I would like to object to the proposed modifications to the Rye Park Windfarm.
Firstly, if my neighbour had not come to ask if i knew of the modification or if i knew there was this window to put in a submission, i never would have known. Last week i received the 10page Rye Park Windfarm Flyer from Tilt Renewables....I received this in week 2 of the 3 week submission period. So, to start off with this certainly isn't satisfactory.
I object to the modification due to the impact it will have on birdlife and more disturbingly is that Tilt specify that blade strike will kill the Wedge Tailed eagles and Superb Parrots. The Superb Parrots home range is in the Hilltops region, so if they are wiped out from this area then we lose another species. We are supposed to be sharing this country with the native birds/animals etc, not destroying it for them for the sake of human greed. The Wedge Tailed eagles are plentiful through out the entire distribution of this windfarm and are at the top of the food chain. Not only will the Turbines kill them but it will then also disrupt the whole food chain below.
Currently to my knowledge, Wedgetailed Eagles are a protected species so we, as a community, as a country should be doing everything we can to save them, not destroy them. I also believe that under the WildLife ACT the fine for killing them is $8000. Does this mean that TILT Renewables will be paying $8000 for every Eagle killed?

Hi,
I am writing in support of the Rye Park wind farms.
In 2019 the electricity generated form wind turbines avoided an estimated 42 Million cars' worth of CO2 emissions. A typical wind project repays its carbon foot print in 6 months or less providing decades of 0 emission energy. Changes proposed as part of the project will not have any significant increase in environmental impact (e.g. visual, noise, shadow flicker) to the local community from what is currently allowed under the Development Consent. The Project will make a significant contribution to the shortfall in generation that will arise with the forecast retirement of Liddell Power Station in the near future and other coal-fired generators over the coming years. I strongly believe that the Rye Park wind farm will benefit the community, by creating over 200 jobs and producing sustainable energy.

I support the modification to increase the tip height of the Rye Park Windfarm Project, the modification will pose no environmental impact and can only improve the overall outcome of the project. This will allow the windfarm to increase the power it will generate which is a huge win for the environment and the future sustainability of power supplies with increased demand putting stress on the current power sources that we have in place at the moment. This project is going to benefit everyone in the community in a positive way, with increased job opportunities and it will provide a huge boost to the local economy.

The Bango Wind Farm has provided me with full time employment. I hope I can remain in the local area to continue working on the Rye Park Wind Farm when construction begins. I believe it will benefit local communities including; Boorowa, Crookwell and Yass.

As a resident of the village of Boorowa and not being consulted at any time regarding this project I am now lodging a formal objection in relation to the proposed route for all construction traffic including wide loads within the roads of Trucking Yard Lane and Dillon Street.
I am raising a formal objection to the route you have proposed for all construction traffic on the basis of health and safety and catastrophic consequences for residents, both roads are used daily by mothers with infants, children walking and on cycles plus older adults who exercise their rights to walk on public roads named.

There are no no designated footpaths, safe spaces for pedestrians n either road.

I will provide video footage of both Trucking Yard Lane and Dillon Street to highlight the road is not capable of carrying any construction traffic.

The roadway traversing Dillon street cannot carry construction traffic and in addition to being in poor construction is not wide enough to allow passage of wide loads and will result in massive mechanical failure.

The width of Dillon Street does not have the capacity to allow the safe carriage of wide loads.

Furthermore there is critical infrastructure under the road surface which will result in fracture/ disruption of the critical pipe work due to the ignorance of the council.

As a home owner there is extreme concerns to damage to my private property associated with construction traffic and have already made formal notification to Hilltops council, member of parliament and media outlets

Residents are being activated to cease the unsuitable route of construction traffic.
Videos of all traffic will be recorded as further evidence and public meetings.

I think this project is going to be a valuable asset for community. The increase in tip height will generate much more power and this can only be of benefit to everyone. I cannot see any reason why this modification would not be supported and it should be obvious to all that it should pass without any objection.

