* The Moorebank intermodal will place more traffic on the already congested road network. 10,000 heavy vehicles per day will need to access and leave the terminal utilising the M5 and local roads, 5,000 cars per day will need to access the site. These local roads just won't be able to cope with this extra traffic.
* The Moorebank intermodal will not be an economically viable investment for the Federal Government and the state of New South Wales. The proposal should be relocated to Badgerys Creek in order to reduce supply-chain costs and cater for future urban growth.
Traffic
* The proposal will move the congestion from Port Botany to Moorebank, which is already congested;
* The modelling does not cater for the predicted growth of the region;
* The intersections and road network are already congested. The proposal will increase traffic delays;
* Trucks `weaving' onto and off the M5 between the Moorebank and Hume Highway interchanges will cause accidents and present a danger to me and my family; and
* Trucks parking and taking short cuts through the nearby streets will make the area unsafe for me, my family and friends.
I support strategic planning and good land use. The intermodal development should be moved to a non-residential area, like Badgerys Creek.

The roads of Moorebank and surrounds are congested and landlocked with many intersections at awkward angles.
Attempting to remediate the area in preparation to build an intermodal would be expensive, complex, slow and at high risk of getting stopped due to EPA or other issues.
In any case, running a high number of truck movements near urban populations places the pedestrian populace at risk, especially the elderly, busy families and young children.
It makes great sense to centre a new intermodal at the near-greenfield site at Badgerys Creek, where the shape of new roads can be curved appropriately and given the right kerb treatment for harmonious social integration. Room could be kept for expansion of the facility without cutting into existing occupied land. Measures such as wide kerbs, metal mesh fencing, separated walkways and cycleways would seem to be a much better option for urban dwellers in the area.
In addition, the co-location of air, road and rail services at such an intermodal hub would make exchange of passengers and freight much more efficient, and encourage concentration of heavy vehicles onto major backbone roads like the M5, instead of through urban arterial roads.
The jobs boost around Badgerys Creek is also much needed as the area is within reach of new developments such as Leppington. This forms a natural synergy for the economy in the area as well as reducing commute time for works who choose to live near the Badgerys Creek site whilst working there.
Therefore I object to the eminently unfavourable placement of the intermodal at Moorebank and petition the government to relocate the proposed intermodal to Badgerys Creek, and evaulate this new intermodal instead as a feeder to the social and environmental recreation areas around Liverpool.

During this time I have seen the development of the M5 motorway, and whole new suburbs, such as Wattle Grove and more recently, Georges Fair. These developments were to facilitate the demand for housing and transport in the Liverpool area. All positive for growth.
However, while I appreciate the need for an intermodal, I cannot condone one being situated in Moorebank area. More new housing developments in and around Liverpool currently under construction will be bringing more families into this area.
Let's not kid ourselves.
An Intermodal with thousands of truck movements every day and night, WILL impact on the residents already here, and the prospective new residents.
Noise pollution, air pollution, polluted runoff into waterways, significantly increased traffic conditions, increased health risks to residents including children, property devaluation, loss of recreation facilities and green space, loss of flora and fauna, are all the concerns of residents in the area.
(Personally, I will be also, losing my job).
It may be noted that these are the very same concerns that were raised when an airport was proposed nearby.
A viable alternative for an Intermodal at Badgery's Creek makes more sense, as this area is not heavily populated as Moorebank.
Moorebank and the surrounding suburbs currently enjoy a quiet, clean environment. I submit that we keep it that way.
No Intermodal for Moorebank.

