My main reason for objecting to this redevelopment is the impact it will have on road safety and parking for myself and many of my Parthenia Street neighbours. During Summer my street is dangerous enough with the amount of boat trailers travelling towards Wally's Wharf. With an extra 53 berths, Parthenia Street will have many extra cars parked on both sides of the road effectively turning it into a single carriageway, which would be dangerous considering the volume of traffic that uses the street. I have read in your submission that in Jan 2001 (when people are on holidays) the street was considered wide enough to have cars parked each side and still have a free lane in each direction. That was 10 years ago and is certainly not the case now especially with the size of the trailer boats which frequently use the road in Summer.
The 9 or so parking spaces which are currently supplied by the marina is already grossly inadequate, let alone finding parking for a further 53 berths.
There is a gymnasium onsite which has already added to street congestion.
As for the congestion on the water. It is already difficult to manoeuvre around the boats that are in the marina let alone with 53 more boats , who will be polluting the pristine waters of the small waterway that is Dolans Bay. Have they submitted an adequate proposal for the pollution that the extra boat exhaust wastes will cause?

I wish to strongly object to this proposal. I have lived in 'the Shire' for all but 5 of my 67 years and am passionate about over development.

I regularly visit a friend in close proximity to the Dolans Bay marina and am continually frustrated at the parking problem in the street. Poor visibility and speeding traffic make the location a danger spot. In my opinion, the site is already over developed.

How much more development can Dolans Bay take? I spend a lot of time on the water in this area and believe that it is already developed to full capacity. Further development of this site will impact on the environment and destroy the area for recreational use. It will also be an 'eye sore' and create even worse noise pollution.

I would like to strongly object to this proposal. I have lived in the area for over 5 years and my 2 children regularly use Dolans Bay to fish, swim and kayak. Already we have noticed the decrease in water quality and increased polution, adding a further 53 berths to the marina would just accelerate this situation. Also the size and proposed location on the berths would creat a barrier to the natural tidal flow of the bay and again adversly effect the corner of the bay which has already started to become a mud bank not sand.
My additional concern is the traffic flow and parking problems that will be caused in Parthenia st. Already the kink in the road where the entrance to the marina is located is alreay very dangerous with people parking contrary to parking signs. Adding many more cars to this situation will only make it more dangerous. Dolans Bay is only a very small waterway I Do do not agree that on company has the right to monopolise the comercial and recreational use on the bay. I totally object to the expansion of the marina for several reasons
1. The expansion is for no other reason than for financial gain. We don’t need it, nor do we want it. Of a weekend in the summer we can not park out the front of our home and have to park in the side street. The street is narrow and two cars cannot pass at the same time. The marina is not proposing to add any additional car spaces which will make the street even more of a hazard. It is already unsafe for our children to cross.
2. They waterway will be destroyed. The pollution and noise is totally unacceptable. Parthenia street is already a place where in summer under age child gather to drink alcohol we do not need or want more people gathering in Parthenia Street. The marina will be open 24/7 and they noise from the boat owners and there guests is unwanted.
3. We have given up trying to launch our boat off Wally Whalf as there is no parking and therefore are selling our boat. Building the Marina will make this even harder for the average working class person to get out with there family and enjoy the bay.
There is not one good reason for this to go ahead and I therefore submit my total objection to this project for myself, our family, for our children and their children. Lets try to protect what little natural beauty we have left. Where dose greed end and common sense commence. Thank you

I am objecting to the proposal of the Dolans Bay Expansion for the following reasons:
1. Significant increase of noise level within Dolans Bay. The bay is small and the noise has an amphi-theatre effect, especially on weekends when people party until late into the night on their boats.
2. No additional off street parking is proposed and it is already at breaking point during the summer months. Cars park that close the our driveway that it is often difficult and very dangerous ( I live close to the blind narrow corner with limited visibility) to get in and out of our driveway.
3. The water quality and marine life will be affected by the increased activity of boats and people. There is no sewerage pump facility at the marina for boat sewerage waste at the moment - how is this going to be managed with even more boats?
4. We chose to live in Dolans Bay for the tranquility and natural bushland surrounds of the area. Week days are peaceful and quiet, but weekends in summer months at the moment are awful to say the least. With an increase of over 280% of boats it will be horrendous.

