Introduction and Personal Interest
I am a long-term resident of the area. Most days, I walk along Ocean Street to the beach and use Lagoon Street for access to the Narrabeen Lagoon Trail. I am familiar with local flooding events and traffic conditions and have serious concerns that the “Indigo by Moran” proposal is inconsistent with the site’s environmental constraints and the planning framework that governs this sensitive coastal area.

1. Incompatibility with Local Character and Coastal Setting
The proposed five-storey design is out of character with the existing low-rise residential environment of Ocean Street and the surrounding coastal strip. The local planning framework for this area promotes low-density development and recognises its environmental sensitivity and flood risk.
The bulk, height, and continuous built frontage proposed are inconsistent with the open, landscaped coastal setting that defines Narrabeen. The visual impact analysis within the proponent’s own Environmental Impact Statement (EIS) shows that the structure would dominate surrounding homes and the streetscape, interrupting key public views and detracting from the natural coastal landscape.

2. Unsuitability of Site – Coastal and Flooding Hazards
The development site is within a known flood-prone and coastal erosion hazard area, as identified in the proponent’s own flood and coastal reports. The area has a history of inundation and storm surge events, and climate change will continue to increase these risks.
The proposed mitigation measures — limited to minor floor height adjustments — do not adequately address these hazards. Locating an underground car park in a flood-prone area introduces serious risks to residents and emergency services. The proposal does not demonstrate how the building could safely operate in a major flood or coastal erosion event.

3. Traffic, Parking and Accessibility
Ocean Street and Lagoon Street are narrow local roads already under heavy pressure, particularly during weekends and community events. The proposal underestimates the number of vehicle trips that will be generated by residents, staff, visitors, deliveries, and emergency vehicles.
Increased traffic volumes will worsen congestion, reduce pedestrian and cyclist safety, and impede emergency vehicle access. The proposed driveway access points are poorly located on a bend, limiting sight distances and creating additional safety hazards for pedestrians, including children walking to the beach.

4. Amenity, Overshadowing and Privacy
The proposed height and building footprint will cast long shadows over neighbouring homes and public spaces during winter months. The EIS shadow diagrams show these impacts clearly. This will reduce solar access and create a sense of enclosure for nearby residents.
Upper-level terraces and windows will overlook adjoining private open spaces, resulting in significant privacy loss and visual intrusion for neighbours.

5. Environmental Impact and Vegetation Loss
The proposal involves removing over 30 mature trees and established vegetation that contribute to the area’s character, coastal resilience, and biodiversity. These trees provide important shade, wind protection, and habitat for local birdlife. The replacement landscaping proposed will not replicate the ecological or visual value of the existing canopy for decades, if at all.

Conclusion
This proposal fails to respect the established coastal character of Narrabeen and is not suitable for a site subject to ongoing flood and coastal erosion risks. It introduces unnecessary hazards, traffic congestion, and loss of environmental value.
I respectfully request that the Department of Planning refuse SSD-76220734 in its current form, or require a full redesign that aligns with the local planning vision and environmental constraints of the area.

Introduction and Personal Interest
I live in Elanora and visit the Ocean Street foreshore daily for recreation and community activities. I regularly park and walk through Lagoon Street and Birdwood Park, which are directly affected by the proposed development. I am very familiar with the existing congestion, parking pressures, and flooding issues in this part of Narrabeen. Based on this local knowledge, I believe the “Indigo by Moran” proposal is unsuitable for the location and inconsistent with sound coastal planning principles.

1. Site Unsuitability – Flood and Coastal Hazards
The proposal fails to properly account for the site’s vulnerability to flooding and coastal processes. The Environmental Impact Statement acknowledges that parts of the site are within high-hazard zones, yet the proposed design intensifies development on land that is already at risk.
Excavating for a basement car park in such an area poses serious problems, including potential flooding, contamination, and difficulties for evacuation during extreme weather events. The proposal offers no credible long-term strategy for managing these hazards or ensuring resident safety.

