Message
Narrabeen has some of the worst traffic conditions in Sydney . All blocks are small and parking is incredibly difficult . Garbage trucks and lagoon work regularly block traffic completely . The roads are narrow with many bike riders . It is a beach suburb with a special character that is entirely unsuited for large scale development . It will be a very sad day if this over the top development is allowed to happen .

The proposed construction is not in keeping with its surroundings. A 6 storey building in this location with the proposed footprint would create huge traffic and parking problems. The streets are busy and not wide enough for existing volumes of traffic to enter and exit safely from current residences. Street parking is already insufficient for current needs on all the bordering streets.

As a resident of ocean street narrabeen I object the development. It is incredibly heartbreaking that it has come to this. Had the housing been affordingable and achieveable for local residents, this could have been a different story. It is overdevelopment and overcrowding of a beautiful local area. There is not enough street parking for locals never mind the residences visitors, second vehicles, boats, trailers and then staff parking! It will cause great environmental impact to animals and birds including cockatoos and sea eagles and the removal of trees.

My family with young kids would be greatly impacted by this awful, unprecedented, enormous and not needed massive development in our small suburb of Narrabeen. That area in peak hour would be hideous and cause so many issues. There is not enough wide roads, public transport, shops for all these additional people. Our unique and beautiful suburb does not need the additional traffic or tall multi residential buildings talk g over our streets. This will completely destroy and take away the charm that is our home Narrabeen.

The proposal is in the middle of the Narrabeen peninsula and 6 storey would be an eye sore and remove the natural feel and aesthetic of the area. There is currently not enough parking in summer when people are visiting the beach and current residents have to drive around for up to 10 minutes to find a car park. There has also been no consultation with the local residents in proximity to the development.
I am not opposed to 3 or 4 storey as there are buildings with 3 storey currently and this would blend in far better. This is pure greed (+$3m - $5M) with luxury apartments that is not solving a housing crisis as there is no affordable housing for retirees over 60 years old.
I would like to know that the government employees (who's salary are paid by us) who review these submissions are coming out to the site and with plans in hand investigating what is being objected too.

I wish to lodge a formal objection to the proposed development at 156 Ocean Street Narrabeen. After reviewing the plans i have major concerns regarding the impact the development will have on the surrounding area.
Major areas of concern:
* excessive traffic in the area creating safety risks
* lack of parking in the development will put increased pressure on already limited parking in Ocean Street, Lagoon Street, Octavia Street, Loftus Street and all streets within 1km;
* lack of consideration for the environmental impacts of the development being so close to the ocean and Narrabeen Lake
* The scale and height of the development is inconsistent with the area and the existing streetscape
* Loss of privacy for houses in Loftus Street, Lagoon St & Octavia Stand Ocean St and I urge the council to require significant changes before considering approving this application.

As a resident of Narrabeen who lives on LagoonSt, only 350 metres from this development I feel that the size of this development is too big for the area. The roads, shops and public transport are already bursting at the seams so to add 149 units is not going to help the congestion we already have. I'm a bit baffled into why we just got rid of two hospitals in the area if we are now going to overdevelop. This area is basically a sand spit between the ocean and the lagoon so to dig three storeys below the ground is asking for trouble - I feel 4 (four) storeys above the ground and possibly 2 below ground would be acceptable. During the summer the area is overcrowded and it's very difficult to find parking and the traffic is already extremely busy. I ask you to please reconsider this over large development.

I support the development planned at 156 Ocean Street Narrabeen.

My wife and I will be close to 80 years old when the development is potentially available to occupy. Having lived on the Northern Beaches all our life we wish to be able to stay.

There is an acute shortage of over 60 developments especially that are in close to existing infastructure such as transport , shops , medical and cafes etc. It will be focused on a community feel and allows us to remain close to family and friends.

A key aspect is the "aging in place" whereby we are able to remain in our home despite acute sickness and this is rare.

Also to have 2 car spaces is rare and takes vehicles off the streets.

I appreciate the residents have their reservations and this is the norm across Sydney where the attitude is "not in our backyard". However we must embrace higher density living as the city population ages and grows in numbers. Without doubt the growth of such community living must increase and in doing so free up the large houses for younger families to enjoy.

