I am the owner of one of the units of 50 Murray Street Sydney (Darling One Harbour). I am writing to make a submission to object Harbourside Shopping Centre Redevelopment project.

My apartment is located on level 6 and currently captures unblocked water views of the Harbour from living room and two bedrooms. Please find attached photos of current views. I bought this apartment for my mother so she could enjoy her life after retirement. My mother loves sitting on the balcony and enjoying the scenic views. She was diagnosed with clinic depression five years ago and the view of this apartment has brought her lots of joy. The loss of current views will have an impact on her life.

We are also concerned about other impacts - eg privacy and noise impacts from the proposed roof top terraces at the southern end of the northern retail podium and further loss of vies from landscaping on the rooftop of the northern podium.

The proposed northern podium is excessive and inconsistent with the values of the site. The podium is an equivalent height of a 7 storey residential building and the retail space will be more than doubled under the proposal. Such a commercial space is inappropriate and unwanted in this area, particularly given the close proximity of similar spaces through the CBD and within other development proposals at Darling Harbour.

Like all development in Pyrmont Precinct, redevelopment of the Harbourside Shopping Centre should be undertaken in accordance with a unified, contemporary an d transparent system of planning controls that has developed in consultation with community.

Darling Harbour is a place for everyone to share. It is a designated tourist precinct. It is described as Sydney's great celebration space and a playground for all ages. Any development within this area must serve to enhance the tourism and public purpose values of the area.

Pyrmont Bridge is listed on the State Heritage Register and is a key feature of the Darling
Harbour area. Any development must preserve and enhance the heritage values of the bridge.
The amended proposal will still dominate Darling Harbour and significantly change and diminish
the heritage context of the bridge. It will change Darling Harbour and thus the value of our building. I bought this apartment because I appreciate the key feature of the Darling Harbour area.

I have resided at 50 Murray Street from April 2004.
I live in unit 414 which is on the eastern side of the building.
I supported the previous proposal as it provided reasonable view sharing design with the Slim Tower moved further south away from the Pyrmont Bridge and a reasonable northern podium treatment.

The new proposal is just Greedy with its bulk, size and scale it is out of context with the Bay and broader Pyromnt locality.

The New Proposal.
The Podium transition needs to mirror that approved for the Cockle Bay Development and have a roof height of 19 meters and for the tower base be set 65 meters south of the Bridge.

The Tower design should revert to that of the previous submission a slimmer pencil like structure.

Traffic is going to be very congested I suggest that an off sit warehouse be set up and all delivers including perishables be amalgamated and a hourly shuttle truck forward goods to the proposed development.

Noise is a big problem already as noise travels up. Noise mitigation needs to be considered. The communal roof top terrace will need to have strong regulation as regards operation hours, piped music etc.

This new development proposal is just the black hand of greed by the developer with it bulk, scale and size. It will transform Darling Harbour with its impact into another ugly duckling.
We have enough ordinary development with our Tomato Glasshouse (Convention Center) and Wool shed (exhibition center) and last our Hay shed (Entertainment Center)
The development should be rejected and the developer ask to submit another that shows some genius of thought and design to give Darling Harbour a special development, we need less greed and a gentler more considered approach.

Recent submission of modified development application plan SSD-7874 of Harbourside by Mirvac group have undertaken changes to the initial proposal of
Shifting the residential tower away from Pyrmont Bridge.
This tower 91 Meter away from our Apartment obstructing the view of convention Centre and beyond

Unfortunately increased 30 meter proposed height of the Podium development, blocks the majority of the view of 50 Murray street apartment residents considerably.
Proposed Podium height almost equivalent to the level of 7th Floor of 50 Murray street building, This developmental proposal blocks foreshore water views of the Darling Harbour and also view of Heritage Pyrmont Bridge.
Also proposed green development on the top of podium Terrace with high foliage and the trees may also block the view of the Darling Harbour residents.

I would like to object the the plans by Mirvac builders placing a large tower in front of my investment property. My unit 1610 is on the top level of 50 Murray Street , Sydney. I have sacrificed a large amount of money to purchase this 2 bedroom apartment . It has harbour views from the lounge room , and one of the bedrooms .Money has just been spent on improving our building Including our swimming pool .
I bought this unit for my retirement because of what the area provided for me.
1. The most amazing views
2 Easy access to the harbour , not very hilly for walking , the monorail ( which was destroyed and now non existent ) another disappointment
3 Pubs
4 Sydney casino
5 All the beautiful eateries
My objection is based on the height of the tower as there will be no privacy on any of the balconies in our building , No privacy when we want to swim in our pool ,there will be no sun to enjoy , there will be huge reflections from the glass into our units , our view will be gone , traffic will be horrendous, Noise unbearable, the beautiful Pymont Bridge which is listed on the State Heritage Register that everyone enjoys will be compromised and must be preserved. The tower will not allow this .
There are so many units and business buildings built in the area I personally think it is spoiling the look of Darling Harbour . In the winter months the tall buildings make the area cold and unwelcoming .
It saddens me to think a builder can draw up a plan to build a tall tower and not have any care about the people it will effect . After a few years these towers will Not complement the area they will be a eyesore .