THE EXISTING MARINA,S ENVIROMENTAL COMPLIANCE HAS BEEN POOR WITH LEGAL ACTION BY COUNCIL FOR ENVIROMENTAL ISSUES THIS PLACES A QUETIONMARK

Hello,

As a former resident I am amazed that the council / government would even consider such a disastrous developmental proposal.

The proposed marina expansion would take-over a quite bay undoubtedly causing significant noise, heavily increased boat traffic and substantially restricting access to private waterfront facilities.

That I can see from the proposal there is no comment of increased off-street parking which is already an issue for local residents with the existing marina size.

I would also think it clear that the ecology and marine life of the bay would be detrimentally affected by the increased human activity and pollution caused by the increase of boats and their associated activities (servicing, slipway access & traffic).

I look forward to hearing common-sense has prevailed and that this proposal has been rejected.

I strongly object to this proposal.

I have grown up on Dolans Bay and like all residents, I strongly feel that this development simply should not and cannot go ahead on a number of grounds outlined below.

It is my strong feeling that the consideration of this proposal under the Part 3A legislation is not the result of due process but is an unfortunate legacy of the previous state government who were clearly corrupt, as evidenced by recent revelations and investigations.

Furthermore, I am a professional landscape architect, familiar with visual impact assessment and environmental impact assessment. The below is both my personal and professional opinion.

I oppose the development proposal on the grounds that it is not in keeping with the character & charm of the bay, nor the wishes of the vast majority of local residents.

The area is a quiet residential area and a sensitive marine environment. The bay is currently enjoyed by visitors and residents for PASSIVE pursuits such as swimming, boating, kayaking and fishing.

Increased numbers of boats moving in and out of the marina, boat wash, parking and congestion issues and increased noise would compromise the current uses and are all reasons why this development cannot be approved.

Many of the documents provided online are poor reproductions and are very unclear.

The swing moorings and current configuration of the bay are of immense visual, aesthetic and heritage value. These would obviously be obliterated should development approval be granted by the NSW state government.

An approval would be disastrous for current & future generations of bay users and residents and I plead with the State Planning Minister to consider the overwhelming tide of resident objection within the electorate, to overturn the ridiculous decisions of the previous state government and to emphatically reject this proposal.

I DO NOT SUPPORT THE PROPOSED MARINA DEVELOPMENT.

Mooring Loss: I am currently on the waiting list for a mooring in Dolans Bay, number [withheld] last time I checked. Although I am not ready for a mooring at this time with less available the wait will be much greater. I am not in the market for a fixed berth due to the cost. Its not a business case that a long waiting list for moorings means that a spot in the marina will be an option for most people. This is the key point that the marina owner is using to try and sell his extension.

Pollution and Noise: All boats take water and operate automatic bilge pumps, thus pollute the water, more boats equal more pollution

Loss of Amenity: Dolans Bay is a public area, owned by the people and should not be dominated by the greed and for profit motive of an individual. This extension will not benefit the community of Dolans Bay; it will limit the Bays use to the paying customer and to the profit of the Marina owners.

Parking: Parking is a clear issue and is not adequate for the extension.

Like all owners in with extensive views of Dolans Bay I have paid a large amount of money to have such a quiet and peaceful outlook. Dolans Bay is already at its maximum capacity, more marina and boats will destroy is unique and quiet appeal.

This proposal is in my view is based on greed and self interest with no regard at all for the residents of Dolans Bay.

I believe it would be ridiculous to approve this massive marina expansion in such a small bay. It would totally dominate the bay and ruin the area and the bay views for those residences around the bay. We would no longer have water views, just marina views.

Also, the disruption to the neighborhood would be most objectionable. The noise echoes around this bay as it is steep sided, and the large cruisers that the marina attracts already disrupt the peace for surrounding residences. Let's not allow it to almost double the population of these craft. Swing moorings generally accommodate smaller and quieter craft.

Many of the swing moorings are currently accessed from the public Whalleys Wharf area. Additional marina berths will swamp the surrounding residential area with vehicles and traffic. It is incomprehensible to propose such an expansion with no additional parking availability.

On a Logistics level,
where are all the boat owners and their guests going to park as parthenia road is at best a very dangerously over crowded road with parked vehicles, especially on the corner where the marina entrance is. From what i can see their has been no allowance for parking in the submission.

On an asthetics level,
This is an already over crowded bay of parked boats, a significant increase in noise and visual impact, "no we dont want this Marina extension".

