The proposal for the retirement village does not allow future parking for the Mingara athletics track which is used by large number of sporting groups and sporting bodies most days during the week. These include; Athletics NSW events, athletic groups where some of Australia’s best track and field athletes train , Central Coast Academy of sport and also representative Football (Soccer) teams. Mingara athletics track also hosts a large number of school sporting carnivals, fundraiser events and festive events. These include but not limited to Relay for life and Christmas Carols.

I believe no consideration has been made around facilitating access and parking for the mingara athletics track and the current proposal should be rejected and modified to allow for the central coast community to have adequate parking and access to the mingara athletics track.

I object to the Regional Athletics Track parking being removed. There is not enough parking at the site when major events are on. I have driven past and abandoned attending Expo, carols because of the traffic and parking issues. The numbers of attendance keep increasing over time so it makes no sense to remove parking this is a facility that will be there for generations to come.

It’s unsafe to have children and people with disabilities walking across a road and grass area, out of site of facility to get to cars at night and during the day. The track facility has parking council approved at the front of track it should remain where it is and the area tar sealed.

The size of this development is an over intensification of the Mingara site. Towers of Senior Housing units, 6, 7 stories high overlooking surrounding properties and businesses. Seniors living at a club with all the noise, traffic, lights, late night use of club and sporting venues. This development will negatively impact everyone in seniors living and the surrounding neighbourhood

This land is zoned recreation land not seniors living that is the area adjacent to the club in single storey units sympathetic to the surrounding environment.

This proposal needs to be reduced in size and bulk it does not fit with the environment

My objection to not approve of this construction of the mingara recreational club building this site
1) this will make an impact for the local community to have involvement into the track track as there will be limited access such as for schools Training facility and events,
2) This will reduce the amount of parking around the track access Which the track has a capacity of 1000 people which there wouldn’t be enough parking around for people to Park.
3) Has been in the athletics club we have around several members that are Para athletes. There are only One spot for disabled parking around and if there is more than one they would have to park a fair distance away such as 200 m or 500 m to the nearest disability spot which can create havoc of not involving these athletes in the Sport,
Athletics training, which occurs many days each week, would also have difficulty accessing the facilities. The track is the most widely used facility and only synthetic track on the Central Coast. It is the home of a number of international or aspiring international athletes. Without safe and easy to the track I fear that many may avoid using the facilities.
When the track is used for training, football matches and other events it is a busy, congested and potentially noisy environment which could be confusing, confronting and upsetting to aged residents living in housing close to the athletics track.
I do not believe the close proximity of the seniors housing proposal is viable for either the club, athletics track or the seniors housing.
An alternative proposal would be a slightly smaller seniors housing that allows distance between the facilities. This would give extra privacy to the seniors' housing and an area for additional paved parking in front of the athletics track.

The area is already over populated for the surrounding infrastructure. Mingara never take into account the residents in anything that they do so I’m not surprised. If you’ve ever tried to get out of hansons road when it’s a big club night you will understand. The congestion with the fast food places and club and now hotel is beyond a joke.

Not to mention the little athletics field. Where are we supposed to park?!?! Mingara have recreation in their title but have no regard for the outdoor recreation that currently shares the space. Disgusting! Pull your head in Mingara.

I'm writing to express concerns around the 'community consultation' process undertaken by Mingara Recreation Club for this project, as well as the failure to address adequate parking provisions for users of the community sporting facility on the Mingara site. I support Mingara Recreation Club's overall vision to provide new facilities and develop their site, but do 'object' to the proposed development in its current format and the TAIA's assessment of parking requirements.

Mingara Regional Athletics Facility is the only synthetic athletics track on the NSW Central Coast, and resurfaced by way of a government grant to Mingara Recreation Club for $425,000 in only 2018 - given its importance as a community sporting facility.

Community sporting facilities will become increasingly important leading into 2032. It's worth noting also that the NSW Athletics Partnership (Athletics NSW and Little Athletics NSW) in collaboration with Athletics Australia, is leading the development of the NSW Athletics Facility Strategy in 2025 to prioritise and transform the state’s athletics infrastructure - in partnership with the NSW Government.

There is only one synthetic, competition-standard athletics centre on the Central Coast, with the next closest facilities located in Sydney and Newcastle. The facility has only recently begun hosting state-permit level athletics events following the construction of the grandstand and resurfacing of the track which draw competitors from Sydney and interstate, and it is important that adequate parking is maintained and considered for users of the track as part of the development planning.

COMMUNITY CONSULTATION

I currently use the facility at least three days per week, and we weren't aware of the development until the recent Christmas holiday period. The community consultation documents refer to a phone line and other avenues available for feedback of users, but can confirm that none of this information has been passed on to many users of the facility. While I understand a representative of the Mingara Athletics Club was engaged, the Mingara Recreation Club staff and run the facility through the week and there has been no signposting, direct engagement or any other form of advertisement at the track of the intended development.