In my view the proposed changes to the project will not adversely affect the local community and will enhance the environmental outcomes from the project. I like the fact that the enhanced efficiency from the updated turbines and layout plan will ensure more renewable power is produced at a lower cost. All of the economic benefits from the approved project will continue and they are economic benefits that are increasingly important in rural communities.

Well here we are again writing another submission on the topic of the Rye Park Wind Farm. We are really starting to think what a waste of time, because nobody seems to be listening.
After 12yrs of discussions and hundreds of submissions from people with concerns and issues, such as health, noise, visual, environmental, land devaluation and the accumulative effect with the Bango wind farm to the west.
Now on top of all these concerns, you are considering letting TILT raise the height of the turbines from 143mtrs to 200mtrs – don’t you think that is going to have even more impact on the above mentioned concerns?
In addition to all of this, we have discovered, without any consultations or discussions offered to us by TILT, we now find ourselves within a kilometre of a concrete batching plant, which is situated on a major access road, with parts of that road only 300metres from our home. Should this not have required some sort of sound monitoring device pre-development, considering how close we are?
We also find it interesting, that on the environmental footprint layout (appendix G5 2-1-4), the shaded footprint area somehow skirts around the boundary of our property. How can this be possible?
Most people we have spoken to, out of the area, have the opinion that there is nothing wrong with wind turbines, however when posed with the question “would you like them in your backyard?” the response is always “well we wouldn’t want that”. This brings us to the real issue of the entire plan – there are too many residential (family) homes along the layout, as anyone can plainly see on the maps…we alone will be 3.3kms from the nearest turbine and visually impacted by a lot more – both east and west!

I believe the Rye Park Windfarm should not go ahead.
The ramifications it will have on real estate value, wildlife habitat, bird migration paths, noise effects and take away from the beauty of the land as it is now let alone the increased traffic issues and road damage that will occur.

This outweighs the benefits of the windfarm itself, the studies that have been conducted are out dated, the process is not transparent and people are not being listened too.

I strongly stand against the windfarm being developed to begin with and the increase in tip height.

These wind turbines cause so much divide and mental health issues in communities. You have already got approval to destroy a large portion of land as well as cause many people in our community angst and upset. These new turbines want to now clear more than double the land and be even more visible and louder as well as disrupting our community for years of construction and transport. When does the greed of the companies that build these wind farms on government subsidies come second to the people who have to be impacted by them, something these companies never have to deal with because they don’t live here. Just because there are fewer of us here why is our way of life less valued then others. Put them in the ocean or the deserts like more advanced governments do.

I feel that the changes proposed as part of the project will not have any significant increase in environmental impact to the local community from what is currently allowed under the Development Consent. The use of more efficient turbine models has the potential to generate more renewable electricity from the same project footprint, ultimately resulting in a lower cost of energy from the Project with clear benefits to the end user and energy consumer; a benefit for all. I fully support the Project and the important jobs that it will also generate in the local community.

Myself and my family is very strongly opposed to the proposed Rye Park Wind farm project and the modifications.

1. The modification included higher and wider towers. This will increase the clearing of the virgin forest in the area and impact the bird life and fragile soil. This will kill more endangered wildlife.
2. Once this virgin land is destroyed it will never return. Given the recent bush fires, there is limited untouched land with native fauna and flora, and this destruction can be prevented.
3. The presence of these towers will make bush fire fighting impossible. The height will prevent fighting the fire from the air.
4. If and when the motors catch alight, they will burn longer and sparks will cover further.
5. More clearing will cause, more and worse erosion. NEVER EVER TO BE REPAIRED. As we, Yass Earthmovers, have been working in the area for nearly 60 years, and we know the soils in the area, and the damage the proposed work will create.
6. There are scarily 14 separate wind farms within 60 km of my land, and this will destroy our livelihood and the environment affecting 100’s of family’s just in our area.
7. I am 84 years old and have worked my guts out to build up assets to hand on to my children and their children, and with my property surrounded by 180- 200 mtrs towers – destroying the value of assets- including noise, dead animals, destroyed views and the inability to live on my property etc.
8. The wind farms only generate electricity, when suitable wind blows, probably not even needed at the time.