On an enviromental level,
Locally the bay used to be called "crystal bay" due to the clarity of the water and sparkling white sand, but progressively over the years up the end of the bay since the last expansion to 25 odd boats the mariina has continued to silt up and with the added run off from streets and slip way work it now resembles a dirty muddy sand area - no longer crystal.

We have major concerns with the proposed significant expansion of marina facilities at Dolans Bay Marina, particularly given that the proposal makes no provision for any additional off-street parking. Parthenia St already experiences significant traffic despite being located some distance from the busier areas of Caringbah (including traffic to/from and parking for Wally's Wharf located around the corner at the end of Port Hacking Rd).

The proposed expansion will only increase both the traffic and the number of cars parking in and around Parthenia St. This of course will have a significant impact on the ability of residents to safely access their properties and the street in general.

The proposal will also result in significantly increased traffic in the bay itself, resulting in extra noise, limiting access to the bay for public use and I would assume have some environmental impact on the bay.

I am strongly in opposition to the proposed expansion of the Dolans Bay marina.

It is a complete overdevelopment of the open public space that the water provides. I find it unbelieveable that a development such as this with such big environmental and social impacts can even be considered. The scale of the development is massive and disproportionate to the bay. The carrying capacity has already been reached and to add this expansion will be devastating for the environment and for the local community.

It will have HUGE visual impacts for the residents and visitors of Dolans Bay. It is a parking lot for boats and the reduced visual amenity will be significant. This is completely downplayed in the Environmental Assessment. It will be huge and unsightly.

Extra boats will be noisy. Extra traffic will be a hazard for those wishing to paddle around peacefully in a kayak. The mudflats at the end of the bay will become inaccessible from the bay. I used to paddle over there when I was a child visiting my grandparents. It is so sad that if this development is approved my children will not be able to do this. How can a private development with such massive negative impacts to the broader community be justified? It simply can't.

Extra boats will mean more water contaminants such as oil and fuel. This will reduce water quality and in turn impact the flora and fauna of the bay. The construction would also have big impacts on water quality. Water quality is already diminished. You simply don't find the diversity of marine life there that my mother describes when she was a child. She used to collect oysters from the rocks to eat but this can't happen anymore because of overdevelopment and the poor water quality. The government needs to draw the line somewhere and say no to this proposal.

The EA has so many things stated as fact that are simply not true. I strongly disagree with the statement on page 3 that the proposal is 'compatible with surrounding land uses and will not have any significant adverse environmental impacts'. It is not compatible to have a development on that scale in a bay the size of Dolans Bay. Visual and recreational amenity and the natural environment will be degraded for future generations. On page 17 there is a statement that the development will improve environmental protection because 22 existing moorings will be relinquished is absolutely ridiculous. The net cost to the environment through soil and water disturbance, noise and traffic is huge.

Another serious problem is with street parking which is already inadequate. This will be exacerbated to the detriment of the local neighbourhood. The price that residents will have to pay for this development in terms of negative impacts to their lives is just too high.

There are so many reasons why this development is so wrong for this location. It should not be approved.

I object to this project proposal for the following reasons

* At present this road is extremely dangerous to get up and down, due to it is the local bus route and the carriageway is too narrow for two cars to pass when there is a stationary car parked beside the carriageway.

*The marina is located on a blind, sharp corner and there is only 4 car spaces on that side of the road for clients using the marina for boating, gym, cafe & boat maintenance. How can this marina expand when it already does not meet the council parking requirements?

*How does this marina meet the already environmental requirements in pollutng the bay now and in the future? It has been brought to my attention that the slipway does not meet EBA standards with boats being slipped and the pollutants not pumped away, but left to be washed into the Bay at high tide.

* Dolans Bay is not the property of one greedy family to take over and only for the rich to enjoy. Many locals and people in the shire enjoy riding their kayaks around the waterways will not be able to do this in Dolans Bay if this marina is passed.

*The marine life will be damaged by polluting fuel and bilge pumps continually going creating If there is a fire on one of these boats how do they propose to put it out or contain it? pollution in the bay.

* A few years ago a boat shed went up in Dolans Bay and the boat shed burnt down as the fire brigade had great difficulty getting to it as there was no road access. What is the fire plan for this marina?

Sea grasses
Over the course of several decades there has been a decline in seagrasses in Port Hacking generally. This has especially included Poseidonia.
With respect to Dolans Bay specifically, there has been a decline over the last 12 months in the abundance of the predominant Zostera (and Poseidonia which occurs there in smaller numbers).
This loss is unexplained.
The placement of the extension of the marina may militate against repopulation, particularly if pollutants and or interference with current flows/tidal circulation within the bay are a consequence of the extension.