EVENTS HELD

I would encourage the planning authority to seek more information on the number and frequency of events run at the Mingara Athletics Track - during the period March-August, there are at times 4-5 school carnivals per week, not 5-10 total through the year including other events. These school carnivals are not run through the athletics club, but are administered by Mingara Recreation Club, so clarification should be sought from them directly as to frequency of these events. Last year, in addition to school carnivals, the track hosted 2 zone carnivals, the Sydney North regional athletics carnival and several Athletics NSW state-permit meets were also held at the facility - each with 500+ entries.

OTHER USERS

There is also a football club that uses the ground several nights per week, and most weekends over winter for games, which hasn't been mentioned in the reports. The training and matches of the Berkeley Vale Football Club often attracts a large number of users, particularly on Saturday/Sunday evenings when the main carpark is closer to capacity and would unlikely be able to facilitate overflow from track users.

I'd urge the planning authority to carefully consider the realistic parking requirements for the athletics facility users at peak periods - particularly evenings and weekends - prior to approval. Parking is also not possible on Wyong Road, most of Hansens Road and many of the other streets in the surrounding area. Thank you.

5.2.3 Wyong Road, Tumbi Creek Road, and Mingara Drive Intersection - This intersection cannot cope with the existing local traffic now, this intersection should not be used as the thoroughfare for the new development. The traffic study tabled in the submission does not relate to the existing issues faced by residents today. The developer should widen the road running alongside the athletics field and have all to and from traffic to the new development during construction and once established via this road only and maybe have traffic lights installed at the wyong road end for traffic entering this road. Existing residents and other suburb through traffic users are almost daily qued back to the Mingara Drive, Hansens Road roundabout waiting to transverse through this intersection, there is already too much traffic due to the fast food establishments and the mingara club/recreation traffic, the intersection cannot cope with additional traffic that this development would bring to the area

I am deeply concerned about the increased impact to traffic and for pedestrian safety during construction and long-term once the construction has been completed. I feel the current transport and accessibility assessment does not take into account existing issues and therefore does not adequately address how traffic and pedestrian safety will be managed.
I use Hansens Road, Mingara Drive and Wyong Road on a daily basis for various activities including, driving to/from work, visiting the Mingara recreation club, going to Bp service station, etc. My child also walks to and from our house off Hansens Rd to the bus stop at Wyong Rd for school buses.
I have lived in the area for 12 years and am extremely familiar with the existing issues experienced for road users/pedestrians. Over the past 12 years I have witnessed many near misses at Mingara Drive and increasing traffic particularly on Hansens Road as people take a short cut from Wyong Rd to Tumbi Rd to avoid the congestion that exists on Wyong Road to Tumbi Road.
The anticipated construction vehicles and increased traffic flow once the retirement village is completed will only further enhance existing problems unless new road infrastructure is done to support the traffic flow and congestion.
Existing issues include:
Traffic congestion
Backlog of traffic during school pick up/drop off peak times at Mingara Drive roundabout and Wyong Road intersection. The assessment does not appear to consider the location of two child care centres and a primary school on the location site plan. This backlog will be worse during construction and afterwards unless new roads are developed to help manage the increased traffic flow.
Traffic congestion at Mingara Drive during weekday mornings, weekend winter sports days and Friday evenings when fast food outlets are popular. The traffic spills onto Wyong Road at the intersection and back along Mingara Drive into Hansens Rd. There is only one entry/exit point from Mingara Drive to the fast food outlets.
Congestion during Mingara club badge draw nights and other special events.
Pedestrian safety:
There are many school aged children who walk to the local primary school on the corner of Hansens Rd or who walk from housing estates to bus stops located on Hansens an Wyong Rd. These children already face speeding cars along Hansens Road, traffic backlog from fast food outlets etc and have no suitable crossings on Mingara Drive and Hansens Road.
How will safety to pedestrians be ensured during construction and with increased traffic flow afterwards?
I support the development of more retirement living, as this will support our ageing population as well as provide jobs for locals. However, with only one main access point - Wyong Rd onto Mingara Drive, I really feel there needs to be new infrastructure done to support safe and steady traffic flow. A right turn off Wyong road into the mingara complex next to the sports complex may help, as well as another exit point from the fast food outlets.

After sighting the submission I noticed a fatal flaw. No parking for Mingara athletic track. None.
This facility hold multiple events which need a variety parking spaces for a number of reasons.
Sporting equipment, Marquese get dropped off and set up. Disability parking for disabled athletes with specific equipment for their needs, the elderly who can not walk far and officials.

We need abled people parking spaces along with multiple disabled parking options.

We have attended multiple athletic track events across Australia and have been to several anthletic tracks overseas. I have never seen one without parking options close to the main entrance.

I am all for the development to go ahead as it is a great idea but not at the expense of no parking options at the track entrance.

This could be done with minimum impact on the planned development.