I hereby object to the `Moorebank Intermodal Terminal' project unless the following improvements are made:
Submission point 1:
Statement at Page 11-6: 'A number of 'rat-runs' have developed through the area to avoid the M5 Motorway. In particular, turning volumes from Cambridge Avenue to Moorebank Avenue indicate it is used as an alternative to the M5 Motorway for access from the Hume Highway and suburbs further south. In addition, Anzac Road may be used to access Heathcote Road to avoid using the M5 Motorway.'
Comments /concerns/ points for improvement on submission point 1:
Significant steps have to be undertaken to avoid 'rat-runs' as vehicles will use Cambridge Avenue from / to Moorebank Avenue as an alternative to the M5 Motorway for access from the Hume Highway and suburbs further south. The Cambridge Avenue, especially near the narrow bridge on the Georges River will become a bottleneck and high accident zone. Hence following needs to occur as a condition of approval:
1. Acknowledge that Cambridge Avenue is one of the key arteries that will be impacted by Moorebank Intermodal Terminal Project and significant improvements are required
2. Upgrade the Cambridge Avenue to a four lane road (two lanes on each side) to cater for increase of light vehicle traffic by Moorebank Intermodal workers.
3. Upgrade the narrow bridge over Georges River on Cambridge Avenue to a two-lane bridge
4. impose southbound heavy vehicle movement restrictions during construction and also operation (except for public transport)
5. introduce a public bus service that travel via Moorebank Avenue to suburbs further south to reduce the south bound traffic on Moorebank Avenue
Submission point 2:
Statement at Page 11-9: 'Further surveys were undertaken at the above intersections and at the following locations on Tuesday 18 March 2014 during the AM peak (between 6.00 am and 9.00 am) and PM peak (between 4.00 pm and 7.00 pm:'
Comments /concerns/ points for improvement on submission point 2:
PM peaks starts around 2.30 PM and not 4.00 PM as documented, noting that schools close at 3.00 PM and many industries have which finish the shift between 2 & 3 PM. The timing noted here is also inconsistent with the 'shifts' of Moorebank Intermodal Terminal as noted at page 11-23, where it notes that there is a 'shift' change at 2.00pm, which will result in traffic surge during that period. This totally changes the current traffic assessment and need reassessed and impact reexamined.

