I write to formally object to the proposed development located at 2–4 Burleigh Street and 20–24 Railway Parade, Burwood NSW, on behalf of both Strata Plan SP106626 and the Building Management Committee for DP1241240, for which I am the duly appointed representative.
After thorough consultation with residents and stakeholders of both schemes, we unanimously oppose this development on the following serious grounds:
1. Irreversible Impact on Amenity and Views
The proposed development’s excessive height and bulk are completely out of character with the surrounding built environment. It will unreasonably block existing outlooks and vistas for a number of residential and commercial buildings nearby—many of which were purchased on the basis of long-standing, uninterrupted views. This will significantly reduce property values and quality of life for hundreds of residents, with no proposed mitigation or benefit to the affected community.
2. Overdevelopment and Incompatibility with Local Character
The scale and intensity of the proposed mixed-use building—including a hotel and social housing component—do not align with the current urban planning character or strategic intent of the immediate area. Burwood already experiences considerable strain on its infrastructure, traffic systems, and community services. A hotel and social housing facility in such a congested section of the suburb would exacerbate these existing pressures, create congestion, and fundamentally alter the demographic and social fabric of the area.
3. Community Opposition
This objection is not isolated. There is widespread and vocal opposition from local residents, building management representatives, and owners' corporations. This proposal has sparked a significant outcry from the community due to its inappropriate scale, adverse impacts, and the nature of its use. It is our firm view that the development is being imposed without genuine consideration of the surrounding community’s needs or objections.
4. Negative Precedent for Future Planning
Approving this development in its current form would set a dangerous precedent for high-density, unsuitable developments in tightly-zoned suburban blocks across Burwood. This would invite similar future proposals that disregard the delicate balance of residential density, infrastructure limits, and community wellbeing.
5. Lack of Meaningful Consultation
There has been insufficient and inadequate consultation with local stakeholders and no attempt by the applicant to engage with the strata or building management of neighboring properties most affected by this proposal. This lack of transparency further erodes public trust in the integrity of the planning process.
In conclusion, we urge the assessment panel and relevant planning bodies to reject the proposed development in its current form. It represents overdevelopment, poor urban planning, and a blatant disregard for the established and growing community of Burwood. We believe the long-term social, visual, and infrastructural impacts will be overwhelmingly negative and irreparable.
We request that our objection be formally recorded and taken into serious consideration during the review process.

I am a resident of CIRCA Residential, and I strongly oppose the plan to build a 39-storey tower right next to our building.
This development will seriously affect our daily life — blocking sunlight, damaging views, and creating long-term noise and dust during construction. The building’s scale and design also clash with the existing neighborhood and will worsen traffic and crowding in the area.

I am a resident living in Circa, 7-9 Burleigh Street Burwood 2134. I am writing this submission to address some concerning issues with occur along with the plan of mixed-use development with in-fill affordable housing.
First of all, our building only has windows facing East and West due to other restrictions. In winter, sunshine is coming from the North-east , in the direction which 2-4 Burleigh Street is located. A 40 storeys building will block all the sunshine our building can gain which will cause that no plant can grow under this condition. For the sake of sustaniability, I urge you to consider this consequences.
Secondly, I urge you to make a claimation on how you will address the issue with noise and dust. Noises and dust is an inevitable issue coming along with construction. However, these strongly affect the standard of living for the neighbours.

I strongly object to the proposed project. This 39-story building will sharply increase the population density in such central and crowed area, which could strain public services and cause seriously traffic problems both to public and our neighborhood. Increased traffic will lead to longer commutes, more accidents, and a decline in overall quality of life.
Also, the construction and operation of such a tall building will inevitably generate significant noise pollution. Both the construction phase and the increased human activity afterward will disrupt the daily lives of nearby residents, especially families with children and elderly individuals.
In addition, air pollution is a serious concern. The heavy machinery used during construction and the expected increase in vehicles around the site will contribute to a deterioration in air quality. This poses real health risks to residents, particularly to my building that is just next to it.
For these reasons, again, I respectfully request that this plan be cancelled.

The location is definitely not suited for that area, reasons being:
1. The traffic congestion is at its peak at the moment. With Burwood Road, Railway Parade and Shaftesbury Road all taking traffic in all directions.
2. Although there will be parking for this building under the property, I strongly feel that many patrons will park in the 2-hour area designed for us local people,
3. As far as coffee shops eating places, there are hundreds in Burwood.
4. We have the Crowne Plaza Hotel in Burwood for accommodation and motels in the adjacent areas. Who would stay in Burwood when the have Sydney 15 minutes away abounding in accommodations. Sydney has beautiful accommodation areas offering water views, Opera House and Harbour Bridge.
5. You mention the traffic speed limits on the main roads, no that will not work. Motorists have little tolerance and patience and how are you going to police this. All the streets I have mentioned have an enormous amount of traffic daily. You need to live in the area to have an opinion.
6. 39 Storeys, really, this is Burwood not the Sunshine Coast. The tall structures we have now are not a good design nor are they appealing to the eye.
7. I opposed the apartments of 39 storeys on Shaftesbury Road for all of the above reasons.
8. If I wanted to live in area with tall structures, I would not have chosen Burwood.
9. You are considering building a structure that does not fit in the heritage buildings in Burwood.

2. The proposed building is located between Shaftesbury Road and Burwood Public School. It will create huge safety concerns for the kids live on the east side of the building who use Railway Parade and walk to Burwood Public School everyday due to the foreseeable high traffic flow in/out of the building.
3. It also make access to and exit from the council parking of the Elizabeth St more difficult.
4. Burleigh Street is a by-pass street for drivers driving from Belmore Street to Railway Parade. It reliefs traffic congestion on both Burwood Road and Shaftesbury Road. The proposed building will increase the traffic congestion on Burleigh Street and make Burwood Road and Shaftesbury Road more congested.