2. Incompatibility with the Surrounding Character
Ocean Street is characterised by low-rise residential buildings with landscaped setbacks and open views to the coast and lagoon. The proposed five-storey building introduces a large, institutional structure that would visually dominate the street and surrounding homes.
This level of bulk and scale is inconsistent with the existing character of the neighbourhood and undermines the established balance between built form and open space that gives Narrabeen its coastal village identity. Similar proposals in other coastal NSW suburbs have been refused for this reason.

3. Traffic and Accessibility
The Traffic and Parking Assessment underestimates the real-world impact of this development on Ocean Street and Lagoon Street. These roads already experience congestion from residents, surf club visitors, and weekend beachgoers.
Adding service vehicles, deliveries, staff movements, and visitors from a high-turnover seniors complex will create further gridlock and increase risks to pedestrians and cyclists. Any obstruction during an emergency or storm event could block essential evacuation routes.

4. Height, Bulk and Overshadowing
At five storeys, the building would exceed the scale expected for this sensitive coastal environment. The proposal would block sunlight to adjoining properties and cast significant winter shadows over nearby homes and open spaces.
The visual mass of the building would also intrude into public view corridors between the lagoon and the beach, diminishing the scenic quality that defines this part of Narrabeen.

5. Environmental and Infrastructure Impacts
The removal of a large number of mature trees will result in the loss of important canopy cover, shade, and habitat. This will increase the heat load in the area and reduce local biodiversity. The proposed landscaping will take many years to achieve similar benefits.
In addition, existing stormwater and drainage systems in Ocean Street already struggle during heavy rainfall. Introducing more hard surfaces will worsen runoff and increase the likelihood of localised flooding and pollution entering the lagoon.

Conclusion
The proposed “Indigo by Moran” development at 156 Ocean Street is fundamentally unsuitable for this environmentally sensitive and flood-prone location. It would increase traffic hazards, disrupt local character, reduce amenity for neighbours, and damage the natural coastal environment.
For these reasons, I respectfully request that the Department of Planning refuse SSD-76220734, or require a substantial redesign that is consistent with the existing scale and environmental limitations of the area.

I have lived on the Northern Beaches for my whole life, the last 25 in Narrabeen. I am 77 and am considering a move into seniors living in the area I consider home and close to amenities. This proposal by Moran is what I consider ideal and an enhancement to the local area providing excellent facilities in a low rise and attractive architectural design for an aging demographic, at a reasonable price compared to other alternatives. I believe this development to be a positive addition to Narrabeen and wholeheartedly support it.

She recently broke her hip falling down the garden step and now has a lot of pain. I am writing to formally raise my objection and concern regarding the proposed six-storey “Over 60s” apartment development in Narrabeen. As a local resident, I am deeply concerned that this proposal is incompatible with the existing character, scale, and environmental context of our community.
1. Incompatibility with Local Character
Narrabeen is a low-rise coastal suburb known for its relaxed, community-focused atmosphere and proximity to the beach. The construction of a six-storey building — the tallest in the area — would disrupt the established streetscape and significantly alter the visual character of our suburb. The proposed height and bulk of the development would stand out prominently, diminishing the coastal aesthetic and charm that define Narrabeen and make it a unique part of the Northern Beaches.
2. Insufficient Parking and Traffic Impacts
The proposed development provides inadequate parking for residents and visitors. This shortfall will inevitably spill over into surrounding streets, increasing congestion and reducing accessibility for existing residents and businesses.
Narrabeen is already experiencing growing traffic volumes, particularly during peak hours and weekends, and this development will exacerbate congestion and parking stress in an area with already limited capacity.
3. Environmental and Coastal Sensitivity
Narrabeen is an environmentally sensitive coastal area, bordered by both Narrabeen Beach and Narrabeen Lagoon. The scale and intensity of this development pose potential risks to local biodiversity, dune systems, and coastal processes. The project appears to disregard the principles of sustainable and context-sensitive coastal planning that are critical to protecting the natural environment for future generations.
4. Unsuitability for the Area
While the need for over-60s accommodation is understood, this particular proposal is unsuitable for the site and broader area. A more appropriate approach would involve low- to mid-rise development that integrates sensitively with the existing built form, provides adequate infrastructure, and preserves the unique coastal character of Narrabeen.
In summary, I urge the NSW Government and Northern Beaches Council to reconsider or reject this development in its current form. I also request that the planning authority conduct a comprehensive review of the proposal’s impact on local character, parking, traffic, and environmental sustainability.