As an older Australian I need to plan for my future by organising a move into a seniors housing facility where I no longer have the worry of the maintenance of a stand alone home. Having this possibility also importantly helps increase housing availability. in the area. Seniors housing provides for my and my families peace of mind when any health issues arise. Indigo By Moran is in an ideal setting for me to keep in contact with friends and family . Close enough for me to walk to shops and catch a bus when having to attend medical appointments.

I have lived in the area all my life and am aware that the height and size of this building is not legally within the current scope for buildings in the area. Apart from the size and height the surrounding streets will not cope with the extra traffic a building of this size will generate and having been advised of the parking that has been allocated within the complex, they will also be inundated with parked cars. Local homes will lose natural light, and privacy as this building will dwarf the current structures.
This development is not in keeping with the current standards for this area and Narrabeen was not listed as one of the areas to have this type of development approved, unlike Mona Vale, Frenchs Forest & Dee Why.
This site was previously an aged care facility, comprising of individual units (self - care) and a section with beds for those requiring more help. This development offers a few beds for nursing the elderly, no social housing and a lot of very expensive units for those fortunate enough to have a lot of money to retire on. Traditionally this area was occupied by battlers who at this time would struggle to live in the area. This development should not go ahead.

To whom it may concern,

Having lived in the area for over 40 years i strongly object to this development for a myriad of the following reasons and not in any particular order.

Scale...way too much in every sense, too tall, too bulky, too many residences, too heavy in terms of materials, overall way too imposing on the streetscape and surrounding residences.

Height...LEP 2014 permissible height 8.5M ... Proposed height of development 21M!

Design...nothing about this development says "coast"...would sit just as well in Narrabri as Narrabeen and Narrabri locals would loathe it too. Incompatible with surrounds in a BIG way.

Change of use...the idea that we, the locals, believe at all that this facility is a considered response and improvement on the current aged care facility is laughable... it's a brazen land grab for maximum profit with nothing but a token nod to it's zoning and current usage, a cynical exploitation of of it's privileged and much needed aged care use function it had until recently.

Precedent problem...as we have seen over and over and over around this area one terrible blow out in what has been permitted leads to an explosion of similar asks, lowering the bar in a race to the bottom of what's permissible aesthetically, socially, and culturally continually lessening the community aspirations for the area they know and love and attempt to protect for future residents to enjoy.

Transport...the Northern Beaches is not well served with public transport nor road infrastructure.
The distance from the B-Line stop to this development is a problem for the age group it is designed to serve.
Local traffic has experienced substantial increase over the last decade with new apartment developments stretching local road infrastructure, particularly intersections past reasonable limits.
Proposed parking of 178 spaces for 149 apartments plus 10 beds will undoubtedly result in unsustainable shortfall of on street parking in an area already experiencing problems. With visitation taken into account a shortfall of 50-60 car spaces is calculated.

Coastal Inundation Zone...the coastal erosion problems along Collaroy Narrabeen Beach are probably the most well documented in Australia and given the IPCC predictions (that are currently being shown to be underestimates) for sea level rise and storm activity chaos to allow a development of this scale in this area at this time with this knowledge beggars belief and is in the interests of no one but those who are attempting to profit by the vast overdevelopment of this site.

This development fails in so many ways to have any meaningful support from the community it wishes to "serve" and thus HAS NO SOCIAL LICENSE largely because it so totally ignores and abuses the planning guardrails and thus community expectations making its current form a cynical greedy grab thatmost assume will be tempered and a compromise reached. The over-reach of this proposal is so blatant it is clear the developer has no wish to work with the community but rather ride roughshod over it and impose its contentious cookie cutter cringebuild in an area so ill-suited to it.
It flagrantly transgresses the Seniors SEPP 2004, the LEP 2014, NBC Coastal Hazard Assessment 2022,RMS Guidelines, Apartment Design Guide (traffic generation) and community expectations and as such I implore that Consent be Refused under the planning and assessment Act 12979 and substantive changes be made reducing the height, scale, number of apartments, loss of care beds, and requiring full parking compliance.

