RE: Rye park Wind Farm- Modification 1 (SSD-6693 Mod 1) - Tip Height Increase. Lorraine and Ulrich (Greg) Skupien 558 Little Plains Road Rye Park NSW 2586
We object to this propose development and modification we live 2km from the nearest turbine on [redacted] property our is R130 as noted on yours maps.
We have built a new hose on our property and moved in July 2019 and have owned our farm for 16 years. We had no idea about Rye Park wind farm when we started the project (house). No contact from Tilt that they going on with the wind farm or from the Hilltops Council. And major project was not found when searches before we brought the property. We have constructed our home to take in the views and will see 9 turbines and have no idea of the others we will see. We can see the construction off the Bango project from al aspect of our house flashing lights and spot lights up to 9.30 pm most days. The maps are misleading and some information is unreadable as it is so small is this a cover up so we are not informed and keep us in the dark. Bango wind farm is approximal 45 km away. Concern are no information and lack off consultation.
Aboriginal Heritage items SU27/L1 turbine #3 on [redacted] property in the documentation it states Avoid Impact. As my heritage is Aboriginal (Lorraine ) I find this not acceptable that this should not go a head. (Ref C.4). As the meeting place I am not surprise (Figure 4-3 to large number AHIMS registered Sites. ) Wiradjuri, Ngunawal , Gundungurra, I am not surprise see so many of the AHIMS sites. It appears that no consultation with the Wiradjuri and the site was inspected between 24th September and 23rd October 2019, only 8 days to inspect the foot print of the project. Ref Summary 4.2.7 The project admits to this the distribution of aboriginal stone artefacts across the landscape this should not occur.
We have concerns regarding the amount off transport that will be impacting on the roads around us as Greg drives to Canberra during the week days and using the Cooks Hill Road and with that the protenial off accidents will be high we also have children traveling on the school buses that these stop and start on pick ups and drops off times. With the movement off heavy vehicle's per day and with daylight saving these will be on the roads for a longer period off time. Our grandson age 6 lives permanently with us and attends school in Boorowa his bus stop is at the end off Rye Park road and Kenny's Creek Road this is not noted on any off your maps as you need to slow down to around the buses to 40km on the pick up and drop off children I don't think the trucks will slow down to pass the school buses which will endanger lives.
Environment 86km off 5.5 metres wide access tracks internal for materials this track will be irreversible. Hard stands will 55m x35 m for the crane only. And all of the other materials as table 5-3 annex G.7. The impact off this on the environment it self is enough but the impact to the birds and animals and vegetation and fish will also be irreversible also. The fore most northern turbine less than 2km from our home and host by our next door neighbour [redacted] will be place between area off remnant vegetation at time when the rest of us are trying to fill these spaces to act as corridors for wild life birds. We have a large number off parrots at nesting time and large eagles that fly around where the turbines are plan on neighbours property [redacted]. [redacted]. And also [redacted] do not live in Rye Park has stated previous in writing and never have.
We have the sun rising where the turbines are planned for on our neighbour [redacted] we will have Shadow Flicker and Blade Glint .High Visual impact. Glare from the Bango wind farm which is very disturbing in the morning and evening. Report on flicker is base on UK as our daylight hours are quite different from England how can this compare.
I requested James Beckett from Tilt to do study on the noise levels for us he replied that that was done from his desk in Melbourne in Tilt office.
Noise from blasting and drilling is a cause off concern as the environment that the project and expected we will have noise from the northern batching plant impacting on our life style.
Summary
This development will impact on lives particular the modification. As we brought our farm for our self and children and grandchildren with the dream to live in peace. Work the land and take care off our environment. We built our house to captive the views but unfortunately we will may only see turbines and not what we were after. Could you tell us about windfarms that have wind farm stays and how many bookings do the have. Until we were aware of the Tilt project not one organization had trying to contact us by any means. We lived in Canberra until July 2019 and we enquired about not being notified the answer was you have a PO Box my reply was that our rates came the PO Box. Tilt was aware we had started building our this was confirm by James Beckett. We also would like to add the project manager and [redacted] and Department of Planning and environment be put on notice if this project goes ahead and property values are affected and health and loss of income we will seek compensation. We request the project management and Department of environment to send out an independent visual and noise expert to conducted an assessment at our home that we will not be affected with noise and flicker and blade glint also our health. Any damage to our home cause by blasting and drilling we also seek compensation from parties (project manager and landowners who are hosting the turbines).

I am objecting to the the proposed significant increase in height and blade length
The substantial noise increases WILL have detrimental impacts on surrounding residents
This is well documented from the Waurba experience in Victoria, where people’s homes were acquired because the “ planning “ was , and still is flawed, maybe fraudulent !!
Where the process is skewed against the locals, be prepared for well resourced , educated and motivated debate and actions
We are fighting for our property rights and the ability to enjoy a peaceful nights sleep in our own homes