Objection to Building Application by Indigo by Moran – 5-Storey Seniors Housing Development, Ocean Street, North Narrabeen
I am writing to strongly object to the proposed development application by Indigo by Moran to construct a five-storey seniors housing complex comprising 149 Independent Living Units in Ocean Street, North Narrabeen.

This proposal is wholly inappropriate for the location and raises several serious concerns:
1. Excessive Building Height:
The proposed five-storey structure significantly exceeds the current building height limits for the area. Allowing a development of this scale would fundamentally alter the character and visual amenity of North Narrabeen, which is defined by its low-rise, coastal village feel.
2. Traffic and Parking Impacts:
The increase in residents and visitors associated with 149 units will inevitably exacerbate existing parking and traffic issues. The surrounding streets are already under strain, and the additional demand for car spaces will place unsustainable pressure on local infrastructure.
3. Overdevelopment and Precedent:
North Narrabeen is a unique and much-loved community with a distinct coastal character. Approving this over-scaled development would set a dangerous precedent for future overdevelopment, further eroding the area’s identity and livability.

In summary, this proposal is not in keeping with the scale, character, or infrastructure capacity of the local area. North Narrabeen does not need — nor can it support — developments of this magnitude.

I therefore urge the Council to reject this application in its current form.

The site is on a narrow strip between the lagoon and the lake which is very suburban and will tower above everything else. To whom it may concern,
I am writing to object to the development SSD-76220734 – 156 Ocean Street Narrabeen.

I am a nearby resident, residing at 50 lagoon street, approximately 120m from the site of proposed works. i strongly object to the development on multiple grounds.

- Scale and height
The proposed project appears to be incompatible with the current size and scope of pre-existing buildings within the local area. Six storeys is in significant excess of the current planning restrictions and will be an unsightly imposition on the local landscape, visible from all surrouning suburbs.

- parking and accessibility
The current parking allowances onsite are far too meagre considering the area is already at or above capacity for street parking. 178 car aprking spots for 149 units, especially once admisnistration staff and visitors are included. By my estimates 270 car parking spaces only just covers the average car per household expectancy for 149 units, with an additional 15-20 required for staff and visitors. Where are these 120-130 additional cars going to park? I already struggle to find a space to park around my house. This is unacceptable and unfeasible.

- Excavation, groundwater levels and acid sulfate soils.
Although parking is an issue, so is the size of the basment. at a FFL of RL -1.00, this is at least 1.50m below anticiapted groundwater table levels. implying that a significant dewatering regime will be in place for an execssive period of time. The areas in and around the site also fall under Class 1, 3 and 5 acid sulfate soils hazard zones. The dewatering regime poses a significant risk of lowering the water table in adjacent sites. this is unacaptable. Additionally, where will this pumped out water be relocated to? The existing overloaded stormwater assets in the area. This is unaccpetable.


I am not opposed to development of the site as a whole. It needs to be improved and has great potential. I am however in direct opposition to the scale of the project. A reduction of two storeys would still make it the tallest structure on the peninsula and provide 100 new apartments. It would also preclude the requirement of over 100 car spots, hopefully allowing the development to have suitable onsite parking.

This development does not need to be stopped completely, it needs to be rethought and reduced in scope or it risks significant detrimental community effects and subsequent backlash from the community. It should improve the community, not exacerbate pre-exsiting issues and potentially create new ones.

