Hello,

I found the information to be voluminous and I was not sure where to focus my attention. However, from what I gathered, my area of concerns are as follows:

1. A community consultative committee should NOT be removed. They are the only ones who talk for the community and have an indepth knowledge and understanding of the submission. As a layman, the submission does not mean anything to me. If a community consultative committee remains, they will have greater access to those who have made the proposal and are able to implement the necessary changes.

2. An increase of 20% more waste to go to the facility is a concern given just three years ago, the approved maximum was only 500,000 tonnes. What have they done to improve their facilities to manage 20% more waste? What is the long term side effects of this? Also noted that the days they chose to test traffic were in December where people are more likely to go on holidays - a better indication would have been early March or at a minimum November that year. The impact to morning and evening commuters could be more detrimental than what was analysed in the document. Furthermore, the addition of tolls to the M4 later this year will mean more people on Parramatta road. An increase of waste trucks + additional morning commuters will create a gridlock on Parramatta road during peak times.

My Partner and I wish to protest Veolia's submission for the removal of the Community Consultation Committee. The basis of this submission appears to be PREVIOUS GOOD RECORDS for the waste transfer site. As a local resident I have to acknowledge that my fears regarding this facility were unfounded.

However, as throughput is now increasing by 20% and may need to rise further, this is not good time to remove the Community Consultation. Also, the housing group PAYCE have a current proposal (300 Manchester Rd, Auburn) for 2,950 1 and 2 bedroom units on 14 hectares of prev.industrial land. These residents will be closer to Veolia than before so there is a continued interest from the community for excellence in the waste transfer facility.

I am also suspicious of Veolia's intention in removing the committee. Good neighbour behaviour between this industry and residential dwellers requires transparent communication; retaining the Community Consultative Committee is not a huge impost for Veolia but the loss of such a committee means that the community has no voice at all in the management of this facility very close to houses and units.

I would like to submit my strong objection to this proposal taking place. The putrid stench emitted from the dump is unbearable especially during the summer months or on hot days. The filth and rubbish that comes over the fence and deposits itself on my premises is a disgrace. The Council is doing nothing to clean it up. But what's worse is the pollution caused by the actual dump and the exhaust off the heavy trucks which gets sucked in by the air-con units causing health issues to staff and leaving black soot on everything inside and outside building.
It's a Health hazard and it should never have been allowed in the area in the first place!!

Any increase in heavy vehicle movements and offensive material processing is contrary to the planned improvements to Parramatta Rd as a high density residential and commercial area. activities requiring heavy vehicles need to be reduced, not expanded.

Thank you for your correspondence of 20 April 2017 regarding the above proposed Development Modification.

TOPLACE recently purchased a series of industrial premises at 15-19 Berry Street, Clyde - located immediately north west of the Clyde Waste Transfer Terminal site. Our company wishes to object to the proposed expansion of facilities at the Waste Transfer Terminal.

15-19 Berry Street is the site of the soon-to-close Mitsubishi logistics centre and other separate facilities. The site was recently put forward to be rezoned to allow mixed-use development but failed to gain the support of the Sydney West Central Planning Panel (ref: 2017SWC016 - City of Parramatta - PGR_2017_COPAR_001_00 AT 15, 17 and 19 Berry St, Clyde).

Our objection to the proposed expansion of the Clyde Waster Transfer Terminal does not stem from our failure to achieve the rezoning of our site, but is instead based on our observations with respect to the existing waste transfer operations.

We strongly object to the proposed modification to increase waste input at the Terminal by 100,000 tonnes per annum. Our objection relates to the potential odour impacts that would result from such a substantial increase in waste input.

Despite the odour control measures required under the existing development approval, we, and several neighbouring premises are frequently subject to odour emissions generated by the operation of the existing facility which operates 24 hours a day/7 days a week.
Given the highly built up nature of the surrounding area, including (nearby) lands zoned R4 High Density Residential located a minimum 350m to the west of the subject site, we are concerned that a 20% increase in waste input at the site will worsen existing odour issues.

We understand that community liaison processes were established under previous development consents issued for the operation but, as a new owner in the area, have not benefitted from such consultations. To our knowledge, nor have our immediate neighbours.

Accordingly, prior to any further consideration of the current proposal we would like to see such processes re-established to give current owners confidence that existing odour issues with the Terminal can and will be addressed. This action should take place before any further consideration is given to the current plans for expansion.

We look forward to receiving your further advice with respect to this issue prior to the application being determined.