This additional vehicular traffic construction volumes will have significant impact on the current & growing local traffic. What is not considered in this analysis is the normal increase in vehicular traffic, growth over the period of time and its impact. Normal growth in traffic together with traffic increase as stated above would increase number of 'rat-runs'. I have been a resident of Wattle Grove for in excess of 20 years, and prior to that, eagerly awaited the registration of our land so that we could commence construction of our first home and raise our family here in this new suburb.
My family and I have enjoyed the natural and built attributes of the suburb. The healthy lifestyle, capacity for recreation and exercise. We now have friends in the area, many connections with service providers and associates.
We have invested in our homes in both a financial and emotional manner. We have struggled and worked to have our hard earned money invested in our forever home. Any development would devalue our homes because of the negative impact on the environment, the traffic congestion and pollution.
This land was sold to us as part of a joint venture with the Department of Defence. A government department. The government has a responsibility to us, as residents, who have invested our income into our houses. We have placed our trust in the developers, who in partnership with the Department of Defence, sold us the land, created the development, and they now need to stand by us to ensure the area does not become negatively effected and nor allow our homes to be devalued and our health to be destroyed. This is not the dream we were sold.
In my family of five, we are all allergy sufferers, myself a chronic asthmatic. Air quality is paramount to our well being and health, and I believe it is a human right. As is our right to peaceful recreation.
The congestion, pollution and noise that this proposed development would bring would mean the end of life as we know it.
Currently I drive my daughter to the railway station at Holsworthy every morning for school transport. I regularly drive towards Campbelltown for school and college attendance. I often drive down Anzac Ave and Moorebank Ave towards Glenfield and there is a great deal of traffic congestion already in existence. Any proposed development at this location would be extremely disruptive and have a detrimental impact on traffic flow, pollution and greatly increase travel time.
Travelling in the other direction,especially on the M5, is a nightmare at most times of the day. It recently took 1 hour to arrive at the domestic terminal at Mascot in the middle of the day. In peak hour is is more like a parking lot.
Alternative travel on Nuwarra and Newbridge Roads is no better. Usually it takes approximately 15 minutes to travel 3 kilometres. Too often there are accidents at the corner of Heathcote Road and Wattle Grove Drive, usually these are caused by trucks going through red lights at the intersection. Many times there have been accidents and power down due to power poles being hit. Any proposed increase in traffic in the area is ridiculous and would only create more problems, congestion, pollution and ill health.
Any proposed change to the rail infrastructure would adversely impact our health, transport times and access.
Additionally in this area there is the Glenfield Weir which floods at times. Having this waterway so close to industrial development would be environmental madness. The George's River is a beautiful River for all residents of this area and others to enjoy, It is vital that it remains clean and useable. The access to the river encourages recreation and family activities. It is vital that the river stays uncontaminated for current and future generations. I personally would like to see more access available for passive recreation along the banks of the River. Walking tracks, bicycle tracks, picnic areas. Travelling down the road along the river to the Casula PowerHouse is very attractive. There needs to be more roads and picnic areas so that access is available and people can relax and enjoy the natural attributes of the area.
In this area there are many wildlife species, koalas, bats, birds, frogs etc - they are an imperative part of the attraction of this area and our health and wellbeing. We have a responsibility to nature and to ourselves to keep passive use space clean and natural for everyone and everything to enjoy and for the animals to have a safe habitat. As this area is close to the National Park it is also part of the crossing and breeding area for many species.It also includes valuable and important heritage areas. Significant cultural and indigenous art etc.
In this era we see so many times in many places the negative impact of pollution, restricted access to open space, clean rivers and natural bushland. These aspects are not only beneficial to our physical health but also for the mental health of all. There is much now known about the ever increasing diagnosis of mental health issues in our country, especially among young people. It is absolutely necessary to protect any and all opportunities for peaceful recreation and clean open spaces. It is our children's right and heritage. It is our responsibility to ensure that this is available in future.
What is needed in the area is clean open space and a river that is available to all. We need peace from noice and peace of mind.
Badgery's Creek will be a purpose built development. It does not need to be compromised by existing housing etc. It is the logical and prefered site. It is an obvious and far superior site for development.
I do not understand how any government could not act in the best interests of its constituents, isn't that why they are elected? It is not their duty? Act smart - move the development to Badgery's Creek and plan and build a state of the art complex.
Leave the people of Liverpool, Moorebank, Wattle Grove, Hammondville, Holsworthy, Voyager Point, Pleasure Point and Sandy Point to continue their lives in peace and harmony.
End the speculation and intimidation.

I oppose the Moorebank Intermodal Proposal and Environmental Impact Statement for the following reasons:
Proposed site:
The site proposed is totally unsuitable as it is surrounded by many thousands of residences. There is no way of mitigating the effects of noise, pollution, light spill and traffic to the people who live close to this site. It will no longer be fit to live in the area.
Alternative Site:
With the airport now going to Badgery's Creek it makes sense that the intermodal also goes there. There is more open land there not surrounded by high density residences and it would make more sense for the intermodal to be close to the airport.
Traffic:
MICL are stating up ti 8,000 heavy vehicles will be added to our roads by their project by 2030. There is no way that our roads can cope with this increase. We are already at traffic gridlock each day. All traffic will be moving at a snail's pace and there is no way that the trucks will be able to gain the speed required to enter the motor way in a safe manner or weave across the M5 heading southwards at Moorebank Avenue. There will be at least 34 intersections that will need to be upgraded alone at a massive cost. There is no way that the tax payer should have to pay this bill to support the intermodal.
Air Quality:
There seems to be very differing view on air quality impacts in the area. PAC SIMTA have already realized that PM2.5 levels are close to or above the advisory criteria. Why are MICL's figures different?
Noise pollution:
Recently it was proven that residents 3km away from the Botany site have been suffering sleep deprivation due to the container traffic. Noise monitoring which had been taken previously was incorrect. How will our residents that live far closer to the proposed intermodal have any quality of life. They certainly should not be exposed to sleep deprivation due to noise pollution. This is just inhumane!
Container destinations:
The majority of TEUs delivered will, in fact, be going to the western suburbs of Sydney, not in close proximity to the proposed site. This is another reason the intermodal should not be built at Moorebank.