There has been No local consultation by the developer and only a last minute submission period.
The development is luxury senior housing of 2 - 3 bedroom units. Seniors living the local area cannot afford the luxury price point. The development does not match the needs of the Narrabeen community. This development has also removed more affordable senior housing.
Units in the Narrabeen Ocean and Pittwater Rd area are predominantly 2 -3 stories high, with 2 exceptions near the fire station, corner of Ocean and Pittwater. Therefore this over height development of 6 !!! - storeys is obscenely over height by 3 storeys. Apartments built at the northern end of Lagoon st are 3 storeys in height and more in keeping with community expectations and council regulations.
Looking at the plans the sheer bulk is visually intrusive and not in keeping with the nature of current local developments. It looks more in keeping with an inner city development.
The impact of the height and width of the building will cause the loss of direct sunlight to its neighbours and local streets. The shadow this development will cast seriously effects both close and nearby homes and is not acceptable. Narrabeen local environment currently has open areas and substantial setbacks to allow sunlight to nurture vegetation and allow local residents access to sunlight. This project inhibits sunlight and casts long shadows.
The block nature of this development, with building on all four sides for a considerable distance creates a wind tunnel effect. Strong winds from the ocean will be channelled down Ocean st, Lagoon st , Loftus st and Octavia st increasing their ability to cause damage and decreasing the comfort level of local walkers and visitors to the area walking the lake paths, which include Lagoon st. Storm damage will increase with the effect of wind tunnel gusts caused by the sheer bulk, size and position of the development.
The height and bulk of the development will necessitate the removal of many mature trees and shrubs. These are the very plants that lessen the effects of coastal winds and hold the sand dunes together. Please note that this development is being built on a sand dunes and it is vital that mature trees with extensive roots systems, which hold the sand together are not disturbed.
These same trees are also the habitats of local Australian birds including the Sea Eagle, Kookaburra and parrot species.
Ocean St and Lagoon st are already at their capacity carrying cars, trucks and other vehicles . Both these streets are used as a rat run and cut through by traffic avoiding Pittwater Rd. I once waited for 47 cars to pass whilst trying to cross Ocean st at the intersection of Octavia st.
Council has already acknowledged the poor parking and heavy traffic on this spit of land in their last traffic and parking draft proposal.
I note also that driveway access is onto Lagoon st. Lagoon st has become the overflow for traffic along Ocean st and is a busy thoroughfare. Lagoon st has cars flying down the street. With substantial narrowing of the Street at the northern end of Lagoon st this road is ill equipped to carry the extra potential 298 cars entering and leaving the building. Traffic is already a crawl on Ocean st and Lagoon St, a suburban st is carrying too much overflow from Pittwater Rd and Ocean st to have a entry and access point for this huge development. Likewise Loftus st and Octavia st is a single lane st and could not support an access point for parking.
Both Ocean st and Lagoon st are near impossible to find a park from late afternoon. Where will all the extra cars park ?

In summary this development does not meet the needs of seniors in the local community. The size of the development is outrageously over the top. Apartments at the northern end of Lagoon st are more appropriate to this spit of sand between the beach and the lake.Furthermore the development is bulky and block like. This design will encourage coastal winds to become stronger and believe me the winds here can be very strong. This development seriously blocks sunlight to surroundings areas.
The loss of mature trees with large root systems which hold the sands together and provide bird habitats is unacceptable.
I encourage Moran to decrease both the footprint and height of their development which is not in keeping with current developments in the area.

- Offers no affordable Housing (which is needed on Northern Beaches) or community benefit.

I wish to propose this development. As I am a local resident and very concerned about the scale and scope of the development itself.

Below are some of my reasons that I would like to put forward for consideration:

there is no local benefit from this development. It’s a private luxury retirement development offering no affordable housing or community benefit. The major benefactor to this entire project will be the company that is doing the development who are set to pocket hundreds of millions of dollars in profits when it’s done, and they will simply move on to the next project, leaving this monstrosity in our suburb.

It is clearly a significant overdevelopment 5 to 6 stories high and 149 apartments is completely out of scale with narrabeens coastal character

I believe there is visual intrusion and overshadowing issues. This will block ocean views and overshadowing of neighing homes.

There is significant concern for traffic and safety hazards with an estimate of 300+ vehicles entering daily from Lagoon Street and this will worsen congestion and reduce safety.

Flood and coastal risk more seriously, This is located in a flood and erosion zone, which is un suitable for dense development.

There appears to be removal of mature trees, destroying habitat for wildlife as well as coastal screening and local amenity.

There is environmental impact which threatens fragile dune systems and bird habitats, including sea eagles, and kookaburras.

most worrying, This sets a new precedent for other developers to enter the area and completely change the landscape and feel of the area. narrabeen has a particular look and culture which this development does not meet whatsoever and then begins to allow other developers to use this as a precedent to continue such major works along this area, completely changing the landscape. As a local resident here for over a decade, I am yet to speak to a single resident who thinks that this development is a good thing for the area.

