It is very concerning that this twice rejected mine is being proposed again in another form. There has been, and will be again, a significant amount of evidence to show why these plans are environmentally damaging. Ben Bullen State Forest needs to be properly protected to stop this cycle.

Everything must be done to protect for Australia's future generations not the short term gain of an open cut on the edge of what should be part of the Gardens of Stone National Park. Having walked extensively in this unique area of pagodas witnessed Aboriginal sites all must be done to preserve this natural beauty. More financial gain can be achieved in the long term via eco tourism.

I cannot believe that previous investigations can be over-ruled by repeated applications. This is no level playing field.

Restrictions on the adjacent Springvale underground mine have been set aside in expansions- damage bonds and current remediation of damage are grossly inadequate. As the Government Department with a duty to safeguard the environment your inaction is non-professional.

I object to the proposed modification of the Invincible coal mine. Open-cut coal mining should not recommence in this sensitive part of the Gardens of Stone region. In 2013 and 2014 The Planning and Assessment Commission twice ejected open-cut mining in this area. It is simply extraordinary that, as part of the demise of the Coalpac joint venture, any company would have the audacity to attempt a Phoenix-like resurrection of any mining plan of the same deposit. Any approval is likely to lead to incremental development of this mine, the modus operandi of mining in such situation. Namely, apply small then, almost before the ink has dried on the agreement, apply for modifications and expansion. The Department of Planning and Environment has previously affirmed that it is opposed to a series of incremental increases in open-cut coal mining in the Ben Bullen State Forest. Mining companies should not be allowed to keep applying for such mining licences, in face of community and social rejection, until the energy and/or financial resources of the community is exhausted.

Rarely do we witness such effrontery as Manildra (Castlereagh) demonstrate here, with an initial supposedly tiny output of 85,000 tpa, yet almost immediately applying for an exploration licence over a huge area. My experience in the mineral exploration industry makes it absolutely to me that such an application is predicated on the expectation that further coal will be delineated and that permission to mine would be a formality within the normal conditions.

I have spent many occasions in the Gardens of Stone. Camping, Orienteering, Rogaining, Biking, Canyoning, Climbing and Bush Walking. I consider this area to be incredibly unique and beautiful and should be preserved for all the nation.

I object to the proposed modification of the Invincible coal mine.
The Gardens of Stone area should be preserved as a national park, not destroyed by mining. Damage to Gardens of Stone has already occurred as a result of mining and should not be allowed to recommence.

State & Federal Govt is being archaic in their push to open up more and more coal mines, instead of supporting green energy options. This is resulted in extensive damage to our natural areas, including the proposal to dredge our Great Barrier Reef!

No more coal. And no mines destroying areas of significant and irreplaceable beauty such as the Gardens of Stone.

I object to the proposed modification of the Invincible coal mine. Open-cut coal mining should not recommence in this sensitive part of the Gardens of Stone region. It is inappropriate to reverse the 2013 and 2014 decisions by the Planning Assessment Commission that rejected open-cut mining in this 50 hectare area. I strongly oppose this proposal to expand the open-cut area and continue production for eight years. Any approval is likely to lead to incremental development of this mine, and the Department of Planning and Environment has said it is opposed to a series of incremental increases in open-cut coal mining in the Ben Bullen State Forest.

Coal from Manildra's open-cut Invincible mine will be more expensive in terms of overall costs to the economy and the environment than coal from existing operating mines that can meet the requirements of Manildra's Bomaderry plant for many decades. Approving Manildra's 50 hectare open-cut proposal will force worse environmental outcomes upon this outstanding natural area. The true cost of this damage to the community and environment cannot be compensated.

The Ben Bullen pagoda landscape is unique, irreplaceable and covers a small area of which the woodlands affected by the proposed Invincible open-cut mining operation is a key part. It is a key part of the only area where grassy tableland woodlands adjoins pagodas. This woodland is an integral part of the pagoda landscape and its loss will destroy this beautiful pagoda landscape.

The pagoda rock features cannot be considered in isolation from the surrounding woodlands that are proposed to be mined. The Planning Assessment Commission correctly observed in 2012 and confirmed 2014 that the pagoda landscape consists of the pagodas and woodlands below them.

Further, ecosystems cannot be replanted after open-cut mining. The proposed biodiversity offsets cannot replace the unique Ben Bullen pagoda landscape.

Please reject open-cut coal mining in the Ben Bullen State Forest now and refuse consent for Manildra's Invincible proposal.

It is long overdue for Australia to move to renewable and sustainable resources. Coal mining is a dirty industry that destroys the environment and our air.

Please do not approve this latest modification to the Invincible coal project. The Gardens of Stone area in the Ben Bullen State Forest is an iconic region that should have national park status with its unusual landscape and its endangered fauna and flora.
Open-cut coal mining here is completely unacceptable, and has twice been rejected by Planning Assessment Commissions, in 2013 and 2014. These decisions must stand.
I have seen elsewhere other coal mining proposed modifications and extensions be approved, on the basis of that application alone, with no consideration given to the cumulative effect of all the other previous approvals. The Department of Planning and Environment is opposed to incremental increases in open-cut coal mining in the Ben Bullen State Forest.
