developments being proposed or approved in areas predominantly zoned for single-dwelling residential use, particularly in rural settings.
This area has traditionally consisted of single homes on larger lots, which provide residents with a high degree of privacy, space, and a strong rural character. The introduction of dual dwellings in such environments raises several concerns:
Loss of Privacy: The close proximity of additional dwellings increases the likelihood of overlooking into neighbouring properties, which significantly reduces the privacy that residents in rural areas expect and value.
Character of the Area: Dual occupancies can alter the visual and social character of the neighbourhood, shifting it away from its rural identity and toward a more urban or high-density feel.
Infrastructure Limitations: Many rural areas lack the infrastructure to support increased density, including adequate road systems, stormwater management, and waste services.
Traffic and Parking Issues: More dwellings often result in increased vehicle numbers, leading to congestion and potential safety issues on roads that were not designed for higher traffic volumes.
Environmental Impact: Intensifying development may negatively affect local ecosystems, especially in areas with native vegetation or wildlife corridors.
I respectfully request that Council carefully consider these impacts when assessing future development applications in rural or low-density residential areas. I also urge the implementation of stricter planning controls to ensure any new developments align with the established character and capacity of the area.

My wife and I own the 8000 sq metre lot to the North of the proposed development. We bought that lot over 20 years ago and intend to develop it in due course into between approximately ten housing lots. Our lot has an existing access to Gregory Street on the southern end of our lot.
The Broadlands development has a proposed access to Gregory Street at the Northern end of its lot.
The existence of two accesses that are contiguous i.e. the as designed access and the existing access from our lot will make entry to Gregory unsafe from both lots.
The as-designed access to Gregory Street from the proposed development needs to move further south to avoid the increased risk of accidents.

I support the development here and is sustainable. I would please ask as this is an over-50's development, public and active transport infrastructure is incorporated as part of this development. For instance, the developers could fund the costs of upgraded footpaths and cycle lanes along Gregory Street. Bus shelters and appropriate signage should also be considered to allow residents to access services without the use of a private vehicle as public transport improves in the area. This would also improve the overall frontage of the area as well.

It seems that the NSW government and the Planning and Environment department is not listening to the voices of concern over the extensive amount of development that is currently either underway or in the planning stages in South West Rocks.
Broadlands is yet another example of an increase in housing and population. 101 residential dwellings 26 car spaces seem to be unbalanced and with the high cost of real estate in the area it is doubtful that this development would fall into the affordable housing bracket. There are no environmental corridors to care for native wildlife, most noticeably our infrastructure has not changed to keep up with the increase in population
We still have only 1 road in and out of town often isolating the town for extended periods
1 major and 1 independent supermarket to service the community
1 primary school
1 Childcare center
Doctors and allied health providers books are often closed to new patients
Crime rate has increased due to no permanent police presence
Parks and outdoor entertainment areas insufficient to accommodate existing population
Water and sewerage supply/capacity has not increased

We are not anti-development however I don't believe that this development represents our town, or our community we should be looking at protecting our flora and fauna and that the necessary infrastructure should keep up with the increase in population.

I put forward the following points:
1. The developer states there will be little impact on Tallowwood Place with only service vehicles entering via Racemosa Circuit. This is incorrect as a site with this many residences will have numerous contarctors in commercial vehicles accessing the site at all times of day. This will dramatically affext Tallowwood Place which is a quiet suburban street. It is naive to expect residences will not end up using this acces point. It is not only and access poaint but egress as well. It likely at least to increase traffic flow in Tallowwod Place by a minimum of 50+ movements a day.
2. The 2 storey residences along the souther boundary will negatively impact the lifestyle and value of the houses in Tallowwood Place. They will probably be shaded at times, night time light polution, noise and a lack of privacy in backyards that may have pools and alfresco living and entertaing areas. I feel many of these owners in Tallowwod Place would be reluctant to speak up due to age and lack of computer skills.
3. The Pickle Ball court hase obviusly been located on the flatest pieceof land. This abuts a house in Tallowwood Place. It would be a nightmare for the residents in this and the adjoing house. Noise and light pollution.
4. The dog off leash area is ridiculus small. In this town many people have dogs and say only 1/3 of the people had a pet dog how will this small area cope withh over 30 dogs. Who is going to make sure the site is always clean
5. There is not enough parking available on site. In this town may households have 2 cars (1 often being a 4 wheel drive), a caravan and or boat. There is inadequate visitor parking. People will end up parking in Tallowwood Place and entering the site via Racemosa Circuit. They will also attemp to park caravans and boats in these streets as well as their second car.
6. There is not enough essential services to cater to the residents in this development. The doctors in South West Rocks have closed their books to new patients thus forcing people to travell to Kempsey, Port MacQaurrie of Coffs Harbour for medical treatment. This is tourist town and the population swells dramatically during holiday seasons, explain that to a puchaser who inspects and purchases during a quite time.
7. One of the charms of South West Rocks, especially this area, is the native wildlife. One often finds a kangaroo or wallaby on their front lawn. There is a diversity of bird life. This development will drive them away.
8. The evening light pollution is another concern.
9. The proposed density and block size is far to small, the internal site roads to narrow.
10. Iam not against some development on this site but this proposed development will add nothing to our beautiful seaside town but an ugly entrance, a scar on the landscape