There has been woefully insignificant consultation or consideration with local residents. As mentioned, I am confident if every single resident in this area was asked to simply vote whether they support or object to this development you would have a significantly high, probably 95% or greater, objecting to it. When the local community has such a significant pushback and objection surely this requires pause and consideration and often acceptance and a refusal to the developer.

Let’s call this for what it is. It’s a major developer looking for an opportunistic development to pocket hundreds of millions of dollars. None of the developers live locally or have any local interest to the area. This is purely financial gain for them and they will leave once the project is done leaving the residence to have to deal with this monstrosity and the precedent that they then give all other developers from here to completely change the landscape which the entire community here is currently in love with.

The residents of narrabeen plead you, please leave narrabeen as it is and keep all developments within reason!

i’m sure a “like for like” development would actually be welcomed by most residents. so we are not “anti-development at all”. it’s the fact of the significant overdevelopment and the roll on affect this creates.

I OBJECT STRONGLY TO THIS DESIGN AND OVER-DEVELOPMENT
My main concerns are
HEIGHT and sheer SCALE of the design for Narrabeen, it is out of step with the local environment “Taller than the trees and any other building around “Redefining the skyline from everywhere it will be seen..Seen from the beach to the bush Elanora to Warriwood and Long Reef and Collaroy.. Visually intrusive…. The massive size is completely out of scale with the surrounding neighbourhood. The majority of housing surrounding the development is LOW to Medium not High rise….The scenic loss of views and shadowing of family homes and loss of sun will be felt everywhere by this monstrosity…
What happened to height restrictions and density zoning, Council and local approval and development notices.?? I
Will we all go six storey on the northern beaches??
PRIVACY The balconies and dining areas on the corner of Octavia and Ocean st will be looking directly into our Kitchen and living room and Units 1 and 2 bedrooms… We will never be able to open our windows again without people seeing us in our own homes…. We will be seen in our private backyard….
THE SETBACK line generally is way to close on the edge of the boundaries and intrusive for all of us in Ocean St, and anyone walking on the street, particularly at the front section which is 2862 from the boundary….See Diagram THE SETBACK is intrusive for pedestrians and homes on OCEAN LAGOON OCTAVIA AND LOFTUS ST

3. NOISE. Noise travels so when people are sitting on the balcony level directly opposite our windows we will continually hear conversation and noise from their dining areas and private balconies and roof top…Let alone the events of Christmas Easter etc….NOISE NOISE NOISE….
We often hear the voices of two or three people in the smokers area on Octavia St, however thats just a couple of people not a crowd of 200 people +

4. PARKING and Extra traffic in the area, there’s No parking now… Let alone add 159 units / approx 300 people What coupled doesn’t own 2 cars? Seriously 7 spots for guests?
Where does the extended families, staff, the cleaner, the tradies and the visitors all park….
Delivery trucks from amazon and Uber SSD eats and woolies online…Oh in the street already with no parking!! What about the parking for Winnebagos and Caravans? The Boomer's dream….The Lifestyle!!
5. Smell. Kitchen exhaust smells. Dining areas around our home. Restaurant and rooftop??
6 BUS STOP is fine now, Why move it, the council is in talk to put a pedestrian crossing in & I’m concerned by moving it, it will be safety issue as people overtake the bus they will be visually unable to see the people crossing because of the bus….
7. ENVIROMENT
IS it ready for Climate change? this proposed building will stand for the next 100 years..
We are already prone to flood and sea level rises, strong storms
NRMA Insurance 2025 does “Not cover for Actions of the Sea being sea waves and normal movement or changes in the sea levels (including high tides or king tides)”
Just look at Collaroy. Are we building a disaster for the future?
Why are they killing healthy trees that have stood for years and what environmental impact on wildlife and bird habitat.. Totally destruction only 7 trees will remain and yet they state “the importance of nature and shade for elderly.. “
Yet the nature is what attracts people to this area…… Please save the trees
Appropriate protection measure of tree fencing has not been done for the construction of their display unit… Will they protect the Norfolk pines? All those beautiful trees in Lagoon st GONE forever and a UGLY giant wall and building will be erected in place…….Awful !!