Harbourside Shopping Centre Redevelopment SSD-7874

In a submission dated 14 February, 2017, the National Trust of Australia (NSW) lodged strong objections to the then Staged Development Application (Concept Proposal) for a new retail shopping centre, residential apartment tower and public domain improvements (Redevelopment of the Harbourside Shopping Centre).

The original proposal was for a tower of 166 metres in height, directly beside the western end of Pyrmont Bridge.

The development originally proposed would certainly have had a major visual impact on the setting of Pyrmont Bridge. The Bridge and Darling Harbour itself would have been trivialised by the enormity of the tower development on the harbour foreshores, in the same way that the Meriton Tower in Parramatta now makes the adjoining Parramatta River appear to be a narrow canal.

The National Trust has long recognized the importance of the foreshores of Sydney Harbour, its associated waterways and Parramatta River. The Sydney Harbour Landscape Conservation Area was listed on the National Trust Register in September, 1982 and the Middle Harbour and Parramatta and Lane Cove Rivers Landscape Conservation Areas were listed on the National Trust Register in January, 1983. All these listings urged the maintenance of strict controls to protect the scenic and cultural values and natural beauty of the foreshores.

As early as 1828 steps were taken to protect waterway foreshores. In Governor Darling’s tenure, an August 21 1828, a Government Notice from the Colonial Secretary’s Office stated that “The Government will further reserve to itself all land within one hundred feet of high water mark, on the sea coast, creeks, harbours and inlets.”

Sydney Harbour is world renowned for its bushland headlands and foreshore parks and its international reputation is intimately associated with its scenic harbour vistas. However, massive tower development originally confined to the centre of the Central Business District is now being sited on the foreshores. Such development impacts negatively on one of the world’s greatest harbours, inexorably limiting and degrading public access to waterways and their foreshores.

The National Trust reiterates its policy of 37 years calling for the implementation and maintenance of strict controls by appropriate authorities to protect the scenic, cultural and conservation values of the foreshores of Sydney Harbour, its associated waterways and the Parramatta River.

High rise development should not be sited on the foreshores and, where development is proposed, it should of lower scale nearer the water’s edge and only stepping higher further from the waterways.

There should be generous foreshore parks established, not just limited public access and narrow walkways and there should be no major overshadowing of foreshore parks and waterways from new development proposed on or near the foreshore.

The new proposal includes the demolition of the existing centre, to be replaced with a new shopping centre and a 153-metre tower containing 357 apartments. In the original concept proposal, the tower was located to the north, close to the bridge. In the amended proposal, the tower has been moved further away from the bridge, increasing the setback from 50 metres to 135 metres. The height of the tower has been reduced by 12.6 metres, from 166.3 metres to 153.75 metres.

With the proposal now on exhibition, the Trust welcomes the moving of the tower southwards away from Pyrmont Bridge and the reduction in height of the proposed tower, although the reduction in height is minor. The Trust also welcomes the increased setback from 50 metres to 135 metres.

It is difficult to determine how the new proposal interfaces with Pyrmont Bridge and the Trust urges that all possible efforts should be made to reduce the impacts of that interface, both in terms of height and bulk of the new development. The new interface with the Bridge should be as sympathetic as possible with the heritage and scenic values of the Pyrmont Bridge.

Open space at Darling Harbour is a very precious and apparently diminishing resource. The impacts of the COVID-19 pandemic and its physical distancing requirements have made people so much more aware of the importance of open space. With an additional 357 apartments in the proposed new tower there will be even more need for maintaining the open space that currently survives at Darling Harbour.

The proposed new podium appears to reduce the width of the existing promenade and increase overshadowing, compounding the impacts of the overshadowing from the new tower proposal particularly in the colder months of the year.

The National Trust has just commented on the “Ten Initial Directions for the Pyrmont Peninsula Place Strategy” and questions how this development proposal will impact on adjoining historic Pyrmont.

The Trust urges that these comments be taken into careful consideration during the assessment process for this development proposal, to ensure that Darling Harbour’s diminishing open space, solar access and general amenity are not degraded. The final design and construction of this proposal needs to seriously and genuinely deal with these concerns if the current attractive, scenic, maritime heritage and open space values of the Harbour are to be retained and protected from further adverse impacts.

Item 1. From day one, Darling Harbour was developed as a major Tourist Attraction for Sydney Residents and Visitors from all States of Australia and Overseas. It was not designed to be a Commercial Hub housing very tall buildings, detracting from the ambience of Cockle Bay with it's many water based activities and the surrounding Children's Playground and Restaurants.