New developments continue to be approved in this area will no regard to the impact that it is having on the local infrastructure. As an existing resident we are feeling the impact to services that are already struggling with the existing demand like parking, medical, traffic etc

The community infrastructure does not support significant developments such as this. The existing services such sewage, water and medical services are struggling currently and until these matters are addressed there is no room for expansion. Added to this is another significant development (Rise dev.) yet to be completed of 287 apartments, 526 car parks and 1000 residents!…This type of concentrated development is not desired or needed in this area.

I object based on the grounds of two reasons - we live in this community the roads are not adequate for this type of influx of people. We also have waited 6 yrs to get in a GP therefore this type of growth would leave many people with no close medical care. In addition the local hospital in Kempsey could not accommodate the growth of this each. Also we are concerned about the lack of schooling as the one public school here is already over their numbers with no room to expand . We are at our most capacity already . Please don’t do this / we will end up waiting so long to come out on the road to simply drive to town - making this small town a big city in a large jump - for example 110 houses most houses have two cars that makes 220 extra cars on the pot whole one way in and one way out small town.

We have recently moved to retire in SWR. We believe that this will devalue our property immensely. The proposed site is on the main road into our beautiful town, not a great site for all holidays makers either.

I am a current property owner in South West Rocks, where most of my family also lives. I intend to retire there and so my family and I have strong reasons to be knowledgeable and care about the local area. We are not in support of the scale and bulk of this project. It is far too dense in dwellings, with too little green space, for the area. It is completely out of keeping with what people want when they move to the area. As you are aware there is one road into South West Rocks (unless you take the long way down Arakoon Road and back into town - note that this road has recently been closed due to recent storms and is also affected by bushfires). Therefore for access to the town and especially if fire affected, the scale of this development is high risk for all residents current and future. Of course during floods, which are becoming more and more frequent, all roads out of South West Rocks are cut off and so services need to be considered in this regard. Regarding access to services - it is currently not possible for new residents to get into a local doctor, the waiting lists are long and the wait for those already on the books who need an appointment can be long too. We do not have the services in place for a population increase of this magnitude. Regarding the parking in the DA, the number of spaces compared to the number of residences is clearly completely inadequate. Finally, to go back to the insufficient green space, this needs increasing and also the planting needs amendment. Local birdlife, for example, currently a large attraction for partof the tourist economy that local businesses rely on, has been badly affected by the clearing done on this site and loss of tree hollows for example for Eastern Barn Owls and nests of Dollar Birds. This site is close to the internationally recognized Boyters Lane Wetlands and Teal Lagoon Reserve. Australian native birdlife is under immense pressure from clearing of habitat and other threats with threatened and vulnerable species increasing every year. Therefore any planting scheme for new projects such as this must aim to compensate as far as possible with local native plantings from trees to shrubs to ground cover, in order to protect our natural assets.

Currently South West Rocks does have the infrastructure to support another over 55s facility. With an ageing population the current services such as Drs, nursing home, dental services, physio and podiatrist are fully booked with Doctors not taking on meeting patients.
Water is a major issue with the neighbouring development from Tallowood and Racemosa Circuit. I believe this would cause greater water issues to homes on Gregory Street around Lindsay Noonan Drive.
We do not have a permanent police presence protect and patrol the businesses and homes that we currently have.
Whilst development is imperative to the growth of South West Rocks, we currently do not have the resources and infrastructure to serve the community as it stands.

The project is moon scaping land and replacing with high density houses not taking into account the requirement for substantial native planting to ensure a balanced eco system to support all bird life, not just attracting the ever growing invasive Common Mynas and other Natives urban adapting species that grow in unchecked and unnatural population growth eg Noisy Minors. Balanced multi level native planting is the only way to ensure an area doesn't become a diverse Native bird dead zone. It's position so close to internationally recognised Boyters Lane Wetlands and Teal Lagoon Reserve area should dictate supportive and ecological sensitivity to residential and plots and associated public spaces.

The Driveway access to the property is inadequate. Example:- When there are cars parked in Gregory Street On-street parking at the medical centre there will be major queuing in both directions. There needs to be as slip lane on the Eastern side of Gregory Street to allow stream traffic to entry and exit the Property without blocking Gregory Street. There will be circa 100 Vehicle's entering per day and with the Medical centre parking this will be a bottle neck.