I live at 1/157 Ocean Street, directly opposite the proposed development.
TRAFFIC/ACCESSIBILITY
Congestion along Ocean Street and neighbouring streets is currently a regular occurrence. It is difficult to exit the unit block at 157 Ocean Street and turn left or right onto Ocean Street due to the constant stream of traffic, particularly of a morning and afternoon. Octavia Street is narrow and already can be at a standstill with cars parked either side. There is currently very limited parking for visitors and tradesmen. There will be a marked increase in traffic as well as virtually no parking if the development at 156 is approved.
There are several families residing at 157 Ocean Street with young children. The children will be at risk of harm when catching the bus to and from school, riding their bikes and crossing the road with the amount of extra traffic due to the proposed development. Crossing Ocean Street is currently difficult with no pedestrian crossing and stream of traffic.
The provision of only 7 visitors car spaces in the development is not enough.

I am strongly against this development for the following reasons. I believe the 9 negatives greatly outweigh any positives for the development as detailed below. The identified negatives relate to the practical effects and outcomes of the development .

Negatives of the Development
1. the 6 storey building is a luxury complex that completely disregards the character, environment, infrastructure and community of Narrabeen.
2. There is not enough car spaces for the number of units in the development. Total resident car spaces available is 178. You would have to assume the residents of the 46, 3 bedroom units will have
2 cars - that's 92 car spaces taken up. Then there is the 59, 2 bedroom with study units and one would have to assume that the majority of 90% will have 2 cars and the other 10% have 1 car - that's another 112 car spaces taken up and finally the 44, 2 bedroom units. Lets assume 50% of those residents do not have a car, the remainder 50% have 2 cars -that's 44 car spaces so the total of likely car spaces required for the development should be 248 and these figures assume that the residents will actually park their cars in their garages so where is the short fall of 70 cars going to park - in the street where there is not sufficient parking currently.
3. there are only 3 car spaces for the 3 staff looking after the 10 bed care facility so where do these nursing staff/carers park at shift changeover times? in the street of course.
4. where is the parking for the administration staff who are going to organise the exciting proposed entertainment programmes for residents and the trade and maintenance staff that will be required at the site on a regular basis - no provisions for this so they will have to park in the already over capacity streets. With potentially over 250 people living in the complex who are all over 60 years old I am sure will want to receive regular visitors so the 7 visitor car spaces will be constantly taken so again causing additional street parking problems.
5. a reduction from 55 aged care beds and 35 assisted living units to a 10 bed care facility placing additional pressure for spaces for this kind of service on the northern beaches.
6. the developers are exploiting planning loopholes to get easy development approvals by making it an over 60's development. The State Government has earmarked Brookvale, Dee Why, Mona Vale, Manly Vale and Forestville as medium/high rise accommodation districts. This form of luxury development should be at one of the above mentioned locations.
7. this development is likely to set a precedent for other developers to take advantage of the over 60's SEPP housing policy.
8. the developers have not held genuine community consultations and have purposely avoided community questions.
9. possible water table concerns with a underground 3 level car park

I am 33 and cannot afford to buy my own home in the areas i want to work. I had to turn down a child care job at Narrabeen because I couldn’t find any affordable accommodation in the area. We need more of these developments so that there is more housing in the area - and the older people can move out of their homes and sell them to people like me and my family.

I am aware that this development has sparked some aggressive community opposition from some individuals. I see posters imploring me to write objections to the development when I go for a walk, when I scroll social media or when I open my inbox, mobile messages or WhatsApp.

I believe this opposition is at the behest of one (or a small group of) agitator(s). I do not believe this opposition is in the communities best interest and do not believe that opposition is the majority view.

Those leading calls for opposition I think would oppose multi storey development in any location in Narrabeen, which will unfairly restrict access to those needing a new home. Areas suitable for multi storey development are few in Narrabeen, so I believe that when one is found the development should be supported.

Compared with many other parts of the local area, the proposal location is well suited to a multi storey development - with infrastructure like buses, walking tracks/footpaths, cafes, medical/GP surgeries, vet, and even childcare well developed in the immediate local area.

There is a lack of similar accommodation catering to retirees nearby, so this meets a need and maximises the use of the land, leaving other development plots available for other uses (probably NOT multi storey ones).

My one area of doubt is about car parking and vehicular movement. The area street car parking is already saturated, and the street traffic near capacity- particularly on weekends (for beach access/leaisure trips) and at peak hour for commuters (local and those utilising the ‘rat run’).

I ask that the proposal be approved subject to the planning board being satisfied that sufficient parking for residents and their guests has been catered for and that entry/exit from the building during construction and after completion not restrict the flow of traffic on ocean street and other surrounding streets.