Exposure and Demand
The proposed extension presents itself as fully exposed to the South-East. It is from this direction that the worst gales have occurred. At the point of the Eastern arm of the proposal, there is a substantial fetch.
First, this will place the East-facing berths in the full face of winds in the South-East, North-east quadrant, and therefore make them difficult to use, and/or place the vessels and the berthing structures under stress.
Nothwithstanding the capacity of the engineering to withstand South-East gales,
the expectation with marinas is their calm, protected environment. This exposure hardly adds to the attraction of these berths.

I strongly object to the proposed expansion of the Dolans Bay Marina (Marina) for the following reasons:
Pollution of Dolans Bay (Bay) by Marina activities
• For the past ten years, the Marina has been polluting the Bay with oil on water and sludge due to Marina activities. Previously, the water in the Bay used to be clean for swimming but is now often putrid and unsuitable for swimming due to the brown oily slick in the water emanating from the Marina.
• The Marina produces significant water pollution which is not easily dispersed because the physical attributes of the area are such that there is no tidal flow to flush the pollution produced by the Marina. Additionally, the Marina often produces chemical smells, offensive to other residents and users of the Bay.
• With the expanded Marina proposed, there will be no facilities provided for sewage pump out – this almost guarantees an even grosser pollution of the water should the Marina expansion proceed.
• This pollution has an unacceptably detrimental impact on leisure and marine life on the Bay.
Traffic
• The increased activity on Dolans Bay by reason of the Marina’s activities has long encroached upon the enjoyment of the Bay by other users. This expansion will near on exclude all historical users of the Bay.
• The Bay is a playground for children and others. With the increase in Marina traffic, children and others are no longer safe. This increased traffic due to the Marina, current size and expanded, represents a huge safety risk. Swimmers, kayakers and others, including the rowboats of kids and local children on the Bay, will no longer be safe given the increased boat traffic volume.
• Traffic in the street is already dangerous just with the number of users of the current Marina. This small local street cannot support increased parking and traffic.
Marina size is completely out of proportion to Bay’s dimensions
• Marina at its current size is already oversized given small proportions of Dolans Bay.
• Many residents of the Bay have lived there for a significant number of years with the reasonable expectation that the size of the Marina would remain proportionate to the dimensions of the Bay. First, an expansion from 20 to 29 berth was approved, which already had unacceptable pollution and traffic ramifications and was oversized for the proportion of the Bay. It is ludicrous to even contemplate an 82 berth Marina in this small Bay.
• A Marina of this size will completely consume the Bay and remove all visual amenity and natural beauty.
Priority of private interest over public benefit
• The expansion of the Marina serves the interests of a few people, at the expense of the enjoyment of the many other users of the Bay.
• The Bay is a public area and should not be co-opted for the convenience and profit interests of a few individuals.
• The Marina owners have historically shown little concern to preserve the ability of other residents and users of the Bay to also enjoy it.
• Approval of this expansion proposal would show complete disregard of all other residents and users of the Bay, all in service of the private interests of but a few individuals.
Dolans Bay is beautiful and precious and it should not be destroyed.

I wish to lodge an Objection to the Proposal To Expand Dolans Bay Marina for the following reasons:

The existing marina is at the maximum size that the bay and the street (Parthenia Street) can accommodate
Parthenia Street is already difficult for passing oncoming vehicles and street parking is constant and heavy on weekends

The marina entrance is on a dangerous bend, and cars park illegally and make the situation even more dangerous.
Boat movement in Dolans Bay can already be difficult is some winds, and the clearway to the marina can become non-existent.

I object strongly to such a large part of the bay being alienated….it is the peoples’;
Approval would push low cost boating out of the bay, and may even push some out of boating;
The marina slipway and the area around it is low grade and there is nothing in the proposal to bring it up to standards;
Approval would disadvantage waterfront properties in the area

Enough is enough. This is greed at the peoples’ cost.

I object to this proposal for the following reasons:-

Water Safety
- The Department of Planning must take a warning from the tragic death of a young person yesterday swimming between boats moored off Taronga Zoo on Sydney Harbour.
- My children currently swim, paddle, row and sail in Dolans Bay. The additional large craft congestion and significant navigation obstructions will mean that swimming and use of small craft will be dangerous.
- Press reports are that the other moored vessels reduced visibility and restricted the ability of the vessel which ran over and killed the youth.
- I do not want this to happen to my children or anyone else.
Does the owner of Dolans Bay Marina?
Does the Department of Planning want this on their hands?
As a result I am vehemently opposed to the development as should anyone with a moral social conscience and a legitimate concern for the safety of others.