Please let commonsense prevail and include Parking for the athletic track as well as the development for the Minara retirement village this should be a win-win solution for our community and athletic members.

I totally understand there is a need for seniors accommodation and applaud Mingara on their initiative. BUT. The area and surrounding roadways and access to either entry of Mingara - namely Mingara drive and the side access near the sporting field, however is not suitable for that dense a development.
Emergency vehicles will encounter issues to access the club Mingara, Glengara village, private housing of the estate or the proposed development. At peak times traffic from Hansens road to access Wyong Road and the traffic lights, can be banked up towards the entry of Glengara.
In one instance, it took me 15-20 minutes to arrive at the lights which is a 2 minute drive. Wyong road had high traffic, Mingara carpark had exiting and entering traffic. I certainly regretted not using the side road from our back gate through the carpark of Mingara and out to Wyong Road. I was told people were parking all along Wyong Road, the carpark was full as there was a Carols night at the sports field. Another similar day was a Fair on the grounds where the development is proposed.
When these events are on the traffic controllers have the traffic lined up and no way is there 2 way traffic through the carpark its just slow. Once I wanted to access the post box at front of the gym area and was told I couldn't.
As I stated Emergency vehicles would not gain access or if there was an evacuation as parking was overlapping the driveways.
When sports events are held - many have parked on the grassed area where the proposed village is planned. The Mingara carpark is quite often at capacity. Between any functions, spiritual fairs, Expo's, Orchid fairs, formal times, large funerals, sporting fixtures (at athletics field) for schools carnivals and athletics clubs carnivals or AFL.
The road access past the sports field at present is 2 way traffic. To alleviate any issue this would require a 2 lane x 2 way.
Also increase in lanes on the Mingara drive road entering Wyong road. At present there is 2 right hand turn lanes. One for straight ahead and 1 half left turn lane. Vehicles can at times if queued wait 3 sets of lights to cross, because the fast food area on that corner has streams of traffic entering and exiting and there is traffic wishing to turn left banked up as it is a short lane which then limits vehicles on the straight through lane and these then bank up to the roundabout where Hansens road meets Mingara drive. Then there is the traffic for the service station and the car wash, tyre shop and the medical centre at the roundabout which can cause issues already. There is another set of dental practice , radiology therapy and funeral home office at the entry of the roundabout but accessed on the way into the carpark of Mingara.
It can be an absolute night mare at school and peak times, not to mention the traffic going to Mingara. There is a catholic school on Hansens Road and Hicks Lane. Afternoons at pick up time traffic can't pass, traffic both ways entering Hicks Lane block the road so no emergency vehicles could use that way either and then they add to the traffic to the lights at Wyong road.

Dear Mr/ Ms,
I would like to make a submission to the deciding authority opposing this inappropriate development application and it’s impact, not only on the surrounding urban and environmental areas but also of the drastic effect it will have on the Athletic and Sports track and it’s parking availability.
The size of the proposed development is staggering; provision for 219 2 and 3 bed units, 39 high care beds, 3 multi story buildings of 5 or 6 stories each plus 1 x 6 story building.
While I’m sure most people have no problem providing accommodation and health care to our senior citizens, the size of what is proposed seems to be completely at odds with the surrounding suburbs. If approved, it will be a nightmare during construction, with Wyong Road already experiencing significant traffic volume and for residents located near the proposed development site, the number of heavy vehicles involved would be a major disruption to their lives.
For the Sports facility itself, approval of this development would see major problems for the many thousands of people who either compete or bring their children and grandchildren to attend the numerous athletic and other sporting events with the track used day and night for many major competitions and events.
With parking space at the Track already stretched for bigger events, any reduction of what is available for competitors and spectators would create again significant problems, not to mention the massive disruption if this development is approved.
As someone involved in sport on the Coast for several decades, I have seen firsthand the enjoyment and importance of this outstanding sports facility and how it has played such a huge role in developing the careers of countless young sporting achievers. This proposed development would destroy what has taken generations of people build and use for the benefit of not only aspiring sports people of all ages but also their families and friends. It is a sporting and cultural icon that must be preserved. The size of this development would completely change the current nature of both the immediate and surrounding areas forever.

The footprint of the project leaves no parking for the users of the regional sporting facility located next to the project. The users are made up of many schools who arrive by the busload along with parents, sporting clubs especially athletics clubs where hundreds of children use the facility each week between September & March each year, along with regional athletic events where several hundred competitors attend. Where are all these people meant to park? The present area of the project leaves no parking at all for users of the facility. During the times of usage there could over 100 cars requiring parking. The club car park is several hundred metres from the sporting facility & is usually near capacity when the sporting events are on.
Public money was obtained for the construction of the regional sporting facility over 20 years ago. As a regional sporting facility, surely some requirement must be made for parking for users of the regional sporting facility.
The objection is not on the project itself, just the amount of land it is taking while leaving no available parking for users of the regional sporting facility.