Item 2. The Harbourside Shopping Centre, now over 20 years old certainly needs updating. It does not, however, need a Commercial Tower taller than the nearby Sofitel Hotel !

Item 3. My (and wife Lesley's) apartment (One Darling Harbour, 1502/50 Murray Street) faces East, meaning our view would be severely restricted. We purchased this apartment, after many years of saving, to enjoy the balance of our lives in a peaceful environment close to City amenities and with unrestricted views of Cockle Bay and it's surrounds. The proposed Harbourside Shopping Centre Redevelopment would destroy these views and create a great deal of unwanted noise !

Item 4. With regard to Noise, the current Loading Dock of the Harbourside Shopping Centre creates incredible noise both day and night, including weekends, at times well into the early hours of morning, with the smashing of empty drink bottles, often hammering and drilling, reversing trucks, as well as food and cooking odours, despite assurances from Mirvac that this practise will cease. It never has ! This noise will only increase substantially with the increase in the number of retail food outlets.

Item 5. Privacy is of the utmost importance to residents of One Darling Harbour. This will be destroyed during the redevelopment of the Harbourside Shopping Centre and will continue to be a major issue with the construction of a very high Residential Tower. The proposed Podium will also be intrusive to a majority of East facing residents. With the current plans the height of the Podium will be equivalent to Level 7 of One Darling Harbour, blocking out the majority of water views of Cockle Bay. The Proposed Walks, Gardens etc. will not be visible to pedestrians using the Pyrmont Bridge. Instead they will look South on to a rectangular wall. It would be far more aesthetically pleasing for Bridge pedestrians to be able to view the proposed Gardens and Seating Areas.

Item 6. While it is agreed the current Harbourside Shopping Centre needs upgrading, an excessive addition of retail outlets is unnecessary due to the close proximity of the CBD Retail Precinct via the Pyrmont Bridge. This would have been further enhanced had the inexplicable decision to remove the incredibly convenient Monorail System not been approved.

Item 7. The enormity of the proposed redevelopment is seriously disappointing and detracts from the State Heritage Register listed Pyrmont Bridge, a major tourist attraction.

I strongly object to the Harbourside Shopping Centre Redevelopment proposal - on the grounds of excessive height - theft of visual amenity value ,lack of viable transportation, shadowing onto Darling Harbour fountain and leisure areas, glare and reflection from the Western face of the tower to nearby
residents.I have worked in the Goldsboro Mort building for 12 years, and owned a unit at One Darling Harbour for 10 years. I have always enjoyed the space, environment, and in particular the sunshine and light afforded by Darling Harbour to escape the office for lunch, or the home for a walk. I strongly object to a multi- storey tower being built right on the water-front, right next to the historical site of the Pyrmont Bridge. So far all of the new buildings over the past twenty years in Darling Harbour, Darling Square, Cockle Bay, Kings St Wharf and Barangaroo have been stepped back from the waters edge, with low rise buildings graduating back to higher ones, enabling views and light. This proposed building will completely block the views from my unit and a lot of the light. It will drastically reduce the value of my property. It seems that big companies like Mirvac always get there way with regards to these big money developments, how about thinking of the residents and environment instead of just profits?

I object to the scale of the development, particularly the imposition of a high rise tower where none currently exists.
This changes the character of the Western foreshores of Darling Harbour and is a massive intrusion into the visuals of the precinct.
Additionally, a high rise development increases the density of the development, resulting in greater traffic congestion.
The surrounding area with its close proximity to the Star Casino and residential areas place an undue strain on the local roads.

Further to my early submission I ask that the Harbourside Shopping Centre Redevelopment be confined to the present building envelope.
By replacing the present pitch roof with a grassed flat roof this would allow for an extra floor of expansion.
A glass walled building with exceptional narrow glazing bars, a delicate light structure is need .
With the present world turmoil I suggest a less ambitious building than that proposed will be better.
I have lived in Darling Harbour from 2000 and I have noticed the marked procession of the Pool of Fools who take a lease, prosper in the summer time only fail over winter. The business case for such a large over development is thin.
The Major Projects team is not their to save developers from there choices but to serve the citizens of Sydney.

I object to bulk o fthe north podium. I first objected to the project because it blocked my views and because of the impact it had on the Pyrmont Bridge. Although i am pleased to see the tower has been moved further to the south, which i support, the podium on the north of the proposal still dominates the foreshore, has a significant impact on the Pyrmont Bridge and stills inhibits my views that I enjoy now. The new proposal has not addressed the bulk and size of the building other than moving pieces around the site. The recent approval of the Cockle Bay Whalf development clearly provided a blue for the Darling Harbour Precinct and this app;ication should be consistent with what the Department approved the envelope for that project. As such the envelope for the north podium should be no higher than RL 12 close to the Bridge rising to RL 19 with a podium platform fo the tower at RL26.