Road Safety
- Parthenia Street is narrow and already has high volumes of traffic, particularly in the summer months, as car access to the marina and Walley’s Wharf increases.
- The marina’s driveway access is on a blind narrow corner with limited visibility with street parked cars.
- My wife was involved in a car accident recently on Parthenia Street due to a blind corner and excessive speed of the other driver. Do we want people killed?


Road Access and Parking
- 10 parking places are currently provided at the existing marina.
- NOT ONE additional parking place is provided for this proposal. There are 53 new berths provided for in this proposal! This cannot be acceptable.
- The proposal is totally dependent on street kerbside parking which is already at a premium for neighbours own vehicle parking and marina patrons vehicles on weekends.
- Parthenia Street is a narrow single lane traffic flow street requiring drivers to juggle to pass when cars are parked on both sides of the street. Additional traffic movements create a road safety issue for users and adds to congestion.
- Visibility for residents existing driveways will be severely impacted and creates a traffic safety issue with increased traffic movements.
- Service vehicles such as fuel deliveries, marine servicing vehicles, garbage trucks will impact on noise, parking and road safety.


Scale of Marina
- I have lived on Dolans Bay prior to the current marina and am building a new home there now.
- It is a clear case of financial greed. The original marina facility was in keeping with the nature of the waterway. Over time, bit by bit, the marina size has increased to what is something that is too large as it is.
- Not withstanding this, the existing marina meets demands for boat berthing and mooring.
- The increase in size and area that the proposal will occupy of our public waterway is extreme.
- Restricts the community to use this protected pristine bay for recreational purposes.
- It is for financial gain and NOT in the interest and benefit of the public who use our waterway.
- There is nothing in this proposal to benefit the residents and community and detracts from the ambience of the bay.


Aesthetics and Ecology
- We have photos of many boats pumping out bilges as they refill (including the Coast Guard who should know better) with oil slicks behind their boats. If the department is serious about ecology and the rules it creates it will dismiss the application on this alone.
- Water quality for marine life will be impacted with the increased concentration of boats and their movement and associated exhaust pollutants and bilge waste.
- There is no sewerage pump out facility at the marina for boat sewerage waste.
- The natural tidal flow and flushing of the Bay will be impacted on by such a large structure.
- The existing marina’s past environmental compliance has been extremely poor with legal action taken by Council for slipway environmental issues. This shows the total lack of concern for our Bay and environment by the marina owners.
- Dolans Bay is a small enclosed pristine Bay. To increase the waterway area occupied in the proposal by 280% over the existing marina would totally destroy the visual ambience and serenity of the Bay.
- The marina will effectively dominate the view of this small Bay and its surrounding environment.
- The tranquil surrounds and natural bushland beauty of the Bay will be totally lost.
- Boats in a marina create a visual bulky fixed mass as opposed to vessels moving and spaced out on swing moorings.
- With the increase in the number of berth and boat activity, both street and waterfront noise generated by people visiting and using the marina will be significantly increased.
- As the marina is located in a residential area an small enclosed Bay, increased noise would impact on the Bays serenity.
- The marina can operate 24 hours/7 days a week in a residential area.

I have no problem for my objection to be made public on the Department website or to the proponent, as long as it is displayed without omission in its entirely.

I strongly object to the proposed expansion of Dolans Bay Marina from 29 to 82 berths.

The marina in it's current configuration already overwhelms the small Bay physically and visually and the proposed expansion would be extreme overdevelopment and inappropriate in it's urban context.

The proposed expansion of the marina would severely restrict the ability of the public to freely and safely use the Bay for recreational purposes due to the loss of open water and the increased traffic caused by vessels moving about the Bay. Paddle-craft can frequently be seen moving freely and easily within the bay and this would not be possible should the expansion go ahead.

Personally I have observed a severe decline in the water quality of Dolans Bay since the marina began operation. Often the water is unsuitable for swimming due to large amounts of effluent floating on the water around the marina.

I vehemently oppose further development of the Dolans Bay Marina. To authorize this absurd proposal would not only adversely affect current and future generations but also the potential of the Sutherland Shire to be known as a recreational destination in the future for the broader public.