We and hundreds of others within our community do not want the Rye Park wind farm to go ahead. This will have negative affects within the current community and generations into the future.

We also support Andrew Field’s submission in relation to this Project.

I object to the use of Trucking Yard Road/Dillon Street, Boorowa, as a transport route for the Rye Park Wind Farm. (Reference Appendix G7). I believe this road to be unsuitable for this use for a number of reasons. 1) Page 36 of Appendix G7 - the causeway/culvert where Trucking Yard Road turns into Dillon Street has been subject to flooding at various times; where you discuss widening, potential flooding is not addressed. You acknowledge that large amounts of work are required on this section of the road. 2) Page 37 & Page 38 of Appendix G7 - the turn from Dillon Street into Long Street. This proposal impacts a vacant block of land on the left, but a residential property on the right - you propose taking out established trees and fencing inside the residential property boundaries without having had any discussions with the owners of this said residential property at all - this is totally unacceptable. You have not discussed in any form or even approached the owners of this property for permission or to discuss any restitution that would be required. As I understand it, this would not be required if the originally approved turbines were used. 3) Page 37 & Page 38 of Appendix G7 - the turn from Dillon Street into Long Street - this is a corner where the transport vehicles will need to slow down after a heavy uphill trek to turn into a road that also goes uphill; the impact on the road and transport vehicles will be high. 4) Page 34-38 - use of Trucking Yard Road/Dillon Street - I don't think this road is the most suitable route - I propose that a better route would be to turn off Lachlan Valley Way into Meads Lane (2 streets before the Trucking Yard Road turnoff) which is a much flatter entry way, taking the left hand corner there into Long Street where it has no impact on residential properties.

I object to both the project as a whole and the Mod 1 due to
-inability of proponent to accurately describe the siting of the project. Paragraph 1 of submission states it will be to West of Rye Park.
- the significant increase in visual impact at each site where the turbines can be seen across the 35km length of the project.
- planned doubling of clearing for internal roads which will destroy landscape and habitat which has become increasingly necessary due to the summer bushfires. We have identified birds in recent months that we have not seen here before and ornithologists indicate that it is because of the need to move further afield find adequate food, shelter and nesting areas.
The Department of Planning should step in now to stop this development due to the changed physical environment throughout NSW due to the drought and the bushfires and stop the clearing of large areas of land for developments like this.
Instead, they should promote the use of solar panels and smaller wind turbines on the top of all State owned buildings and facilities, utilising current infrastructure, and supplying power at a place of need.
I reserve the right to add further to my submission, given the short time frame, the lack of provision of hard copies of the submission by the proponent.

I strongly object to this project due to the environmental impact on the native fauna and flora of the area. Reduction of property values and the health implications for residents living near this project are a major concern. Also, the impact of this project in dividing a once close community is already evident but will deteriorate immensely if it is to continue. The impact of traffic accessing the project through the Main Street. There is a bus stop and park that is regularly used by children of our community. Access for these young individuals to these facilities will be put at risk. Thank you.

I strongly object to the massive increase in turbine height and the visual impact on those who have made their homes in the area long before other money hungry new comers arrived.
Mod 1 also includes deciding where the main road will go!!!
Talk about letting a proponent make the rules.
Does the department seriously believe that windfarms are environmentally friendly given the land clearing, tree and wildlife removal, water contamination, use of concrete, and fiberglass blades of which will be landfill in a few years time.

I object to the current modifications to this project: namely the increase to the height and rotor sweep area; the doubling of land disturbance area; the unknown noise impact of the turbines. There has been a total lack of community consultation - I have never met anyone associated with this project and have not heard anything about this project for at least 3yrs. I object to this project going ahead.