Nippers, Surfers, workers weekend, shoppers, locals, and visitors….

Thats a 60 hour a week of noise and dust and vibration for 2 years.

‘Exposure to noise may impact the way people use space, their ability to communicate and the way individuals undertake daily activities as well as the operation of businesses. Heightened annoyance, stress and sleep disturbance can impact wellbeing.
The potential impacts on the health and wellbeing of existing residents and surrounding residents throughout the construction phase of the development should also be considered, especially given the site is primarily surrounded by residential’. (Social impact statement)
Stated Hours of permitted work 7am - 6pm Monday to Friday. Plus Saturday 8 to 1pm.
Hours of work need to be reduced. M-F 8 am-3pm and NO Sat or Sun…
Lack of consideration…… the wellbeing of the community and the environment has not been sort by the locals in decision making.
Two weeks…Is that community consultation???
The big questions is height & scale Setback SEPP controls Shadowing and visual loss ,traffic and parking?
We have had NO CONSULTATION..
What benefit does this have for the Narrabeen community here now or any effort to address Affordable Housing?Families and workers can no longer afford to stay and are pushed out..
How many more families will move out before July 2026 due to the building and how many will leave due to the three years of building noise and total Chaos… We already have a higher number of seniors in the area than most LGA..
I totally believe that this development is not good for the LOCALS and is a LUXURY development . It is not truly for age care and socially disadvantaged which the site has the been used for since 1929
It does not address the housing crisis,it does not address the fundamental need for Affordable senior age care, or nursing homes…
It should not be a special project but treated as a DEVELOPMENT for PROFIT
It has no benefit to the community that live here..
Locals love Narrabeen the nature and the low rise…Beautiful today High rise next…

I purchased my property in 2023 on Narrabeen Peninsula because it was low rise development. The new development is out of scale with the Narrabeen low rise coastal character.

Increased traffic along Lagoon, Ocean and surrounding streets will be a major concern if this high rise development is given the go ahead. Street parking is currently hard to find 7 days a week, with weekends and school holidays, (especially summer), making it extremely difficult.

The safety of the many senior citizens who live in the area will be a risk due to the increased traffic.

The removal of mature pine and gums trees along Lagoon Street is not acceptable. There is large bird life in the area and the removal of trees will put them at risk.

I love where I live and believe the proposed development will compromise the beauty of Narrabeen Peninsula’s low rise coastal character.

The project will affect traffic flow as streets are narrow and busy now. Also the removal of pine trees native to area is wrong and will impact local landscape - these trees are historic. This is a community made up of 2 & 3 storey buildings & will stand out.

I am objecting to the project on 1. Traffic / congestion and safety reason, 2. No consideration for afford-ability of housing for less advantaged and 3. No consideration to the local community by way of improving infrastructure and local amenity.
1. Lagoon street is congested and has both sides of the street always 100% filled with parked cars, with the northern end of Lagoon street only 7 metres wide with no passing, another 300 cars a day entering this road is dangerous and unwarranted, there should be no entrances or exits from the development onto lagoon street.
2. The northern beaches like many areas of Sydney has a shortage of housing for those less privileged in our society. How does 149 high end apartments to be marketed at $2.5m to $3.5m each help the less fortunate. 20% of units should be for essential workers.
3. The bulk of this development allows Indigo residents to maximise their Ocean aspects and maintain green areas within the development however the existing local community lose sight lines, are subjected to overshadowing , there is no material contributions to local road ways or infrastructure and set backs are inadequate.

This development proposal in no way supports the local community and is a grab by the developers, who are seeking to maximise profits under the guise of an over 60s development with an alleged offering of aged care that is subject to manipulation.

The removal of mature pine and gum trees along Lagoon Street is just Not Acceptable. We have a large bird habitat in the area and the removal of trees will put them at risk.

Many properties with long-standing views will have their views blocked by the multi-storey development which is an intrusion.

We love where we live and enjoy the easy living, laid back lifestyle and low-rise coastal area. Please do not destroy the beauty of Narrabeen Peninsula.
