I oppose the Moorebank Intermodal proposal and Environmental Impact Statement for the following reasons:
* The Moorebank intermodal will place more traffic on the already congested road network. 10,000 heavy vehicles per day will need to access and leave the terminal utilising the M5 and local roads, 5,000 cars per day will need to access the site.
* The Moorebank intermodal will not be an economically viable investment for the Federal Government and the state of New South Wales. The proposal should be relocated to Badgerys Creek in order to reduce supply-chain costs and cater for future urban growth.
Traffic
* The proposal will move the congestion from Port Botany to Moorebank, which is already congested;
* The modelling does not cater for the predicted growth of the region;
* The intersections and road network are already congested. The proposal will increase traffic delays;
* Trucks `weaving' onto and off the M5 between the Moorebank and Hume Highway interchanges will cause accidents and present a danger to me and my family; and
* Trucks parking and taking short cuts through the nearby streets will make the area unsafe for me, my family and friends.
Noise
There is no noise wall along the rail corridor along the Georges River, so noise will carry, particularly at night;
* There will be no way to mitigate noise from the unloading/loading and movement of containers within the terminal, especially for residents living within 400 metres of the site;
* There will be no way to mitigate noise from the breaking and shunting of trains which will need to happen on site;
* There will be wheel squeal due to the tight radius curves needed for trains to enter and exit the site; this will keep local residents awake at night; and
* Residents up to 3km from Port Botany are kept awake at night, I don't want this for my family.
Air quality
* There will be increased diesel fumes in the community generated from locomotives, heavy vehicles and other heavy equipment used on site. These fumes are carcinogenic;
* Me, my family and friends will develop cancer or other health problems from the increased diesel fumes;
* South West Sydney is already heavily polluted due to the topography of the area;
* There will be dust and odour generated from this site, particularly during the construction period.
Health
* The intermodal in this area will make me and my family sick; and
* I believe even one person having to use a puffer on one occasion as a result of this proposal is not acceptable.
* The government shouldn't plan industrial development in a residential area.
Heritage
* We have a strong military history in this area and we are proud of our heritage. Removal of heritage features from the site will break ties for the community.

* The site is surrounded by residential development, this site should never have been selected due to the young families who have settled in this area;

I completely diagree to have Moorebank Intermodal Terminal to be built in Moorebank. This will cause a havey traffic in the area and also ther ewill be a lot of health issues surrounding the pollution and the traffic.

The project will have negative impacts on the local community and environment.
The studies and the reports published confirm the negative impacts on the environment, the negative impacts on air quality, human health, traffic and congestion, and noise and vibration. This means that the project is mainly aimed for economical and financial aspects put over the health and the welfare of the residents. Even if there are general financial benefits behind this project, it discriminately has negative effects on the residents of the surrounding area.
Sydney is the most populous city in Australia and, therefore, suffers higher rates of noise and pollution. The government should aim to make Sydney greener and cleaner -this project will help against that.

The Moorebank intermodal will not be an economically viable investment for the Federal Government and the state of New South Wales. The proposal should be relocated to Badgerys Creek in order to reduce supply-chain costs and cater for future urban growth.
Proper consideration about the cost of this proposal has not been undertaken, especially the cost of maintaining assets such as road infrastructure. There needs to be a greater transparency of costs for the development and ongoing costs relating to the operation of this facility. A cost/benefit analysis must be carried out and made public.

Container destinations
Moorebank Intermodal Company claim that the majority of containers would be delivered within a radius of 20km from the terminal, a study carried out by a modeling firm on behalf of our community showed that two thirds of all containers from Port Botany are destined for the western suburbs not South Western Sydney which are between 26 to 35 km west of the proposed terminal.
Terminal container capacity (TEU's)
The SIMTA Concept plan was approved by the Planning and Assessment Commission on the basis that they are limited to 250k of TEU's + 250k subject to the ability of the road network to handle the volume of Heavy Vehicle traffic. This being the case the same restriction should be applied to the Moorebank Intermodal proposal. The same should also apply if the operations of SIMTA & Moorebank intermodal site are combined.

No provision has been made for widening the M5 to cope with this additional traffic - the current work to add an additional lane each way will simply allow it to cope better with the existing traffic.

The Moorebank Location is far too close to the existing Botany facility to be economically viable. Placing it further away will make it far more economically effective.

1 - Increased traffic congestion on Moorebank Avenue, Heathcote Road, Hume Highway, M5 and other surrounding roads. These roads are already congested and they will become a nightmare for everyone in the area if this freight terminal is approved.
2 - Pollution will increase in the area due to the increased truck movements spilling diesel emissions into the air. The terminal is located in close proximity to a residential area and there are a number of schools in the area. Do we really want to endanger our children's long term health by having increased pollution?
3- Is Moorebank really the correct location for a freight terminal ? Surely with the new airport being located at Badgery's Creek, is it not more suitable to have a freight terminal located there and to have all the necessary infrastructure developed, so that the freight can be moved quicker throughout Sydney and NSW. At present the roads around Moorebank are heavily congested and unsuitable for the volume of traffic that the fright terminal will produce.
I hope you consider my view and reach a sensible decision on the location of this proposed freight terminal.

There is simply no need to alter the spatial articulations of Moorebank, which has been completed as a human settlement.
However, there is a solution. The Intermodal is best situated within Badgery's Creek. Simply, the connections of road with Elizabeth Drive, Cowpasture Road and the M7, finally to the Sydney orbital, make it a desirable place for transport. Further, it is a complete "no-brainer" to utilise the newly proposed GWS Airport to promote economies of scale. The State Government will save money, save resources of land and building materials, and bring greater investment to the surrounding, underdeveloped semi-rural areas.
Surely, this Intermodal proposed at Moorebank must be reconsidered for the better site at Badgery's Creek said the some 30,000 youths from the Liverpool Local Government Area.

My husband is in the army and I have visited the intermodal site frequently for his work, and the amount of old growth trees, including specimens with wildlife living in them, would be a crime to tear down for this purpose.
Moorebank is already becoming a bottle neck for the M5 and for the area, I cannot imagine how bad the extra vehicle movements will make it.
The Georges River is both important historically and ecologically to the region and to Sydney, and the changes an intermodal will make to the river will be extremely damaging and irreparable.
The alternative suggestion of Badgerys Creek, which is already being upgraded with the new airport, makes so much more sense. I hope to see the historical WW1 army base left alone, or kept in respectful fragments, which could be preserved and surrounded by tasteful residential living, parks and gardens to be enjoyed by families.
